  • 국내 사업의 현대화와 아울러 건설에서는 고층화가 이루어지고 있으므로 이에 따른 리프트 및 크레인 가 다양하고 많이 사용되고 있고 더욱 사용빈도가 빈번하게 이루어지는 추세이므로 이에 따라 산업재해도 여러 형태로 빈번히 발생이 되고 있는 경향이다. 또한 장치 산업인 산업설비의 발전에 따라 고압압력 용기가 초고압으로 변하여가고 있으므로 이때 발생되는 사고의 영향은 이미 많은 사고 사례에서 볼 수 있으므로 이에 대한 사고 방지를 위한 검사 기준이 새로운 현실에 적합한 기준개정이 필요하게 되었다.(중략)

Analysis on Home Accidents in Korea (가정 내 사고의 발생 실태 분석)

  • On this paper, the actual conditions of home accidents by investigating rescue and emergency reports at fire stations in Gwangju Metropolitan city and annual report on the cause of death statistics in the National Statistical Office were analyzed, and actual conditions about home accidents in developed countries were studied. As a result, the following matters were confirmed: 1) Infants and older adults are the main victims of home accidents, especially the older adults. 2) The more older adults we have in our society, the more deaths caused by home accidents take place. 3) We must study the home accident of our society in the level of developed countries. And we must have the prevention policy about the home accidents.

  • 경제 성장과 함께 자동차의 수요가 늘어남에 따라 교통사고 발생 빈도는 꾸준히 증가하고 있다. 이에, 본 연구에서는 교통사고를 야기하는 도로 및 기상환경과 같은 조건을 활용하여 기계학습 모델을 통해 서울시 교통사고 사상자 수를 예측하는 모형을 찾고자 한다. 활용한 데이터는 도로교통 공단에서 제공하는 교통사고 사상자 수 정보를 포함하는 데이터로 2015년부터 2018년도까지 데이터를 학습에 사용하였고 2019년도 데이터를 테스트 평가에 사용하였다. 실증연구를 통해 트리 기반의 모델 별 성능을 비교하였으며 본 연구에 대한 결과는 사고 발생 시 우선순위에 의한 구조활동이 가능하게 함과 도로상황 및 기상을 고려한 안전운전 가이드 지식으로 활용될 수 있다.

  • The Korea Coast Guard evaluates the risk of major coastal activity places to prevent coastal accidents, and patrols and manages them based on that, but it is not responding properly to the continuously increasing number of coastal accidents. The reason for this is that, despite the gradual expansion of coastal activity places, there is a lack of manpower to manage and supervise them, resulting in blind spots in coastal accident safety management. Therefore, in order to solve this problem, it is necessary to prepare more efficient and effective measures that check and supplement the current coastal safety management system. Coastal accidents show different characteristics of accident causes and places due to differences in the activity characteristics of users according to time. As a result of analyzing coastal accident data (2017~2021), the frequency of daytime accidents is high in the case of sea rock, beach, and offshore, where family leisure activities are frequent. In the case of wharf, tidal flat and bridge, where accidents due to drinking, disorientation, and suicide mainly occur, the frequency of accidents at night is high. In addition, there were more accidents on weekends when the number of users increased compared to weekdays. This trend indicates that the user's temporal activity characteristics must be reflected in the risk assessment of coastal activity places. Therefore, in this study, based on the case of coastal accidents, the characteristics of accidents at coastal activity places according to time were identified, and the criteria were presented for risk evaluation by grading them. It is expected that it will be possible to lay the foundation for reducing coastal accidents by efficiently managing and supervising coastal activity places over time using the presented evaluation criteria.

  • 사람들은 예측하지 못한 순간에 발생할 수 있는 안전 사고에 대해 항상 불안해한다. 매년 노년층 인구 비율이 증가함에 따라 낙상 사고 발생 빈도도 비례적으로 증가하고 있다. 낙상 사고는 대체로 골든 타임이 짧으므로 보호자와 함께 생활하지 않는 노인에게 낙상 사고가 발생한 경우 이를 대처하는 것은 매우 어렵다. 본 논문에서는 비콘과 웨어러블 밴드로 활용하여 낙상 사고 발생을 효과적으로 감지하고 초동 응급 대처가 가능할 수 있도록 돕는 알림 시스템을 설계하고, 이러한 기능을 수행하는 모바일 애플리케이션을 구현하고자 한다.

  • 국제 해상물동량(해상화물 수송량은 10년 사이에 매년 평균 4.3%씩)의 증가에 따라 해양사고의 발생 빈도도 높아지고 있으며, 사고의 규모도 대형화 되고 있는 추세이다. 이에 따라 해상에서의 선박 위험도 저감을 위한 많은 시스템들이 개발/운영되고 있지만, 대부분 실시간 위치정보를 기반으로 충돌위험 등을 분석하고 있고, 선박간의 충돌 외의 선박의 주변 환경에 대한 고려는 미비한 실정이다. 실제 해상에서의 통항량 및 10년간 사고를 분석하여, 충돌등 사고가 많은 남동부 해역(여수/통영/진해)의 통항패턴, 교차구역 및 해양사고 특성을 분석해보고, 이에 따라 Sector별 특징적 집중 관제 방안을 마련하여, 선제적 안전 서비스 방안을 연구하고자 한다.

Study on the Human Error Prevention Collision Avoidance Model using Merchant Ship Collision Accident Analysis (상선 충돌사고 분석을 이용한 인적과실 예방 충돌회피모델 연구)

  • The purpose of this study was to investigate the causes of collisions by examining 668 cases of merchant ship collision accidents that occurred during the past 12 years (2010-2021) and analyzed them statistically. Further, the analysis results were applied to propose a human error prevention collision avoidance (HEPCA) model. The statistical annual report of the Korea Maritime Safety Tribunal (KMST) and the collision investigation report were investigated to collect data on the causes of collisions of merchant ships, and frequency analysis was performed using the statistical analysis tool, SPSS Statistics. In the first-stage analysis, the causes of collisions were analyzed targeting 668 merchant ship collision accidents, and in the second-stage analysis, the identified maximum frequency cause factors were analyzed in detail. The analysis results identified that 98 % of the cause of the collision was the human error of the navigator, and the highest frequency was in the order of neglect of look-out > violation of navigation regulations > improper maneuvering. The cause of the neglect of look-out was mainly neglecting continuous monitoring after the first recognition of the target ship. The HEPCA model for human error prevention was proposed by applying the analysis results to the collision case of the investigation report. The results of this study are expected to be used as educational materials at marine navigator educational institutions and in practice for avoiding collisions caused by human errors of navigators.

Safety Enhancement of LPG Terminal by LOPA & SIF Method (LOPA 및 SIF기법에 의한 LPG 인수기지의 안전성향상에 대한 연구)

  • The methods which decrease the accident hazards of LPG(Liquefied Petroleum Gas) terminal on the basis of butane & propane storage tanks by applying HAZOP(Hazard and Operability), LOPA(Layer of Protection Analysis) and SIL(Safety Integrity Level) are suggested. The accident scenarios were derived by analyzing latent risks through the HAZOP. The scenarios which would have the big damage effect in accidents were selected and then LOPA was assessed by analyzing IPL(Independent Protection Layer) about the correspond accident scenarios. The improved methods were proposed on the basis of level of SIF(Safety Instrumented Functions) as a IPL considering satisfied condition of risk tolerance criteria($1.0{\times}10^{-05}/y$). In addition, The proposed IPLs were basis on the economic analysis. The effect of SIF as a IPL considering the changes of accident frequency was studied in case of the accident scenarios derived from the concerned process.
