Estimate the Period and Cost of Projects by Estimating the Conflict Index - Concentrated on the Apartment Reconstruction Project - (갈등지수 산정에 의한 사업기간 및 비용 예측 - 공동주택 재건축사업을 중심으로 -)

  • The apartment reconstruction projects have the proper functions such as residential environment improvement and the new housing allocation system; however, intention of the projects are distorted by the combination of factors, like failure of relocation of the original occupants and income redistribution, speculation in real estate, sharp rise in housing price, disputation between various interested parties, inadequate system and etc and it makes the projects unable to go well. Disputations and litigations are due to spread of the small conflict. As a result of the problems, it could not going smoothly and that lead to increase or stop the period and cost. This study is to estimate the period and cost using the conflict index so as to prevent and solve the problem which is among the conflict in the reverse functions. The conflict index has estimated focus on the conflict impact and the period and cost has been estimated using an variable independent including the conflict index. Also, estimated the conflict index and estimate of the period and cost are able to succeed with a minimum of disputation and money.

  • 수자원사업에 따른 수질개선편익은 사업으로 인해 저감되는 오염원의 양을 예측하고, 그에 따른 수질개선효과를 계량화한 값이며, 이는 곧 해당사업의 가치로써 정의된다. 이러한 수질개선편익을 산정하기 위한 방법에는 개인의 지불의사를 추정하여 가치를 추정하는 조건부가치측정법(CVM)과 해당 사업에 따른 효과를 기술적 방식으로 대체할 때 소요되는 비용을 시행사업의 가치로 평가하는 방식인 대체비용법을 들 수 있다. 현재 조건부가치측정법은 다양한 분야의 사업에 대한 가치추정법으로 널리 쓰이고 있으나, 해당사업의 가치에 대한 공학적이고 직관적인 해답을 줄 수 있는 대체비용법의 적용성은 아직까지 미미한 실정이다. 이에 본 연구는 수질개선편익을 중심으로 대체비용법의 분석절차와 적용성을 확인하고자 하였고, 이에 대한 사례연구로서 댐증고사업을 대상으로 하였다. 수질개선편익과 같이 환경적 질을 높이는 사업은 대상사업의 가치를 추정하는 데 많은 어려움이 있으며, 기존에 주로 사용된 조건부가치측정법과 더불어 대체비용법을 이용한 검토는 보다 객관적인 의사결정을 지원하는 데 도움을 줄 것으로 판단된다.

  • BTL (Build-Transfer-Lease) Project for Education Facilities are contracted as a package which consists of several education facilities. The general maintenance period of BTL project for education facilities is 20 years. Thus, total cost variation largely depends on the accuracy of the maintenance cost forecasting in the early stage in the life cycle of the BTL Project. This research develops a cost forecasting system using complete linkage algorithm and branch & bound algorithm to help in finding optimal bundling combination. This system helps owner's decision-making to estimate the total project cost with various constraints changing. The result of this research suggests more reasonable and effective forecasting model for the maintenance facilities package in the BTL project.

  • R&D institutes, supporting development in industry, are required to provide an economic basis of their R&D investments. In this paper, we apply prospective cost-benefit analysis to evaluate the economic impact of R&D investments. We compute main metrics with cost and benefit estimated via counter-factual evaluation model. Among many projects of KRISS to improve measurement reliability, three projects are evaluated by applying prospective cost-benefit analysis.

  • 우리는 국가 경쟁력의 한 분야인 사업관리에 있어 계획, 수행, 성과관리, 개선에 최적의 프로세스 보유가 요구된다. 그러나 Project관리체계의 현 실태는 일정관리, 범위관리, 비용관리에 초점을 맞춘 일정관리체계, WBS(Work Breakdown Structure) 및 OBS(Organizational Breakdown Structure)관리, 비용관리체계의 부분 통합 혹은 서로의 연계 정도이다. 본 연구는 최적의 사업관리를 위하여 계약관리에 체계공학을 연계하여 계약 전에 WBS, IMP/IMS(Integrated Master Plan)/(Integratcd Master Schedule), TPM(Technical Performance Measurement) 등의 SEP(Systems Engineering Plan)와 계약 후의 이행을 검증 할 수 있는 과정의 Guideline을 제시하고, IEEE 1220, ANSI/EIA 632 순기 의거 개념설계부터 통합시험에 이르는 체계공학 순기에 따른 비용예측이 가능한 USC(University of Southern CalIfornia) 대학의 COSYSMO (Constructive Systems Engineering Cost ModeI)를 소개하고 적용 가능성을 고찰하며, Project의 전순기에 걸쳐 TPM 혹은 Quality를 비용과 일정에 통합하여 관리하는 PBEV(Performance Based Earned Value)모델을 소개하고 적용 가능성을 제시한다. Project 관리에 있어 System 차원을 강조한 SE(Systems Engineering), 비용예측의 CM(Cost Management), 성과관리를 위한 EVM(Earned Value Management)의 통합은 사업 관리에 역량을 강화하며 경쟁력을 향상 시킬 수 있는 적절한 접근으로 사료된다.

  • Construction cost estimation in the early phase provides the opportunity to make reasonable decisions related to the project. For estimating this cost, various methods have been developed. But several problems have been recognized like accuracy, relation beteewn design and cost etc. In this study, we developed the method of cost estimating for building parts. The modified method has defferent ratio of space functions to calculate cost more correctly. Also historical cost data is used in this modified method for architects to estimate cost conveniently. By this modified method, we expects architects should easily design buildings based on cost.

  • The purpose of this study is to investigate validity of integrated information system for materials & parts industry. This purpose is carried out using cost-benefit analysis. In cost analysis, we use a present value of budget of KISTI. In Benefit analysis, we use a present value of investment on information of materials & parts industry. In the result of cost-benefit analysis, us can find that cost-benefit ratio is 4.67.

  • Costs of public rental housing development project consist on various kinds of profits and expenses such as national housing fund, rental cost, construction cost, financing cost. Therefore, project would not be executed without minute management and precise prediction about each item. Cash (low prediction and analysis are necessary to grasp current situation of project, because construction project which is conducted for a long period has fluent risks and inflows and outflows of cash. Although cash flow analysis has been conducted, cash flow has never been expected and managed. General matters to expect cash flow can be known by actual results and literatures. Hut there is no thesis which is studied about risk to enhance precision of expectation of cash flow. As existing thesises studied the risk about whole project, we haven't known precise relations of cash flow and project. Therefore, in this study, we are supposed to analysis and distinguish risk facts which can affect each item of cash flow for precise cash flow expectation and management of public rental housing development project.

  • For a successful construction project not only construction engineering and project management technology but also economic evaluation technique is required. Design and construction technologies are necessary to receive a project order. However, construction management technology which can be apply from the project initial phase to the project operation and management phase is required to create a benefit from the project. Construction management technology is one of the effective factors for project success. Economical and efficient cost management from the planning phase influences the project success. This study investigated cost flow and cost factors of domestic Sewage Treatment Plant project for systematic analysis of cost items following the entire project phase. Particularly, data modeling based on domestic Sewage Treatment Equipment maintenance cost DB was performed, and maintenance cost estimation trend line is suggested using Monte carlo Simulation Method to decrease uncertainty of actual results DB and for feasibility study.
