  • 본 연구는 붕괴사고에 대해 원인을 도출하기 위한 조사방법으로 과학적 재난원인 조사기법은 포렌식 기법을 국내에 적용하는데 목적이 있다. 목적달성을 위한 과정의 일환으로 본 연구에서는 조사를 수행하는 일련의 프레임워크를 국내의 실정에 적합하도록 개발하여 적용하기 위해 국외 붕괴사고 조사절차와 포렌식 기법이 적용된 사례를 분석하였다. 그리고 가설의 수집단계-증거수집-가설분석 및 검증-결론도출의 조사 전 단계에서 공학적 검증이 필요한 요소를 도출하고, 붕괴의 사고유형에 따라 요구되는 기법을 도출하고자 하였다. 본 연구는 재난원인조사 분석에 있어 아직 국내에 명확하게 정착하기 못한 포렌식 조사기법의 기본적인 틀을 구축할 수 있다는데 의의가 있다. 특히, 화학사고나, 화재사고 등 다른 재난에 비해 붕괴사고의 경우 국내 외에서 포렌식 조사기법을 적용한 연구나 사례가 상대적으로 부족한 실정이기 때문에 본 연구는 향후 선도적인 가이드라인의 형태로 활용될 수 있을 것이라 판단된다.

  • Beim Luftfahrtunfall kann nach den Interessen der Betroffenen oder nach der Stellungsnahme von den f$\ddot{u}$r die Unfall-Untersuchung zust$\ddot{a}$ndigen Personen der Wahrheitsgehalt get$\ddot{a}$uscht werden. Um diese Sachverst$\ddot{a}$ndnis zu verhindern, ist bei der Untersuchung des Luftfahrtunfall ist de lege lata gefordert, die technische Untersuchung und die rechtliche Untersuchung sich zu trennen. Jedoch ist es umstritten, wie es wirksamvoll ist. Also neben der Garantie auf die Sicherheit als Prevention des etwaigen Unfall in Futur muss die strafpolitische Seite beachtet werden. Damit ist es erforderlich, dass das bestimmte Mittel bereitstellt und damit den Betroffenen ihre Verantwortung erlassen k$\ddot{o}$nnen, wenn sie beim Unfall-untersuchung dienen. Und die Folge der technischen Untersuchung $\ddot{u}$ber den Unfall soll eine kurze Weile insofern nicht ver$\ddot{o}$ffentlichen, als ein gesetztiichcr Urteil noch nicht festgestellt wird. Jedoch wird diese Nicht-ver$\ddot{o}$ffentlichkeit Vorwurf wegen der langfristigen Verhinderung auf die Informationen gemacht, in den man die Elemente von der Gefahr ergreifen kann. Deswegen wird Vorwurf gemacht, da${\beta}$ diese Verhinderung auf die Infonnationen wider das Wesen von dem Gesetz zur Luftfahrtunfallgesetz ist.

  • 최근에 선박충돌사고나 좌초사고와 같은 중대한 해양사고를 조사할 때 사고관련자의 피로도(Fatigue)는 선박의 안전운항에 부정적인 영향을 미치는 인간과실(Human error) 유발요인으로써 항해사의 인지능력 및 업무수행능력을 저하시키는 중요한 요인으로 인식되고 있을 뿐 만 아니라, 이에 대한 많은 조사가 수행되고 있는 것이 각종 연구보고서를 통하여 나타나고 있다. 따라서 본 연구에서는 국내 해양사고관련자에 대한 피로도를 체계적으로 조사$\cdot$분석하기 위한 일환으로 미국연안경비대의 피로도 조사프로그램을 토대로 국내 해양안전심판원 웹싸이트에 조사프로그램을 구현하고 그 결과를 고찰하여 효율적인 피로도조사가 이루어질 수 있도록 몇 가지 방안을 검토하였다.

A Study on the Introduction of IMO Casualty Investigation Code and Marine Safety Investigation System in Korea (IMO 해양사고조사코드의 도입과 해양사고조사제도에 관한 고찰)

  • The marine safety investigation inquires and concludes the facts and causes of the marine casualties and incidents with the objective of preventing similar roses in the future. Thus, IMO and most states adopt and revise marine safety related conventions and national laws based on the results of marine safety investigation. In particular, IMO recently adopts mandatory IMO Casualty Investigation Code to identify the precise cause of rose with states' cooperation, to report the result of investigation, and to establish new international safety standard helping prevention of similar cases based on the report. The Judgement of the Korean Maritime Safety Tribunal system based on the 'Act on the investigation of and inquiry into marine accidents' is used for the purpose of marine safety investigation in Korea to prove cause of marine accident and to improve marine safety. Therefore, this study examines the Code and compares the Code with the Act to reflect the contents of provisions in the Code into the Act. The study would also be the basic references in relation to revising of marine safety investigation system in Korea Specially, the contents in relation to the independence of investigation authority and mandatory counselling system, and guarantee of seafarers human rights to ensure fairness of investigation would be included.

  • 87 and 104 cases of chemical accidents in 2013 and 2014 respectively have brought enormous damages to people and environment. Also, the industry has significant damages the company reputation and a lot of expense to repair the damage handling. Toxic substance has spread out rapidly in the atmosphere at chemical accidents and that affect to workers as well as neighborhood. In order to analyze the causes of chemical accidents throughly, reliable and systematic investigation procedure should be considered. In this study, the chemical accident investigation system of each government agency in charge of the accident investigation is compared and analysed.

A Study for Improving the Traffic Accident Management System with regard to the Driver's Human Factor (운전자 인적요인을 고려한 교통사고 조사양식 개선방안 연구)

  • This study aimed to improve the Traffic Accident Management System's validity and reliability, so the system could help classify and judge the human factors that correlate with traffic accidents. We took traffic accident research and analysis systems of United States and United Kingdom and certain related, former studies into account in building our test system. Next, we used the test system's criteria to re-analyze 502 Gyeonggi province accident records from 2008. We compared the results to existing systems' results to verify the test system's validity and reliability. These results indicated the necessity of removing some uncertain items from the existing systems and adding in some new items from the test system. This should help improve understanding of what happens at traffic accident scenes and of the sources of drivers' abnormal, reckless behavior. We introduce suggestions for improving the Traffic Accident Management System and research concepts for further studies.

A Study on Improvement Safety Management through Chemical Accident Investigations (화학사고 원인 조사를 통한 화학물질 안전관리 개선방안 연구)

  • Purpose: The purpose of this study is to provide the effective safety management system to prevent similar chemical accidents through accident investigations. Method: Chemical accident prevention and response management systems at the central and local government levels were reviewed, Also, statistical data of chemical accidents occurred in the last 5 years were analyzed. In particular, Two accidents with high accident risk were analyzed. Result: Chemical accidents that have occurred in the last 5 years were analyzed to occur in the order of hydrochloric acid, sulfuric acid, and nitric acid, and concrete safety management improvement measures were derived through investigations of two causes. Conclusion: In this study, we proposed safety management plans in terms of technical and management aspects. The results of this study are expected to be used as effective in preventing and managing chemical accidents.

Characteristic Analysis of Casualty Accidents in Chemical Accidents (화학사고에 의한 인명사고 특성 분석에 관한 연구)

  • This study analyzed chemical accidents each year according to the status, type of accident, accident place, business size, and chemical substance. The results of the chemical accident investigation were 16 cases in 2013, 27 cases in 2014, 46 cases in 2015, and 23 cases in 2016. According to the type of chemical accident, number of accidents, and casualty accidents, leakage was found to be the major cause. As a result of accidents and casualties caused by chemical accidents, workplaces had the highest numbers in all survey items. An examination of the top 10 accident materials revealed 9 substances to be hazardous chemicals. These materials were accident preparedness substances, and toxic substances.

  • The objective of this study is to suggest the process and method of local accident investigation for local authorities with a view to efficient and effective managing traffic accidents. With a project city selected accident-type maps, accident lists, accident diagrams, priority of black-spots/-lengths, site visits, remedial measures, opportunity costs, monitoring etc. are taken into consideration, by using accident data in the last 3 years. Analyzed are accident savings to be expected when applying technical, organizational, and administrative processes attached to local accident investigation.

  • This paper suggests a PDA-based scientific traffic accident investigation system in order to improve the reliability and accuracy of a traffic accident investigation procedure. In order to fulfill this objective, a standard accident sheet with 32 elements to be used in the PDA system was developed through a reference review and an expert survey. Using this information, the required functionalities and realization procedure of the PDA system for traffic accident investigation were presented including mobile network environment and GPS/GIS design. A prototype of PDA system is presented and more improved and efficientmanagement is highly expected by applying the system developed in this paper.
