This study compared and analyzed the efficiency of the research results of the convergence research project operated by the National Science and Technology Research Council and the general research project carried out by the Government-funded research institute and proposed measures to enhance the efficiency of the operation and management of convergence research. Research data were collected from 21 government-funded research institutes through an information disclosure claim and DEA analysis was conducted for efficiency assessment. The SCI papers of convergence research showed high efficiency, and the patent registration and technology transfer sector showed high efficiency of general research projects. This indicates that convergence research projects for securing lead and original technologies are highly efficient, but their performance is low due to lack of participation by businesses in terms of the utilization of derived technologies, and more companies' participation and opportunities are needed for practical use of convergence research results. Through the analysis of efficiency of convergence research project performance, this study provided policy and guidance for R&D planning for rational investment of limited manpower and research costs. Further, future research on identifying efficiency is proposed depending on the type of technology subject to convergence research as a method for managing convergence research.

Urban regeneration projects involve various stakeholders, which result in decision making processes that require long periods of time and cause many conflicts. This study aims to identify important factors in decision making for promoting an urban regeneration project. The analysis results utilizing AHP are as follows: Firstly, the analysis results identify the main considerations in the process of promoting urban regeneration projects as residents' opinion(0.393), involvement of local government(0.231), opinions of related experts(0.206) and master plan(0.169). Secondly, the key drivers of stakeholders' qualitative decision making were found to include sustainability(0.325), economic feasibility(0.277), ease of project implementation(0.232) and equity(0.166). Lastly, meaningful differences in the relative importance of key aspects of decision making were identified when respondents were grouped according to being aware or not aware of the urban regeneration project, as well as living on or living off the project site. The results of this study can be used to implement successful urban regeneration projects in the future.

21세기 정보화 사회에서 국가 경쟁력의 측정은 정보처리, 운영능력에 달려있다. 이를 대비하여 국가에서는 초고속정보통신망의 구축과 지리정보체계의 구축 등 정보화 사업에 박차를 가하고 있다. 이들 사업은 단위사업이 아닌 국가 기반구조의 구축이라는 중요한 명분을 가지고 있으며 따라서 시스템의 상호운용성, 연동성 등 국가가 지원하여야 할 기본기술은 초고속정보통신망에서 운영될 수 있도록 준비되어야 할 것이다.

인도네시아 선박안전성제고 및 해양환경보호 역량강화 사업은 급속도로 성장하는 인도네시아의 경제가 안전하고 지속적으로 유지될 수 있도록 해상운송, 특히 연안운송의 안전성과 관련한 인도네시아 정부의 기술역량을 강화하는 사업으로, 2012년 인도네시아 정부의 요청에 의해 시작되었다. 동 사업은 약 2년간의 사업기간을 통해 인도네시아 정부의 선박관리 역량을 강화하고, 관련 교육 인프라를 확보하는 것을 목표로 하고 있으며, 그 주요 사업내용으로는 선박검사 기술기준 자문, 선박검사관 역량강화, 선박검사 기자재 제공 및 CBT가 있다. 동사업은 한-인도네시아 간 해양분야의 첫 번째 개발협력사업으로 향후 양국간 해사산업 교류의 교두보가 될 것으로 예상된다.

지적재조사사업을 효율적으로 추진 시행하기 위해서는 법안, 소요예산, 소요기간, 적용기술, 소요인원, 청산방법, 수행조직 등 다양한 제반 요소들에 대한 계획의 수립 및 정립이 필요하다. 그간 많은 연구와 노력에 힘입어 사업추진을 위한 제반 요소들에 대해서는 어느 정도는 정립이 되어있다. 그럼에도 불구하고 지속적으로 사업의 타당성 부족 등이 언급되는 원인에 대해서는 시각을 달리하여 볼 필요성이 있다. 지적재조사사업의 경우, 지적재조사에 대한 국민들의 올바른 인식과 사업의 필요성에 대한 공감대의 형성이 최우선이나 기존 지적재조사사업의 수립에 있어서는 이 부분에 대한 고려가 미흡하였다고 본다. 본 연구에서는 지적재조사 사업 수행을 위해 기존에서 제기되고 있는 일반적인 홍보 전략들과 이에 대한 문제점들을 고찰해 보고 이를 통해 보다 실질적인 홍보 전략을 모색하고자 하였다.

본 연구는 2014년 부산지역에서 발생한 집중호우에 따른 피해상황을 읍 면 동 단위의 행정구역에 대해 조사하고, 각 행정구역별 수해복구사업의 우선순위를 결정 할 수 있는 방법을 모색하는 것을 목표로 한다. 피해현황은 인명피해(사망, 이재민 수), 건물 및 선박, 농경지 침수에 의한 피해, 공공시설물에 대한 피해를 조사하였다. 또한 피해 요인별 피해액을 집계하여 수해복구사업의 평가기준으로 이용하였다. 사업의 경제성은 B/C분석 결과를 통해 반영하였다. 각 행정구역에 대한 우선순위는 다기준분석 중 PROMETHEE, ELECTRE 방법으로 분석하였고 표준화 방식은 T-Score방식을, 가중치는 엔트로피 방식으로 결정하여 분석에 반영하였다. 본 연구에서는 실제 발생한 호우에 대한 피해복구사업에 적용하여 검증을 시도하였으나, 향후 치수사업의 다양한 대안을 선정하고 우선순위를 결정하여 실제 도시개발 및 정비 사업 등으로 분야를 확장할 수 있을 것으로 기대한다.

본 연구의 목적은 중소기업 CEO의 사내 기업가정신이 사업성과에 미치는 영향을 실증 분석하는 데 있다. 중소기업은 창업부터 성장하기까지 많은 위험요소에 노출되어 있으며 이러한 위험요소를 체계적으로 관리하고 극복하는 노하우를 쌓아 잘 활용하였을 때 경쟁시장에서 생존할 수 있다. 즉, CEO의 미래지향적이며, 창조적인 아이디어를 갖고 적극적으로 실행해보고자 하는 성향과, 위험 감수적인 기업가적 정신이 사업성과에 영향을 미칠 것이라는 가정하에 연구모형을 설정하였다. 이를 위해, 사내 기업가정신의 주요 구성요소를 '혁신성', '진취성', '위험감수성'을 독립변수로 하였고 사업성과를 종속변수로 설정하였으며, 선행연구를 기반으로 커뮤니케이션 스타일을 매개변수 채택하여 변수 간의 관계를 실증적 분석을 통하여 검증하고자 한다. 중소기업 CEO를 대상으로 하는 사내 기업가정신의 선행 연구 논문을 바탕으로, CEO가 강사인 대상으로 차별화하여 분석하고자 하였다. 또한 사내 기업가정신과 커뮤니케이션 스타일이 사업성과에 영향을 미치는지를 확인하여 사내 기업가정신의 중요성을 밝히고자 한다. CEO의 역량과 능력이 기업의 사업성과 향상에 미치는 영향요인을 분석하고, 강사가 CEO인 중소기업을 대상으로 강사의 커뮤니케이션 스타일이 조직 구성원과 사업성과 향상을 이끌어 내기 위한 참고자료로서 도움이 되고자 한다.

The feasibility evaluation of public projects has been carried out mainly in the economic analysis. However, items of political, technological and balanced regional development aspects are further evaluated by applying analytic hierarchy process, This paper suggests to analyzes preliminary feasibility study of construction and research & development project during the past three years and to verify correlation between B/C ratio and AHP weight. The result shows that the correlation between cost benefit ratio and the weight of the hierarchy is 0.744 in construction projects and 0.899 in research & development project. Namely, AHP weight be under the control of B/C ratio and is devoted to its role against expectation. Therefore it must be sufficiently discussed in various designs of studies to maximize the effects of AHP analysis.

The Ministry of Construction and Transportation(MOCT) announced the General Policy for Effective Implementation of Public Construction Projects(the Policy) in 1999. Fifty two regulations were amended to embody the Policy between 1999 to 2001 Then MOCT performed the analysis to show the quantitative performance of the Policy. However, there has been no effort to evaluate the degree of implementation and effectiveness of the Policy so far. Therefore, this paper was initiated to perform the survey on industry's perceptions, implementation degree, effectiveness, and satisfaction of the Policy. The result shows that most policies were implemented in the construction industry but some policies were little adopted. Therefore, this paper proposes to update the Policy based on the survey results to effectively implement public sector projects.

우리나라는 과거부터 현재까지 미래 성장동력 육성을 목표로 정부주도하에 국가 R&D 투자를 점진적으로 늘려왔다. 그 결과, 최근에는 GDP 대비 연구개발비 비중이 세계 최고 수준에 이르렀다. 이렇게 연구개발 예산의 양적인 확대와 함께 연구개발 예산의 효율적 활용은 더욱 중요한 과학기술 분야의 정책적 이슈로 부각되고 있다. 연구개발 예산의 효율적인 집행을 위해서는 R&D 사업의 유사 중복성의 검토가 필수적이지만, 대부분의 유사 중복성 검토는 전문가의 직관적인 판단에 근거하여 이루어져왔다. 하지만, 전문가의 직관에만 의지한 판단은 때로는 불명확하거나 잘못된 결과를 가져올 수도 있다. 따라서, 본 연구에서는 네트워크 분석을 통해 정부 R&D 사업의 유사 중복성을 체계적으로 검토하기 위한 데이터기반의 방법론을 제안하여 전문가의 직관에 의한 유사 중복성 검토를 보완할 수 있는 가능성을 모색하고자 한다. 먼저, 본 연구에서는 정부 R&D사업 유사영역의 전체적인 구조 및 형태와 국가과학기술연구회 소속 25개 정부출연연구기관 R&D사업의 유사영역의 전반적인 형태를 시각화하여 유사영역을 파악하고 직관적인 판단과 선택을 할 수 있는 의사결정 정보를 제공하는데 초점을 두었다. 이를 위해, NTIS의 2015년 데이터를 사용하여 과제 키워드 기반으로 동시단어출현 분석을 수행하였다. 본 분석을 통해 25개 기관의 세부적인 유사연구영역 형태를 제시하였으며, 국내의 과학기술정책적 또는 과학기술학적인 현상들을 시각화하였다. 그 결과, 국내 출연연 R&D사업이 기관별 고유영역이 확고히 보이는 Mode 1적인 형태와 사회경제적인 맥락과 필요 및 유망성을 따르고, 다학제적, 적용중심적이며 과제별로 다양한 과제수행기관들이 과제들을 동시에 수행하는 Mode 2적인 형태가 출연연의 R&D사업 내에 공존하고 있음을 확인하였다.
