Recently many Korean large-sized construction companies as well as specialty contractors have been expanding their business in the overseas market to mitigate impacts from long-term stagnation in the domestic market. Such as a result, it has been arisen as a major issue that contractors effectively manage the delays which have been commonly faced with in international mega-projects. Therefore it can be said that the ability of the delays management leads a success of project. This paper presents a review of literature for delay analysis methods such as time impact analysis(TIA) and raises practical problems to rationally substantiate the duration of extension of time(EoT) in international mega projects which have wide scope of works as well as complicated and detailed contract baseline programs by taking theoretical approaches. We suggest the two improvement concepts to substantiate the EoT claims which are effectively applicable to practical projects. The first is to sort out dominant delays among numerous delays in advance of applying a delay analysis. The second is to set up the delay sections with the advanced concept for analysing delays' effects by TIA. This study performed a case study on an actual international mega-project. to confirm the effectiveness of improvement concepts that this practical approach is applicable for the assessment of EoT. In conclusion, this paper supposes to provide practitioner in charge for an EoT claim with an advanced substantiation methodogy when they not only analyse the construction delays by using TIA, but also negotiate with stakeholders about with the assessment of EoT.

Recently, due to the increasing necessity of developing core parts for weapons systems, the project for localization of parts for weapons systems is expanding. In order to apply the developed core parts to the domestic weapon system and advance into the overseas market, it is necessary to plan a project that reflects the technology trends in advance. This study derived trend of technology development through conducting the patent research and analysis. Also, suggested plan for applying the analysis results when project planning and selecting. As a detailed method, patents related to the 2019 year selection project were investigated. The number of patent applications by year and number of applicants from the time of the first application to the present were analyzed. And the growth stage of the technology market was derived. The comprehensive result was derieved through the portfolio analysis by arranging the parts localization technology in each area of the matrix consisting of market growth stage and the criteria for the selection of parts localization project. This research suggested the applying plan for improving project selection process. we expect the promotion of defense industry and the effective task planning.

Conflicts in the construction of large public facilities carried out as national projects are crucial issues we have to deal with. There are growing concerns for and oppositions to large construction projects in terms of environmental deterioration and the dissolution of local communities. In the case of projects that promise the creation of jobs and investment, the competition and disputes are increasing and being intensified. Therefore, there is a considerable amount of study on the competitions and conflicts between regions. Previous studies have focused on the procedures of public policy, governance structure, the role of local media. Contrary to the previous studies, this study investigates the spatial ways of constructing conflicts. Based on the analysis of the project of "Southeastern New International Airport", there is a mismatch between the spatial boundary of cost/benefit and agents (regions) of disputes. The agents of conflicts also show the politics of multiple scales by constructing alliances and breaking the network in the process of the airport project. The findings suggest that the conflicts on regional development should be understood as the construction of dynamic regional politics on regional development rather than as the by-product in the practice of policies.

21세기 지식정보화 시대의 도래에 대비하여 출판 및 인쇄산업을 지식산업의 중심기반으로 육성.진흥하기 위하여 그동안 의원입법(심재권의원 대표발의, 의원32명 공동발의)으로 추진해 오던 "출판 및 인쇄진흥법"이 7월 31일 국회 본회의를 통과했다. 5장 27조로 구성된 동 법률은 현행 출판인쇄 관련 법령인 '출판사 및 인쇄소의 등록 등에 관한법률'과 '외국 간행물 수입배포에 관한법률'을 통합하여, 문화산업의 핵심기반 콘텐츠인 출판 및 인쇄산업의 미래지향적이고 종합적인 진흥을 목적으로 제정되었으며, 법률 시행령 제정 등 후속 절차를 거쳐 공포 6개월 후에 시행될 예정이다. 이 법률의 주요골자는 첫째, 문화관광부장관이 출판 및 인쇄문화산업 지원 육성을 위한 진흥시책을 매 3년마다 수립.시행하도록 했다. 둘째, 출판사 및 인쇄사의 등록제를 신고제로 전환하며, 외국 간행물 수입추천을 받고자 하는 자의 수수료 납부 규정을 삭제하는 한편, 외국 간행물 수입관련 벌칙규정을 형벌에서 과태료로 대폭 완화하는 등 규제를 완화했다. 셋째, 출판의 형태가 점차 디지털 방식으로 변화하는 시대적 추세에 발맞춰 이에 대한 제도적인 체제를 초기에 정립하여 전자출판사업을 육성하고자 전자출판물에 관한 개념규정을 신설하였다. 넷째, 위기에 처한 출판.서점업계를 살리기 위해 지난 77년부터 시행되어 왔으나 최근 위기에 봉착한 도서정가제를 규정함에 있어 공정거래위원장이 문화관광부장관과 협의하여 지정하는 발행된지 1년 이내의 도서에 한하여 정가판매를 의무화 하였으며, 동 규정의 적용시한을 5년간으로 하되, 이를 어긴 사람에게는 과태료를 부과하게 하여 시행에 있어서는 좀더 강제성을 가지도록 하였다. 다섯째, 현행 '청소년보호법' 상에 있던 한국간행물윤리위원회의 설치.운영근거를 이 법으로 이관하여 동 위원회가 사실상 문화광광부에 속해있는 점을 감안, 형식과 내용이 일치되도록 하였다. 여섯째, 불법복제간행물 및 유해간행물에 대하여는 관할 행정관청이 수거.폐기를 명할 수 있고, 이에 불응할 경우에는 직접 수거.페기할 수 있도록 하였다. 일곱째, 이 법의 제정에 따라 '출판사 및 인쇄소의 등록에 관한법률'과 '외국간행물 수입배포에 관한법률'은 폐지하도록 하였다. 한편 이번 동법 제정으로 21세기 지식정보시대에 문화산업의 핵심기반이 되는 출판인쇄산업의 발전에 있어 출판인쇄산업의 중흥과 건전한 출판유통의 질서확립 등 새로운 이정표를 제시한 것으로 평가되고 있다. 다음은 동법률 중 인쇄와 관련된 조항을 요약, 소개한다.

As one of the most serious urban problems, routine city traffic congestion causes not only unpleasantness but also damage with increases of road tolls. Electronic records created by Korean Government Agencies in the course of their business activities have been increased rapidly since e-Government had been implemented. With more government business being, conducted electronically, the importance of managing electronic records effectively, appropriately, and trustily has never been greater. For managing electronic records accountably and trustily, it to necessary to develop relevant and detail electronic records management regulation. For that reason, this study is to analyze Korean Acts and Foreign(USA, UK, Canada Australia) Acts, Regulations, or Policies related to electronic records management and to suggest legislative requirements which could guide to develop regulation or Act of electronic records management.

지속적으로 변화하는 무역관습의 흐름은 결제관습에 있어서도 새로운 변화를 초래하고 있는데 최근의 국제결제시스템중 가장 두드러진 변화는 전자적 방법에 의한 결제시스템의 대두이다. TradeCard는 이러한 전자결제시스템으로서 가장 대표적인 예로서 1994년 처음 사업이 시작된 이후 10년도 되지 않아 새로운 무역결제관습으로 정착되기 위한 상업적 활동에 나서고 있다. 본 논문은 이러한 TradeCard의 상업적 활동이 과연 순조롭게 추진되어 신용장을 비롯한 기존의 무역결제시스템에 추가 또는 대체되는 새로운 무역관습이 탄생할 수 있을지를 검토하고 있다. 이를 위해 본 논문은 먼저 TradeCard가 갖고 있는 특징을 몇 가지로 분류하여 살펴보았다. 즉, 무역절차의 전자화 과정에서 기능적 접근방법을 채택하였다는 점, 타 기관이나 조직과의 활발한 제휴, 비용과 시간을 절감시킬 수 있는 방법의 제시 등이 그것이다. 이러한 특징을 통해 TradeCard는 새로운 무역관습으로 자리잡을 수 있는 충분한 가능성을 갖고 있다는 것이 논자의 생각이다. 그러나 다음의 몇 가지 문제점 역시 갖고 있기 때문에 이를 해결하는 것이 그러한 가능성의 전제조건이 된다. 첫째, TradeCard를 통한 거래의 법적 안정성 확보이다. 이는 모든 전자거래가 공통으로 갖는 문제점이지만 TradeCard의 경우 거래조건의 이행여부에 대한 전자적 판단이라는 요소를 지니고 있어 이를 어떻게 법적으로 수용할 것인가의 문제가 제기된다. 둘째, TradeCard를 통한 거래에서 발생되는 피해에 대한 구제방법의 제시이다. 이는 아마도 보험을 통해서 해결할 수 있으리라 생각되지만 현재 TradeCard는 이부분에 대한 명확한 입장이 명시되지 않은 것 같다. 셋째, 국제적 전자거래를 안전하게 할 수 있는 방안으로 전자서명의 활용이 절실한데 이에 대한 상호인정의 해결이 필요하다는 점이다. 물론 이는 TradeCard의 역할이라기 보다는 우리 정부를 비롯한 각국의 정부당국의 몫이다. 그러나 이러한 모든 문제는 결국 얼마나 빨리 많은 사용자를 확보하여 시장의 힘을 통해 국제상관습으로 정착시킬 수 있는가의 문제로 귀착된다고 본다. 따라서 TradeCard는 처렴한 요금체계 및 사용자에 대한 인센티브의 제공 등을 통해 조기에 다수 사용자를 확보하는 것이 시급한 것으로 생각한다.

Recently, the South and North Korea have collaborated in the economic cooperation. Success for the cooperation of the South and North Korea has supported the basic and fundamental GIS data building for geographic information (GI) and the land-use of the North Korea. This North Korea GIS project is also vital to facilitate rebuilding and reconnecting socio-economic infrastructures such as reconnecting road and railway networks between the South and North Korea. Thus, this paper emphasizes on the fundamental issues of GIS data building in North Korea area and suggests GI and data establishment methods of the North Korea regions which has not been achieved in GIS research activities in Korea. As the basic GI and data in the North Korea, topographical maps, satellite imageries, and thematic maps were collected and used for surveying of territorial areas of the North Korea. The database of those dataset were built by scanning, image processing, and classifying land-use types. In addition, this paper exacted vector data from the database and included the vector data into the database as other basic GI dataset that enable to analyze quantitative and qualitative territorial land use and development in the North Korea.

In this paper, we analyze process of implementing and successful enabler of Postal Logistics Integrated Information Systems(PostNet) through a case study on Korea Post. PostNet was integrated by considering contingently organizational integration (organizational structure redesign), strategical integration (business process reengineering), and technical integration(data integration, application integration, and integrated platform implementation). And also integration was implemented for supporting three aspects. PostNet has implication for advanced integration with business mission and operational efficiency by comparing integration with physical level and hardware level. Korea Post has the biggest logistics network, organization, and service in logistics industry area. The results of this paper will suggest theoretical framework for the future information system integration, and will be utilized as a practical guideline for the information system integration.

This study aimed to examine earnings quality of firms selected as Global Champs project which has been promoted by the government since 2013 to support small and medium sized enterprises, for the screening year(t-1) and selected year(t). Earing quality is measured as the value of discretionary accruals estimated by Dechow et al.(1995) adjusted Jones model and Kothari et al.(2005) model, respectively. I analyze the differences of earning quality between the Global Champ firms and the paired firms selected through criteria of the similar total assets and the same industry in the screening year and the selected year. This study is motivated by the needs of measurement of the performance of the Project from the accounting transparent point of view. As the results of this study, major findings are summarized as follows. Firstly the earnings quality of the selected firms was lower than that of the paired firms. This can be explained as a result of motivation of earnings management by companies eager to meet the requirements to be selected for the Project. Secondly, in the selected year, the earnings quality was proved to improve, comparing to the screening year. This can be explained by the efforts of companies to reinforce management innovation and transparent management, which in turn led to positive effects on the earnings quality. These findings were found to be consistent in the additional analyses, where the earning quality of the reconstructed sample with only selected companies was compared for the screening year and the selected year, based on the year before the screening year(t-2).
