The transportation industry is one of the important industries due to the geographical requirements surrounded by the sea on three sides of Korea and the problem of resource poverty, which relies on imports for most of its resource consumption. Among them, the proportion of the shipping industry is large enough to account for most of the transportation industry, and maintenance in the shipping industry is also important in improving the operational efficiency and reducing costs of ships. However, currently, inspections are conducted every certain period of time for maintenance of ships, resulting in time and cost, and the cause is not properly identified. Therefore, in this study, the proposed methodology, LSTM-AutoEncoder, is used to detect abnormalities that may cause ship failure by considering the time of actual ship operation data. In addition, clustering is performed through clustering, and the potential causes of ship main engine failure are identified by grouping outlier by factor. This enables faster monitoring of various information on the ship and identifies the degree of abnormality. In addition, the current ship's fault monitoring system will be equipped with a concrete alarm point setting and a fault diagnosis system, and it will be able to help find the maintenance time.
The average life expectancy in Korea was 62.3 in 1970 and 82.3 in 2016, which increased by more than 20 years and it's expected to enter super-aged society after passing through the aged society. The poverty, loneliness, inactivity, and disease which were called as four problems of senior citizens have become social issues. Thus, the project for creating job opportunities for the elderly(Project supporting social activity of seniors) was carried out as the senior welfare policy. First purpose was to help the elderly engage in society actively, make their income and build up health while preventing the problems of the aged and reducing social cost as well. The second purpose was to help them live healthy later lives through various jobs. This study aimed to investigate whether the project for creating job opportunities for the elderly increased quality of later lives through health promotion and healthy later lives while engaging in the society, rather than making income according to its purpose, by conducting the survey before and after participating in the project for creating job opportunities for the elderly. It's expected to see this study could contribute to making more opportunities for the senior citizens to engage in the society continuously, rater than making money.
This paper, in the situation of deepening poverty and worsening income inequality, aims to find the impact on income inequality of main income sources such as public income, market income and family income in the elderly and propose polices for weakening the income inequality in the elderly. Main results are as follows. First, Gini coefficients of each income sources in the elderly are total income's 0.4801, public income's 0.4071, market income's 0.6736 and family income's 0.1855. Income inequality in the elderly population is serious in the total income, public income and market income areas. Second, after excepting for public income in total income, Gini coefficient is 0.4864. after excepting for market income in total income, Gini coefficient is 0.3609. And after excepting for family income in total income, Gini coefficient is 0.5784. When market and public income are excepted from total income, Gini coefficient alleviate. Therefore, market income and public income are the major causes of income inequality in the elderly. But, family income alleviate the income inequality in the elderly. In order to alleviating the income inequality of the elderly, we must try to increasing the market income. For example, government must to supply job opportunities for the elderly of low-income.
Most of the North Korean defectors are the socially disadvantaged, and formed the lowest class in South Korean society. Their main objectives are to achieve economic wealth. In this process, North Korean defectors have often committed the crime or have been criminal victims. The purpose of this study was to propose the effective preventive measures after analyzing the actual situation of North Korean defectors in criminal behaviors and criminal damages. This research has studied of the literature on the criminal behavior and the criminal damage by North Korean defectors, utilized the relevant statistical data, cited the news for the relevant cases, and proposed the effective preventive measures of criminal behaviors and criminal damages of North Korean defectors by doing in-depth interviews with personal protection officer First, in order to prevent criminal activity by North Korean defectors, we should uplift the identity as the members of Korean society, systemize the initial adapt education, enlarge the employment protection and the resettlement helper system, manage North Korean defectors according to adaptive type, develop the network, establish the management department for the defectors, strengthen the training of prison inmates, and strengthen the management of unprotected people. Next, in order to prevent the criminal damages of North Korean refugees, we should manage vulnerable North Korean defectors effectively, maintain the liaison between the personal protection officer and North Korean defector, arrange the personal safety measures in advance when traveling abroad, enhance the legal education for usual living in Korean society, and perform the re-education for the female socialization.
Purpose : Recently the number of juvenile delinquents have been increasing in Korea and their misdeeds were getting worse. This study was conducted to find out the basic cause of juvenile delinquency and a counterplan of overcoming this distress. Methods : The authors reviewed the statistics of the Supreme Public Prosecutors Office to know the juvenile delinquents and Korean national statistics to know the changes of family environments. The author conducted a study on the family environments between student group and juvenile delinquent group in jail, and also investigated the value judgement of middle and high school students to know the difference between the recent adolescents and the youth before 1945. Results : Nuclear families, dual-income families and divorce rates have remarkably been increased recently. All of which are considered to be the basic cause of getting worse in home teaching. It was found that the delinquent group have more defective families, poorer economic status, poorer parent's educational level than the student group, and also found that the value judgement of recent youth were quite different from that of youth before 1945. Conclusion : Industrialization have changed our home-environment rapidly which made home-teaching poorer, and the children were being insecure and melancholy, which consequently made them more abnormal youth and juvenile delinquents in Korea.
This study is to explore how the bondage of street homeless is made and what it implies. In order to do so, this study does participation-observation for the life of the homeless on the street and drop-in-center according to the ethno-graphic research tradition. Starting from the August of 2005, during the period of six months, we did a field study on the actual conditions of facilities for the homeless in the major parts in Seoul and collected the interview data through the interview-in-depth with 8 homeless people. Following the data-analysis procedures of Spradley(1979), we identified the main domains related to the factors for the bonding of street homeless. These domains show us how the homeless people who were left in the whole new world of homelessness just manage to tide over the crisis of identity and survival. The bondage of street homeless in the situation of street homelessness has been shown to have these following meanings: (1) the cultural significance as their second home, (2) the meaning of an alternative group to be admitted, (3) the maintenance of self-identity by way of distinction in the group. According to these, the self-identity of homeless is dual and, therefore, the meaning and interpretation of their relationship is also dual. This dualistic attitude comes from the process in which the homeless acquire the alliance-resource for the very survival and self-existence. The results of this study confirm that the homeless suffer from the lack of true relationship as well as resources. This study suggests that the supporting policies and services for the street homeless should be achieved qualitatively and integrated under a long range plan.
This paper examines middle powers' ODA policy in the post cold war era and discusses its implication for Korean aid strategy. Middle powers' ODA has been more successful than that of super powers in promoting donors' positive images and in stimulating recipient countries' development. Middle powers tend to pursue multilateral solutions to international problems often by taking a mediator role, and their ODA policies set them apart from the great players in international politics. Middle powers' ODA is primarily aimed at reducing poverty and protecting human rights in least developed countries where humanitarian aid needs the most rather than promoting donors' interests. Also, middle powers have provided bilateral untied aid in the sectors of food aid and emergency relief and steadily devoted about 0.7% of their gross national income to ODA. Meanwhile, Korea as an emerging middle power and a new donor has been implementing its own aid strategy under the name of the Korean development model since the post cold war period. The Korean ODA was not successful in building donors' positive images by simply following the short term strategies of US and Japan. Yet, its ODA policy has been quite effective in sustaining local development by creating specific niches in which the country can specialize in. In specific, Korea has focused on developing the sectors of information and communication technology and industry energy in recipients' countries by maximizing its comparative advantage.

Science and technology have led the development of mankind, but have created problems such as natural depletion, climate change, economic inequality and poverty. The purpose of this study is to explore the meaning of early childhood science for sustainable development to solve these problems and to contribute to the harmony of nature and human beings. In order to accomplish this research objectives, 18 experts and 15 teachers were interviewed on the meaning of sustainable development and the directions of early childhood science education for sustainable development. Early childhood science education for sustainable development was categorized as follows. 'Mutual respect between child-teacher-organism', 'developing individual inquiry-based on community consciousness', 'looking at the world with child's eyes', 'deepening and expanding on topics of interest', 'continuous inquiry and commitment', 'conversation and sharing-centered exploration'. By these results, it was concluded that early childhood science education for sustainable development should start from the perspective of children, and was a meaningful process in which children constantly learn about the nature surrounding themselves based on mutual respect.
The purpose of this research is to provide implications for the development of age-friendly industry of Korea by analyzing the age-friendly industry activation policy suggested by the Presidential Committee on Ageing Society and Population Policy in response to the population ageing problems. Policy and theoretical implications are derived from an analysis of age-friendly industry activation policy as directly related to the improvement of the three major problems (i.e. health, economy, and loneliness) of Korean older people. This analysis focuses on its specific content, common and core logic, and the validity of the logic. The results show that: 1)the first Plan for Ageing Society and Population suggests a policy for improving poverty, 2)the second Plan for Ageing Society and Population suggests a policy for improving health, and 3)the third Plan for Ageing Society and Population suggests a policy for improving health and loneliness. All policies not only are commonly based on the logically limited concepts of successful ageing and active ageing, but also are characterized by narrow realm, insufficient content, and fragmented policy. The results result in the following policy implications: 1)the age-friendly industry activation policy should be developed with continuity, sufficiency, and diversity, 2)lessons from the limitation related with the de-contextualisation of successful ageing and its elective affinity with consumer capitalism, 3)lessons from the prevention-oriented perspective of active ageing, and 4)lessons from the social characteristics of (non-)psychological resources, limitation of the reablement related with social investment state. The analyses also provide a theoretical implication that a different perspective on the social construct of ageing is needed beyond the dichotomy of ageing based on modelling ageing. Lastly, the paper suggests not only the limitation of the research but also the preferred follow-up studies regarding age-friendly industry activation policy.
China has achieved great economic growth above 9% annual since it changed to more of a market economy system by its reform and open-door policy. At the same time, China has experienced severe ecological deterioration, such as air and water pollutions caused by its rapid urbanization and industrialization. China is now confronted with environmental pollution and ecological deterioration at a critical point, at which economic development in China is limited. Moreover, environmental problems in China have become a lit fuse for social fluctuation beyond pollution problems. The root and background of environmental problems in China, firstly, are its government's lack of understanding of these problems and incorrect economic policies affected by political and ideological prejudice. Secondly, the plundering of resources, 'the principle of development first' which didn't consider environmental sustainability is another source of environmental deterioration in China. In addition, a huge population and poverty in China have increased the difficulty in solving its environmental problems, and in fact have accelerated them. The Chinese government has established many environmental laws and institutions, increased environmental investments, and is enlarging the participation of NGOs and the general public in some limited scale to solve its environmental problems. However, it has not obtained effective results because of the lack of environmental investments owing to the government's limit of the development phase, a structural limit of law enforcement and local protectionism, and the limit of political independency in NGOs and the lack of public participation in China. It seems that China remains in the stage of 'economic development first, environmental protection second', contrary to its catch-phrase of 'the harmony between economic development and environmental protection'. China is now confronted with dual pressure both domestically and abroad because of deepening environmental problems. There are growing public's protests and demonstrations in China in response to the spread of damage owing to environmental pollution and ecological deterioration. On the other hand, international society, in particular neighboring countries, regard China as a principal cause of ecological disaster. In the face of this dual pressure, China is presently contemplating a 'recycling economy' that helps sustainable development through the structural reform of industries using too much energy and through more severe law enforcement than now. Therefore, it is desirable to promote regional cooperation more progressively and practically in the direction of building China's ability to solve environmental problems.
