Geological analysis of the CarbonNet CCS project in the Gippsland Basin, Australia (호주 깁스랜드 분지 CarbonNet CCS 프로젝트의 지질학적 분석)

  • In South Korea, carbon capture and storage (CCS) techniques have attracted considerable attention as part of efforts to achieve the 2030 Korean Nationally Determined Contribution. However, owing to delays in large-scale CCS projects in South Korea, interest in cross-border CCS projects, wherein CO2 captured in South Korea is stored in overseas CCS facilities, has increased. In this study, we investigated the development status of the CarbonNet project in the Gippsland Basin, Australia. First, we provide a brief overview of sedimentary basins and CCS projects in Australia. Subsequently, we review the geological history of the Gippsland Basin, the site of the large-scale CCS project. Finally, we summarize the site selection process for the CarbonNet project and discuss the suitability of the Pelican site for large-scale CCS projects.

  • 국가차원으로 R&D 성과제고를 위한 노력이 다각적으로 추진되고 있으며, 2015년5월 정부연구개발 (R&D) 혁신방안 세부실행계획 발표로 이의 추진이 가속화되고 있다. 본 고에서는 R&D 성과제고를 위한 첫 실행단계로 현재 R&D 기획 프로세스의 문제점을 분석하고, 연구 개발의 질적 수준을 높이기 위해 추격형 R&D 사업 위주의 국가 연구개발사업이 선도형 R&D 사업으로 전환되는 과정에서 제일 중요한 미래 도전 ICT 기술 발굴 전략(안)을 제안하고자 한다. 더불어 미래 도전 ICT 기술 발굴 전략의 한 예로 2014년부터 ETRI에서 수행하고 있는 ETRI SRA (Strategic Research Area) 발굴 프로세스에 대하여 알아본다.

Enhancing the Usability of National Geographic Information System: Focused on the GIS Utilization System (중장기 국가GIS 활용도 제고방안: GIS활용체계사업을 중심으로)

  • Even on the point that the 3rd National GIS project is being executed following the completion of the 1st and 2nd, the National GIS utilization is still very low. It is well reasonable to anticipate that the utilization will grow much higher, as the national spatial data infrastructure had been almost equipped through the 1st and 2nd project periods. Facing the ubiquitous era, in particular, as the national-level GIS demand is to increase to a great extent, pre-established GIS application scope will become much wider, too. In preparation for these, the current study focused on the National GIS utilization system by reviewing on the execution procedures to evaluate the outcomes. For the actual administration procedures, to note, the National GIS utilization statuses by local municipalities were investigated in depth. And the barriers for the National GIS utilization enhancement were analyzed to look for feasible solutions. The results suggested were aimed to contribute to the amendment of the 3rd Master Plan, and to be used as part of the basic data for the establishment of the 4th Master Plan for the National GIS.

A study on the indicator development for the selection of urban regeneration areas through analytic network process : a case study of Gong-ju (ANP 분석을 활용한 도시재생 활성화지역 선정지표 개발 : 공주시를 대상으로)

  • The purpose of this study was to develop an indicator for the selection of urban regeneration areas through an analytical network process. Therefore, this study derived five criteria and 58 indicators based on previous studies. Five criteria and 16 indicators were derived by taking into account the region and city characteristics of Gong-ju. Next, a survey from 63 urban regeneration experts was performed. The weight values of the criteria were calculated using the super decisions 2.0 program. As a result, population characteristics (0.244) was the most important criteria, followed by the industry economy (0.218), condition of promotion policy (0.193), social culture (0.188), and physical environment (0.158). These results will be used to select potential urban regeneration areas, and will contribute to overall effective urban regeneration.

  • Recently, many difficulties have been faced in all parts of the world due to the impact of COVID-19. Personally, household income is decreasing sharply as many jobs disappear, and economically, many SMEs are increasingly going bankrupt. It is known that this phenomenon is highly likely to continue for the time being. In such a situation, the smart factory support project provides opportunities for difficult SMEs to improve productivity and change the corporate structure. In this study, the current status of smart factory promotion was examined, and problems occurring in the process of promoting smart factory support projects were identified. The improvement plans were derived so that more efficient projects could be promoted in the future.

  • 농림축산식품부(장관 이동필)는 2014년도 농림축산식품사업시행지침설를 발표했다. 이 지침서는 총2권으로 구성되어 있으며 농림축산식품부와 농촌진흥청 및 산림청 소관 사업내용이 수록되어 있다. 제1권에는 농림축산식품분야 재정사업관리 기본규정에 대한 해설과 식량 원예 식품 산림분야 사업시행지침을 수록하였고, 제2권에는 농촌개발 축산 광특회계분야 사업시행지침을 상세하게 수록하였다. 이 지침서에 의문이 있을 때에는 가까운 시군구, 읍면동, 국립농산물품질관리원 사무소, 농업기술센터, 농협 산림조합, 한국농어촌공사 지사, 한국농수산식품유통공사 지사에 문의하기 바란다. 사업시행지침의 2014년도 사업비는 사업추진과정에서 변경될 수도 있다. 이 지침서의 내용은 농림축산식품부 홈페이지(www.mafra.go.kr ${\rightarrow}$ 농림축산식품사업시행지침서)에 게재되어 있으며, 개별적으로 지침서를 구입할 수도 있다.

해양관광벨트 조성을 통한 동서간 연계방안 - 남해안 관광유람선 사업을 중심으로 -

  • 남해안의 해양관광벨트 조성사업은 양 지역의 세계화와 지방화의 기틀을 동시에 마련할 수 있다는 측면에서 그 의미를 찾을 수 있다. 남해안의 관광유람선사업은 연안 해양지향적 국토개발정책 비중이 증대되는 과정에서 중앙정부도 남해안국제관광벨트 조성사업계획을 금년말까지 수립할 계획이며, 민선자치시대를 맞아 지역의 자립의식 및 지역간 경쟁분위기가 고조되면서 지역의 비교우위성 자원을 활용한 지역발전전략을 추진하는 분위기가 성숙되는 등, 국가 지역적인 여건과 합치하고 있으며, 그 위에 남해안의 관광유람선사업은 동서협력 차원에서도 유익한 사업으로 기대된다. 실질적인 동서화합은 상호 인 물적 교류를 통해 과실을 함께 얻을 수 있는 기반이 마련될 때 이루어진다는 측면에서 관광유람선사업은 동서협력의 대표사업이다. 관광유람선이 운항되면 양지역주민들의 상호 방문이나 자치단체간 상호 친선방문 등이 이루어짐으로써 인적 교류가 활성화되는 계기가 될 것이며, 관광유람선이 운항되면 남해안에 풍부하게 부존되어 있는 수산자원과 특산물 등 물적자원의 교류가 이루어짐으로써 남해안지역의 수산물과 특산물 관련산업 진흥에 기여할 것이며, 관광유람선 운항을 위해서는 사전 준비단계에서부터 운항에 이르기까지의 과정에서 부산, 경남, 전남 등 자치단체의 협력이 전제되어야 하는데, 이러한 협력체제가 동서협력으로 성숙될 가능성이 높고, 또한 관광유람선의 운항범역이 단계적으로 중국, 일본에까지 확대되면 남해안지역의 세계화에도 기여할 것이다.

  • The mixed-use development project like urban regeneration project has been enforced with long period and participation of various stakeholders. For this character, lots of risk could be occurred during the process of project and the project's success or failure depends on the risk management. So the process of identifying and responding to risks in urban regeneration projects should be followed systemically. The risk identification phase is the first step to identify risk factors and define risk's character. One of the risk identification methods, the checklist, is the most practical and well-known one. This study suggests the check list that devide risks classified by stakeholders through analizing tasks of stakeholders and drawing risks. This kind of checklist which handles risk factors classified by stakeholders is an easy tool to identify risks and expected to be effective to find risks for various stakeholders and themselves in the urban regeneration projects.

  • When promoting BTL(Build Transfer Lease; below BTL) project, negotiation is a stage of examining observation and reflection of RFP(Request for Proposal below RFP) in terms with facilities, operating and financing. It keeps an important position in whole process. However, there is no consistent guideline or model which helps evaluating the result of negotiation. It is difficult to apprise the quantitative outcome after executing negotiation. Thus, this study presented the Value Engineering -based process and model of estimating the outcome of negotiation for the purpose of estimating and verifying the result of negotiation objectively, Evaluating factors of negotiation were classified into 6 fields, 38 divisions and 135 items, focused on cultural facilities on BTL project. Weight of every factor was estimated, and quantitative checklist was established. This study presented the model which could measure the outcome of negotiation. This result would be a critical checklist before negotiation on BTL project, an index of feedback during negotiation, and also a standard of estimating the outcome after negotiation.
