For construction projects, the importance of early cost estimates is highly recognized by the project team and sponsoring organization because early cost estimates are frequently a foundation of business decisions as well as a basis for identifying any changes as the project progresses from design to construction. However, it is difficult to accurately estimate construction cost in the early stage of a project due to various uncertainties in construction. To deal with these uncertainties, cost estimates should be made several times over the course of the project. In particular, early cost estimates are essential process for successful project management. For accurate construction cost estimates, it is necessary to compare cost estimates with actual costs based on historical project data. In this context, case-based reasoning (CBR), which is the process of solving new problems based on the solutions of similar past problems, can be considered as an effective method for cost estimating. To obtain this, it is also required to define the attribute similarities and the attribute weights. However, no existing method is capable of determining attribute weights of qualitative variables. Consequently, it has been a well-known barrier of accurate early cost estimates. Using Genetic Algorithms (GA), this research suggests the method of determining the attribute weight of qualitative variables. Based on building project case studies, the proposed methodology was validated.

The purpose of this study is to develop case management activities inventory and analyze the perception on case management practice using importance-performance analysis(IPA) in community welfare centers. The comprehensive literature review and the content analysis from the professional scholar and social workers produced 89 items of case management activities items. A survey was conducted to 277 case managers in community welfare centers. The exploratory factor analysis, reliability and validity analysis developed the case management activities inventory comprised of 11 factors and 61 items. Suggestions were made to improve case management practice in community welfare centers.

This study aimed to seek the ways of improving program outcomes assessment systems for engineering education accreditation of South Korea through performing comparative analysis on those of the United States. Case-study research method was implemented to achieve the research goal. Five university programs, which have been well recognized as good practices in engineering education accreditation in the United States, were selected and analyzed. In addition, those of three universities in South Korea were chosen for comparative analysis, which were reformed by university affiliated Engineering Education Innovative Centers. The analysis results indicated that there were differences in each program's program outcomes, assessment level of program outcomes, evaluation methods on program outcomes achievement, and analysis and improvement records. It was drawn up that the evaluation methods on program outcomes achievement should be paid full attention. For better program outcomes assessment system, however, the followings are in more attention. Firstly, to establish program outcomes reflecting program goal. Secondly, to set up the detailed plans for analysis and quality improvement on program outcomes. Thirdly, to keep continuing efforts on curriculum update.

In our country, in the case of traditional design of pile foundations, only a design depending on end bearing has been performed. However, through the load transfer measurement data that have been carried out for in-situ piles, it was known that skin frictional force was mobilized greatly. In this study, through the analysis of the load transfer test cases of driven steel pipe piles and large-diameter drilled shafts, load bearing aspects of pile foundation depending on pile construction methods and pile load test methods were established. The average sharing ratios of skin frictional force were independent of pile types, pile load test methods, relative pile lengths, pile diameters and soil types. Because the average sharing ratios were over 50%, the case pile foundations mostly behaved as a friction pile and the extremely partial case pile foundation behaved as a combined load bearing pile.
