Proposal for Ignition Source and Flammable Material Safety Management through 3D Modeling of Hazardous Area: Focus on Indoor Mixing Processes (폭발위험장소 구분도의 3D Modeling을 통한 점화원 및 가연물 안전관리 방안 제안: 실내 혼합공정을 중심으로)

  • Purpose: This study aims to propose measures for the prevention of fire and explosion accidents within manufacturing facilities by improving the existing classification criteria for hazardous locations based on the leakage patterns of flammable liquids. The objective is to suggest ways to safely manage ignition sources and combustible materials. Method: The hazardous locations were calculated using "KS C IEC 60079-10-1," and the calculated explosion hazard distances were visualized in 3D. Additionally, the formula for the atmospheric dispersion of flammable vapors, as outlined in "P-91-2023," was utilized to calculate the dispersion rates within the hazardous locations represented in 3D. Result: Visualization of hazardous locations in 3D enabled the identification of blind spots in the floor plan, facilitating immediate recognition of ignition sources within these areas. Furthermore, when calculating the time taken for the Lower Explosive Limit (LEL) to reach within the volumetric space of the hazardous locations represented in 3D, it was found that the risk level did not correspond identically with the explosion hazard distances. Conclusion: Considering the atmospheric dispersion of flammable liquids, it was concluded that safety management should be conducted. Therefore, a method for calculating the concentration values requiring detection and alert based on realistically achievable ventilation rates within the facility is proposed.

  • In this paper, the guidelines for the design of an Artificial Intelligence(AI) based Integrated Process Safety Management(PSM) system to enhance workplace safety using data from process safety reports submitted by hazardous and risky facility operators in accordance with the Occupational Safety and Health Act is proposed. The system composed of the proposed guidelines is to be implemented separately by individual facility operators and specialized process safety management agencies for single or multiple workplaces. It is structured with key components and stages, including data collection and preprocessing, expansion and segmentation, labeling, and the construction of training datasets. It enables the collection of process operation data and change approval data from various processes, allowing potential fault prediction and maintenance planning through the analysis of all data generated in workplace operations, thereby supporting decision-making during process operation. Moreover, it offers utility and effectiveness in time and cost savings, detection and prediction of various risk factors, including human errors, and continuous model improvement through the use of accurate and reliable training data and specialized datasets. Through this approach, it becomes possible to enhance workplace safety and prevent accidents.

A Study on the Initial Stability Evaluation of 4.99-Tons-Class Standard Fishing Vessels (4.99톤급 표준어선형 어선의 초기 복원성 평가에 관한 연구)

  • Assessing the stability of small fishing vessels is important to prevent capsize accidents in coastal waters that primarily occur on small fishing vessels. However, the regulations regarding stability assessment for small vessels under 24 m are inadequate according to the domestic Fisheries Act. Based on safety standards issued by the Ministry of Oceans and Fisheries in 2022 to enhance safety and welfare, vessels adhering to the enhanced safety standards for standard ship types are required to establish stability regardless of their length. This study aims to utilize these aforementioned standards to assess the stability of vessels under 24 m, investigating the suitability of applying these criteria to these vessels and examining the impact on various small vessels with different superstructures. Initially, a 4.99-ton fishing vessel designed according to the standard ship type was selected as the subject vessel. Compliance with the standards was evaluated based on the initial stability of the vessel using the transverse metacentric height (GM) and transverse restoring moment arm at the limit angle (GZα). Additionally, six types of small vessels with identical hull forms and specifications to the subject vessel were further examined using prevalent superstructure designs in small fishing vessels. The stability of the subject small vessel was also assessed. A study of a 4.99-ton standard fishing vessel confirmed that the safety standards for standard fishing vessels with enhanced safety welfare were applicable to small fishing vessels under 4.99-ton class and that the stability of small fishing vessels with superstructure modifications was not significantly changed.

A Study on Legislative Approaches for Introducing Coordinated Vulnerability Disclosure(CVD): Focusing on the Information and Communications Network Act (보안취약점 협력대응제도(CVD) 도입을 위한 법제화 방안 연구: 정보통신망법 중심으로)

  • Recently, the US and EU have been institutionally introducing and promoting Coordinated Vulnerability Disclosure(CVD) to strengthen the response to security vulnerabilities in ICT products and services, based on collaboration with white-hat hackers. In response to these changes in cybersecurity, we propose a three-step approach to introduce CVD through the Information and Communications Network Act(ICNA). In the first step, to comprehend the necessity and requirements for legislating CVD, we survey the current situation in Korea and the trends of CVD in the US, EU, and OECD. In the second step, we analyze the necessity for legislating CVD and derive the requirements for its legislation. In this paper, we analyze the necessity for legislating CVD from three perspectives: the need for introducing CVD, the need for institutionalization based on law, and the suitability of the ICNA as the legislation. The derived requirements for CVD legislation include the establishment and publication of Vulnerability Disclosure Policy(VDP), legal protection for white-hat hackers, and designation and role assignments of coordinator. In the third step, we introduce approaches to apply the requirements for CVD legislation to the ICNA, which is the law governing prevention and response to cybersecurity incidents in private sector.

A Study on The Enhancement of Aviation Safety in Airport Planning & Construction from a Legal Perspective (공항개발계획과 사업에서의 항공안전성 제고에 대한 법률적 소고)

  • Today air traffic at the airport is complicated including a significant increase in the volume of air transport, so aviation accidents are constantly occurring. Therefore, we should newly recognize importance of the Air Traffic Safety, the core values of the Air Traffic. The location of airport that is the basic infrastructure of the air traffic and the security of safety for facilities and equipments are more important than what you can. From this dimension, I analyze the step-by-step safety factors that are taken into account in the airport development projects from the construction or improvement of the airport within the current laws and institutions and give my opinion on the enhancement of safety in the design and construction of airport. The safety of air traffic, as well as airport, depends on location, development, design, construction, inspection and management of the airport including airport facilities because we have to carry out the national responsibility that prevents the risk of large social overhead capital for many and unspecified persons in modern society through legislation regarding intervention of specialists and locational criteria for aviation safety from the planning stage of airport development. In addition, well-defined installation standards of airports and air navigation facilities, the key points of the airport development phase, can ensure the safety of the airport and airport facilities. Of course, the installation standards of airport and air navigation facilities are based on the global standard due to the nature of air traffic. However, to prevent the chaos for the safety standards in design, construction, inspection of them and to ensure the aviation safety, the safety standards must be further subdivided in the course of domestic legislation. The criteria for installation of the Air Navigation facilities is regulated most specifically. However, to ensure the safety of the operation for Air Navigation Facilities, performance system proved suitable for the Safety of Air Navigation Facilities must change over from arbitrary restrictions to mandatory restrictions and be applied for foreign producers as well as domestic producers. Of course, negligence of pilots and defective aircraft maintenance lead to a large portion of the aviation accidents. However, I think that air traffic accidents can be reduced if the airport or airport facility is perfect enough to ensure the safety. Therefore, legal and institutional supplement to prioritize the aviation safety from the stage of airport development may be necessary.

Assessment of Sanitary Management Practices of School Foodservice Operations in Seoul (서울지역 학교급식 위생관리 실태평가)

  • Sanitary management practices were assessed to insure the safety of school foodservice, to prevent the outbreak of foodborne illness, and to improve the quality of school foodservice. To accomplish these objectives, a survey was conducted and analyzed on elementary and high school foodservice operations located in Seoul area. A Questionnaire from based on HACCP standards was developed and used for self-reported evaluation of the school foodservice managers on their sanitary management practices. The results were analysed by examining their activities and identifying weaknesses in those activities. The questionnaire was composed of three sectors with all 53 questions; 33 questions for time-temperature management, 5 for personal hygiene and 15 for equipment/facility sanitation. Five-point-scale was used on the questionnaire answers. Among the schools responded,253 (98.4% of the total) were elementary schools and 19 (1.6%) were high schools. Among the three sectors, personal hygiene performance was mostly well conducted by marking average 4.06$\pm$0.57. Equipment/facility sanitation came next by marking average 3.84$\pm$0.53. Time-temperature marked average 3.45$\pm$0.46. “Storage after cooking (2.03$\pm$0.94)”was identified as the least managed activities because the school foodservice operations were not equipped well with hot holding and/or cold holding. “Separate use of sink per usage (3.03$\pm$1.10)” and “proper location of hand washing facility (3.07$\pm$1.13))” were identified as the least practiced activities in equipment/facility sanitation sector. To enhance these practices, proper number of sinks and hand washing facilities should be equipped first within the kitchen area.

Effect Assessment of Safety Education in Laboratories of Department of Dental Technology Applied of Theory of Planned Behavior (TPB) (TPB 이론을 적용한 치기공학 전공 대학생들의 실습실 안전교육 효과 평가)

  • Objective: This study is a quasi-experimental study by nonequivalent control group pretest-posttest design, performed in order to identify whether the program developed on the basis of Ajzen(1988, 1991)'s theory of planned behavior (TPB) for predicting the safety behavior of students of department of dental technology affects intention toward safety behavior and general behavior. Therefore, the purpose of this study is to identify whether the safety education in laboratories in which knowledge is reinforced on the basis of the TPB theory affects safety behavior. Methodology: The theoretical framework of this study was established on the basis of the TPB by Ajzen(1988, 1991). This study was performed between May 20 and December 5, 2006, and the subjects included 101 in the experimental group and 98 in the control group, a total of 199. The experimental group was educated through six 50-minute sessions (twice a week) for three weeks. The experimental group was pretested, educated, and then asked to answer the pro-questionnaire after finishing the sixth session, but the control group was free from intervention. The research tool in this study was developed by the authors with reference to the process of tool development used in Schifter and Ajzen (1985) based on Ajzen and Fishbein(1980)'s tool development guide. Results: The data were analyzed through SPSS 14.0 version. The reliability test of attitude, subjective norm, perceived norm, intention, and behavior toward safety behavior as TPB variables was calculated of Cronbach's alpha coefficient, and general characteristics and the homogeneity test of the experimental and the control groups were analyzed through t test and $X^2$ test. According to the results of the analysis, the experiment group may be higher than the control group after the safety education in the scores of attitude, the subjective norm, the perceived norm, and the intention toward safety behavior as TPB independent variables showed no significant difference, but there was significant difference in the behavior and the knowledge. Meanwhile, according to the results of the pretest and posttest, eleven items in the experimental group and two items in the control group showed significant difference in the behaviors, and twelve in the former and four in the latter were significantly different in the knowledge. Conclusion: The safety education program developed on the basis of TPB was identified to enhance safety behavior and knowledge. Therefore, the safety education program used in this study for students of department of dental technology may be utilized as database for safety education in the department of dental technology.

Cardiac Intracoronary Stenting vs CABG: Prevention of Medical Accident (심장 스텐트 시술과 의료사고 예방)

  • Coronary artery disease has increased in Korea as the country enters the aged society. It is well known that the incidence of coronary artery disease is related to aging, hypertension, diabetes, hyperlipidemia, and dietary habit. For effective treatment of significant coronary stenosis, close coordination between cardiac surgery and cardiology team is essential. Especially cardiologists' decision whether to do the stent placement or CABG is very important because the cardiologists usually start to consult the patients for their treatment. Recently, non-surgical interventions(that is stent placement) in cardiology field have dramatically increased as the national insurance system removed the limitation of the number of stents deployed. However, accidents are often caused by inappropriate use of stents, especially in patients with triple coronary disease or left main disease with heavy coronary calcifications. Another aspect of stent placement is to cope with an emergency case in the event of coronary rupture or pericardial tamponade during coronary interventions without cardiac surgeons. In the past two years, the Korea Consumer Agency (Consumer Dispute Coordination Committee) analyzed eight cases of medical dispute settlement. Only two hospitals were manned with both cardiologists and cardiac surgeons. Seven patients died of procedures of stenting and five patients died on the day of the procedure. Among the 8 cases, 5 cases showed 3 vessel disease and the rest of the cases had either severe calcification, complete occlusion or poor coronary antomies for stenting According to a 2017 national data registry of coronary stenting, less than 3 drug-eluting stents were implanted in 98% of all patients. In 2015, the number of stent procedures was 38,922, and approximately in 800 (2%) cases, more than four stents were used per patient. We emphasize that it is necessary to seriously consider the cost-benefit analysis between stent and CABG. The patient has the right to choose the right procedure by asking the liability of 'instruction explanation obligation'. He should be well informed of the pros and cons of both procedures to avoid overuse of stent. It can be solved by intimate discussion of individual cases with the cardiac surgeon and the patient. Unilateral dialogue with the patient, forceful restriction on the number of stenting, lack of surgeon's backup in difficult cases should all be avoided. It is also necessary to solve the problem not only at the hospital level, such as multidisciplinary integrated medical care, but also a nationwide solution such as expanding cardiac surgeons as essential personnel to public officials.

A Study on Collection and Usage of Panel Data on On-board Job Taking and Separation of Korean Seafarers (한국선원의 승선과 이직에 대한 패널자료 구축과 활용방안)

  • Seafarers are an essential resource in maritime industries, which provide navigation skills, vessel maneuvering skills and fishing skills in the fishery industry. They also work as a driving force in pilotage, port operation, vessel traffic service, and marine safety. Other areas in maritime services, which rely on seafarer include safety management of ships, supervisory activities, and maritime accident assessment. In these ways, Korean seafarers have contributed to the growth of Korean economy. However, there have been issues of high separation rate, shortage of supply, multi-nationality, multiplicity of culture caused by employment of foreign seafarers, and aging. The present paper finds that maritime officers and fishery officers demonstrate differences in the statistics of on-board job taking and separation: the separation rate of fishery officers is higher than that of maritime officers. The existing data and statistics by the Korea Seafarer's Welfare & Employment Center could be improved by changing its structure from time series to panel data. The Korea Seafarer's Welfare & Employment Center is the ideal institution for collecting the panel data, as it has already accumulated and published relevant statistics regarding seafarer. The basic design method of the panel data is to adopt and improve it by including the information on ratings of maritime and fishery industries, ranks in a ship, personal information, family life, and career goal. Panel data are useful in short- and long-term forecasts of supply of Korean seafarers; demand evaluation of education, training, and reeducation of the seafarers; demographical dynamic analysis on Korean seafarers; inducement policy of long-term on board job taking in harmony with man-power demands in marine industries such as pilotage service; implementation of job attractiveness policy on Korean seafarers; and employment stabilization of Korean seafarers.

Development and Effect of Safety Education Program in Preschooler (학령전기 아동의 사고예방을 위한 안전교육 프로그램 개발 및 효과)

  • The purpose of this study was to measure the effect of safety education program in preschool children for accident prevention and improve their health through more systematic method. Data were collected from 584 preschoolers(247 preschooler are assigned to experimental group and 337 preschoolers are assinged to control group) from 4 to 6 years old using APP paper test which consists of questions and drawings. To experimental group, safety education were done 4 times within the time of 30 minutes per 1 time using education books, drawings, OHP. The findings of this study are as follows: 1. There were significant difference in movement(χ²=18.732, p=.0000), behavioral character(χ²=27.785, p=.000), synthetic judgement(χ²=12.02, p=0.002). So, safety education program have effect on preschooler. 2. From this findings, we can guess that safety education program change and guide preschoolers' behavioral character to desirable direction.
