해양사고는 많은 인명과 재산의 피해를 초래하고, 특히 유조선과 같은 위험물운반선의 사고는 대형오염사고를 수반하게 되어 연안국에 막대한 해양환경 피해를 주게 된다. 이러한 외국적 기준 미달선에 의한 해양사고 예방을 위한 항만국 PSC 점검 시 해당선박에 대한 PSC 결함항목 Checklist와 결함항목과 관련된 국제협약 근거를 즉시 제공함으로써 PSC 점검율 제고를 통한 우리 항만에서의 해양사고 예방 및 해양환경을 보호하기 위한 PSC 점검지원 서비스에 대한 연구를 하였다.

이동식크레인은 높은 사망률에 기여하는 기계로 최근 6년간(2016~2021) 사고사망사례 중 건설업 2,574건을 분석한 고위험 요인(SIF)정보에서 이동식크레인의 사고는 총 61건의 재해가 발생하였다. 현장의 안전대책에도 불구하고 제대로 활용이 안되고 있다. 본 연구에서는 표준 리스크 평가 지수를 제시하여 사고예방에 기여하고자 한다

자연 재난은 예방보다는 대비에 중점을 가졌다면, 사회 재난은 대부분 인간으로부터 발생되는 재난이기 때문에 예방이 중요한 요소이다. 기존에 발생된 재난 안전 사고를 효과적으로 분석하여, 그 원인에 대한 대책을 마련한다면 재난 안전 사고의 발생을 줄일 수 있을 것이다. 본 연구는 이러한 관점에서 기 발생된 재난에 대한 DB화 하여 이를 기반으로 원인을 분석할 수 있는 기술 개발에 초점을 맞추었다.

The purpose of this study is to analyze the limits of current measures to prevent fire accidents especially in the existence of polyurethane. Suffering numerous fire accidents, preventive measures are strengthened accordingly. However, in the existence of polyurethane, current measures are insufficient since it is still impossible to completely separate inflammables form ignition sources in case of polyurethane used as insulation. In order to identify blind spots of current fire prevention measures, this study conducted analysis on the previous fire accidents and the coverage of current legislative preventive measures. In conclusion, in order to perfectly prevent polyurethane fire accidents, not only controling of working condition but also substitution of noncombustible material for polyurethane is indispensible.

준해상사고를 줄이기 위하여 준해양사고 등을 분석하여 사고 예방에 활용하였다. 하지만 준해양사고 건수가 많은 대신 주내용이 정성적이기 때문에 다양한 정량적 데이터로 분석하기에는 현실적 어려움이 있었다. 이러 장단점을 고려하여 준해양사고에 대해서 그동안 단순한 내용 검토 방식에서 통계적 분석과 이를 통한 객관적 결과 토출이 가능한 빅데이터 기법를 적용한 연구가 필요하다. 이를 위해 10,000여건의 준해양사고 보고서를 전처리 작업을 통해 통일된 양식으로 정리하였다. 이 데이터를 기반으로 1차로 텍스트마이닝 분석을 통해 정박 중 준해양사고 발생 원인에 대한 주요 키워드를 도출하였다. 주요 키워드에 대해 2차로 시계열 및 클러스터 분석을 통해 발생할 수 있는 준해양 사고 상황에 대한 경향 예측을 도출하였다. 이번 연구에서는 정성적 자료인 준해양사고 보고서를 빅데이터 기법을 활용하여 정량화된 데이터로 전환할 수 있고 이를 통해 통계적 분석이 가능함을 확인하였다. 또한 빅데이터 기법을 통해 차 후 발생할 수 있는 준해양사고 객관적인 경향을 파악함으로써 예방 대책에 대한 정보 제공이 가능함을 확인할 수 있었다.

The purpose of this study is to suggest school safety accidents prevention policy by applying delphi technique as a method to decrease school safety accidents which have been increasing consistently. As results of Delphi, the plans to improve school safety accidents prevention policy per area are as follows: First, it is required to establish systematic safety policy by dividing school facilities into four stages such as planning, designing and building, maintenance and evaluation etc. Second, it is required studies to overcome budget limitation and accountability of people in charge of safety of facilities to apply school safety policy as a useful measure. Third, it is required to make an effort to revise relevant legislations through examinations of relevant government ministries per each area to reflect prevention measures to safety policy consistently.

화학물질은 제조 사용 폐기 등 전 과정에서 다양한 경로를 통하여 인체와 환경에 치명적 재난을 가져올 잠재력을 가지고 있으므로 사업장 내부뿐만 아니라 Off-site의 영향까지 사전 예측하여 관리하는 종합적인 화학사고 예방제도의 도입과 관련 연구 필요성이 제기되고 있다. 즉 기존의 단면적, 정성적이며 기술적 측면, 인허가를 위한 예방 중심, 설비 중심의 화학사고 대응 방식에서 포괄적, 적극적, 생산적, 정량적이며, 인문 사회학적, 다차원적 방식으로 확대가 반드시 이루어져야 한다.

The ship system is complex and advanced, and the operation relationship between each element is very high. So it is necessary to approach it in terms of an overall and integrated system in addition to the traditional sequential approach of finding and removing the direct cause of the accident when analyzing the accident. In this study, it is analyzed the recent fire accidents on ships occurred the Korean terrestrial water using a STAMP methodology that is different from conventional accident analysis techniques. This analysis reviews a range of factors, including safety requirements to prevent fires in ships, inappropriate decisions and actions, situations, equipment defects, and recommendations derived from accident analysis results. Through a comprehensive approach to accident prevention using STAMP, alternative evaluations are presented at the component level within the entire system of ships, and they are systematically used for accident prevention and risk evaluation as well as simple accident analysis.

2019년 2월 28일, 선장의 음주와 잘못된 선박 운항으로 러시아 선박의 광안대교 충돌 사고가 발생하였다. 유례없던 대형 선박의 대교 충돌로 국민들의 관심이 집중되었으나, 계속적으로 국내외에서 해상교량 관련 해양사고는 발생하고 있다. 해상교량 관련 해양사고는 다른 사고와 달리 육상에도 큰 피해를 미칠 수 있다는 점에서 사고 예방을 위한 노력이 필수적이다. 따라서 본 연구에서는 최근 10년간의 국내 외 해상교량 관련 해양사고를 조사하여 사고에 영향을 미치는 요인을 식별하고 영향을 미치는 정도를 분석했으며, 추후에 해상교량 관련 해양사고 예방을 위한 대책 마련 연구 진행 시 기초자료로 활용할 수 있을 것이다.

Construction accident have been increasing in despite of safety management activities and education in construction site. This study surveyed safety organization, education, safety management, scheduling, safety checklist with construction firms in order to grasp the actual condition. A improved method is suggested that safety checklist is supplemented with various safety materials and then stored as database. Furthermore, safety checklists are connected and operated with schedule in ender to more efficiently prevent construction accidents.
