Analysis and Suggestions of the Librarians Public Servants in USA, UK and Korea (영미 및 한국의 사서직제 분석과 시사점)

  • The purpose of this paper is to analyze the public servant and librarian position in USA, UK, and Korea and to give suggestions to improve the position classification of librarianship in Korea. Professional librarian positions in USA and UK are very useful to understand the excellency of position classification system. On the other hand, librarian positions in Korea is useful to catch the present situation of librarianship and its backwardness. This paper can use for the grounds of an improvement of the librarian position in Korea. In order to improve current position classification of librarianship. we have to overcome a theoretical and actual weakness of the libraries and librarians and to act as the main stream for position reform.

A Study on the Improving Personnel System of Librarianship in Korea (한국 사서직제 개선방안에 관한 연구)

  • This study alms to suggest a new personnel system(classification of public position) for librarianship in Korea. In order to achieve this goal, the five alternative plans are analysed with respect to the grounds of an argument, merits and demerits, and its realization. In conclusion, the 'record culture group' or record information group'(tentative name), that is, a single group brought together librarian, curator, and archivist is the best alternative to establish a professional identity and social status of librarian in Korea.

A Study on the Perception of Professionalism of the Open Competitive Exam Subjects for Civil Service Librarian (사서공무원 공개채용 시험과목의 직무전문성에 대한 인식 분석 연구)

  • The purpose of this study was to investigate the appropriateness of the open competitive examination subjects to selecting the personnel with work profession targeted the public official librarian engaging the libraries directly operated by education office and city hall of Seoul. Also, this study suggested the ways for selecting excellent personnel within work profession. First, the public official librarian recognized that there was no practicality regarding the subjects of the open recruitment that recruit for the personnel with work profession. Second, 78.5% of the public official librarian responded the new subjects including science of public administration, social studies, science, and mathematics needed to be revised to a written examination. Third, the public official librarian thought the subjects such as library management theory, organization of information, and collection management was more appropriate for the improvement of the profession.

A Study on the Employment Circumstances and Employment Status of Temporary Librarians (비정규직 사서의 근무환경 및 고용실태에 대한 연구)

  • There has been a dramatic increase in the proportion of temporary employees in LIS fields, due to current trends of restructuring, automation, complete personnel systems, and complete wage systems. This research, therefore, conducted a survey exploring the current status and working environment of the temporary posts in LIS fields, in order to understand and direct the employment prospects of potential librarians. Results show that the average working period of more than half of temporary librarians are between 1-3 years. The total working period as a temporary librarian, including former experiences in their career, were evenly distributed between 1-5 years. Among those, being temporary often persisted, as 32% of temporary librarians stayed in their temporary status for more than 5 years. Second, temporary librarians perceived themselves as working the same hours as regular librarians, having independent or assistant tasks to regular librarians, and having a neutral or larger amount of tasks than regular librarians. Third, temporary librarians are employed and contracted from the work place, generally having contracts of less than 2 years or an open contract, which shows a serious level of job instability. Therefore, we should consider the following: proper remuneration for work of equal value, professional contractors, the supplementation of the total wage system and the number of public employees in the system as well as changing temporary positions to permanent positions and so on.

Policy Issues and Tasks of Public Libraries in Korea (국내 공공도서관의 정책적 현안과 과제)

  • The aim of this paper is to analyse correlation between the new library act and policy tasks of public libraries in Korea. In order to attain this objective, author set seven policy tasks, that is, amendment and complement of master plan for library development, unification of public library administrative system, institutionalization of local public library and information policy, job analysis and improvement of library personnel system, infrastructure expansion and revision of various legal standards, standardization of management evaluation and statistical system, and strong connection between public library and related cultural institutions. And author suggested the alternatives to drive and improve of these policy tasks.

A Study on the Reform Plan of the Public Library Administrative System in Korea (공공도서관 행정체계 개편방안 연구)

  • The purpose of this study is to diagnose the changes, complexity and ill effects of the public library administrative system in Korea, to analyze its previous research and improvement issues, and to suggest reform plans and subsequent action. To do so, the author has proposed a unification model for the library administrative system, the library status in the local administrative organization, and the library management plan of the local government. And the author has suggested various subsequent actions for the unification of the library administrative system, that is, the transfer of property, relief of the financial burden, removal of the disadvantages caused by the status change, adjustment of the library director's position, improving the personnel system of librarianship, and amendments to the relevant laws and regulations.

  • In a Digital Age contents are comprized of knowledge and information. Also distinction between the sinner and loser is very clear thus only those who can rise up to challenge of changes can become the strong and a principal player. In this study this author presented a model for forecasting information service program(FISP) which is devised for the purpose of innovation of service pattern related to providing information which is ultimate goal of a library. This model is an innovative strategy escaping boldly from negative and inactive information service pattern known in analog age. Through this model this author attempted to outline methodology for heightening ideal of professional librarians and for assuring success in organizational system.
