  • 서독의 원자력발전은 기간이 거의 동일한 세 단계로 구분할 수 있다. 1단계동안에 경수로가 여러가지 원자로중에서 가장 경쟁력이 있는 것으로 부상했다. 2단계 초기에는 발전소 규모가 오늘날의 원자력발전소 용량의 가장 큰 비율을 차치하는 표준인 1,300MW급으로 증가되었으며, 3단계 기간중에 원자력 기기와 사업시행에 대한 안전요건이 확립되었다.

Evaluation of the Importance of Risk Factors in Real Estate Development Projects and Their Risk Management (부동산 개발사업의 위험요인 중요도 평가 및 위험관리 방안)

  • This paper aims to evaluate the importance of risk factors at each stage of real estate development projects, and to propose risk management plans. For this purpose, possible risk factors at each stage of real estate development projects are extracted through previous studies, questionnaire survey by real estate experts is conducted next. And finally, the importance of risk factors at each stage evaluated using the AHP method. The results of this study are as follows. First, according to the results of evaluating the risk factors by main categories, planning risks in predevelopment stage, licensing risks in developing preparation stage, and cash flow risk in development stage are appreciated as most important risks. Second, according to the results by sub categories, changes in consumer preferences in pre-development stage, contracts and licensing-related work in developing preparation stage, bankruptcy of developers and construction companies in development stage, and compensation for any kinds of accidents in management and operation stage are appreciated as most important risks. Third, the major risk management plans at each stage based on the analysis results are suggested.

  • The CM at Risk project, which started with the aim of strengthening the global competitiveness of the domestic construction industry through innovation of ordering system, is being implemented in the form of pilot projects in the public sector. However, it seems that it is necessary to enact related laws and regulations to move to the formal ordering system, and the performance analysis of the project is still insufficient. In this paper, the effectiveness and reliability of the project were verified through the performance analysis of the Pre-Construction Service of the four pilot projects currently being implemented. The results of the study were analyzed in five areas including Team Building, Design Book, Construction Period, VE, and BIM. Through the interview survey, the problems were confirmed and improvement plans were presented. The results of this study are expected to be used as basic data for the legalization of ordering system to be implemented in the future.

  • With Public-private partnership PF (project financing) deals saw explosive increase in quantity since its introduction to Korea in 2001, but, met with severe recession in the fallouts of the financial crisis that hit the global economy in 2008. This study intends to identify the risk factors corresponding to issues of public-private partnership projects financing structure and classify and analyze them by project phase. Outcomes of this research are expected to help recognize risk factors in each project phase during project planning and develop risk control and mitigation strategy during project implementation.

  • A renovation project of apartment housing is generally divided into four stages: Project inquiry stage, planning and feasibility stage, design stage and construction stage. Currently, procedure and managerial technique for a remodeling project has not been systematically established so that many companies have difficulty in doing their business. In particular, the design stage in participant which a project managers, designers, residents and engineers is more complicate than the other stages in terms of roles and working procedure. The design documents can be found trial and error if it is not well managed. The insufficient design caused by lack of ability to efficiently utilize information obtained during the stage and inappropriate decision-making not only results in diverse problems in the construction stage but also makes people suspect satisfaction and reliability on the remodeling improvements. Therefore the design stage is very significant issue on the renovation project. As the consequence, the design stage of a remodeling project is so important that it should be carefully managed, and composite understanding of the process to be executed. To do this, we provide roles and responsibility of each participant in the design stage and analyze the process where information is utilized in design stage. The information is analyzed in terms of input, tool and output.

A Study on Public Developer's Role through Urban Regeneration Projects in Japan (일본 도시재생사업에서 공공시행자의 역할에 대한 고찰)

  • This study is focused on the public developer's role of urban regeneration projects in Japan to derive implications for economy-based-urban regeneration programs by the Special Act on Activation and Support for Urban Regeneration (Urban Regeneration Special Act). 4 case studies; Otemachi 1-1, Shinonome, Shibuya Station and Osiage-Narihirabashi were delivered to review public sectors' roles. Central government, local government and public developer play key roles each step. Urban Regeneration Special Act doesn't set up public sector's role to deliver urban regeneration projects after establishment of master plan. These cases build the governance organization to deliver urban regeneration projects among diverse interest groups including private sectors and landowners. Especially, public developers play a key role as a coordinator and a developer throughout whole urban regeneration projects.

  • Recently, the architecture remodeling is rising as new alternative for activating the construction market as the interest toward life cycle of buildings has increased. But the reality is that current remodeling business is suffering various types of difficulties in its performance due to the absence of general management technology and factor technology in systematic performance procedure or evaluation, etc toward remodeling effect, evaluation on performance, imperfect system for reflecting user requirements and remodeling life cycle ; planning, $feasibility ^{\circ}\hat{E}designing^{\circ}\hat{E}construction^{\circ}\hat{E}management$ along with lack of overall understanding on remodeling. Accordingly, this research has attempted to search for an effective management method through overall understanding in project performance by presenting work procedure of remodeling project and analysis items for decision making, etc centered on early planning stage out of three stages called planning, designing and construction.

Obligatory Renewable Service Supply Ratio for Promotion of Independent Power Projects (민간발전사업 촉진을 위한 신재생에너지 의무공급량의 비율)

  • 본 논문에서는 2012년 시행된 신재생에너지공급의무화제도(RPS)에 따른 민간발전사들의 RPS 의무이행 현황을 알아보고 신재생에너지 공급인증서의 발급량 부족 및 거래시장에서의 심한 가격변동을 발전사업자들의 RPS 이행시 장애요인으로 분석하였다. RPS시행 이전에 추진하여 최근 준공한 동두천복합발전소에 대한 RPS이행방안 구성결과 연평균 약 334억원의 의무이행비용이 산출되었으며, 해당비용을 당초 사업타당성 검토 기초자료에 반영한 결과 내부수익률이 계획대비 31.8% 저하됨을 알 수 있었다. 신재생에너지 의무공급량의 비율이 해마다 증가하여 2024년부터는 전년도 발전량의 10%를 신재생에너지로 공급해야 하는데 RPS 의무공급 대상자로의 편입 초기부터 10%의 의무공급량을 이행해야 하는 신규 발전소의 경우 의무이행비용 과다로 사업성은 더욱 낮아지므로 의무공급량의 비율을 기존의 12단계에서 17단계로 완화하는 방안을 제시하였다. 즉, 동두천복합발전소의 이행비용을 기준으로 최초 2%부터 매년 0.5%씩 점진적으로 10%까지 높였을 때 내부수익률은 6.23%로써 처음부터 10%의 비율로 공급할 경우 산출한 내부수익률 4.18%보다 약 49%의 사업성 향상 효과를 얻을 수 있어 제도개선이 민간발전사업 촉진에 기여할 것으로 판단된다.
