우리나라 전력계통은 비수도권 지역의 발전단가가 수도권 지역의 발전단가보다 값이 싸기 때문에 비수도권에서 수도권지역을 연결해주는 6개의 북상선로에 흐르는 융통조류의 양이 하나의 경제성을 평가하는 기준이 될 수 있다. 본 논문에서는 병렬형 FACTS 투입에 따른 혼잡비용 감소를 융통조류 여유(f-V)해석을 통하여 평가하였다. 수도권 지역에 병렬형 FACTS가 투입된다면 수도권지역에 무효전력 공급으로 인하여 융통조류 증가를 우리나라 중장기 계통에 대해 모의하고, 이때의 발전 비용을 계산하여 FACTS 투입에 따른 혼잡비용의 경감효과를 분석하였다.

제1차와 제2차 ‘국가지리정보체계(NGIS)구축기본계획’ 을 시행하면서 체계적인 GIS기반이 마련되어 중앙정부와 지방자치단체 등 공공부문을 중심으로 다양한 부문에서 GIS구축사업이 추진되었다. 그러나 GIS사업은 초기 막대한 구축비용과 사업완료이후에도 유지관리비용이 지속적으로 소요되기 때문에 그 타당성이 가시적으로 나타나지 않으면 사업의 추진이 어렵다. 따라서 본 연구에서는 체계적이고 과학적인 효과분석을 위한 GIS사업의 평가모형을 제시하고 이를 바탕으로 웹 기반의 GIS 효과분석시스템을 구현하였다. 본 연구의 GIS 효과분석시스템은 최신의 정확한 정보와 검증된 분석방법을 실시간 제공하기 위해 웹 기반으로 설 계 하였다. 왱 기반의 분석시스템은 GIS사업의 효과분석에 있어 시ㆍ공간의 제약을 받지 않고 GIS사업의 효과평가를 가능하게 한다. 또한 GIS사업의 효과측정에 있어서 타당성을 부여하여 과학적인 기준을 제시하며, 분석결과는 사업의 추진을 위한 재원마련과 정책결정자 설득의 기초 자료로 활용할 수 있을 것으로 사료된다.

LOS(Level of Service), the qualitative measure describing operational condition of highway, must be evaluated as quantative index in terms of user service. So, This study is focused on developing the user cost function that user cost is measured in the variation of V/C, MOE(Measure of Effectiveness) of LOS in basic Section of highway. The user cost is calculated as the sum of accident cost, operation cost, travel time cost. The data is collected in the four basic section of Singal-Ansan and Jung bu Highway. As the result of user cost function analysis, the user cost is the lowest When V/C is 0.54. Considering the V/C ratio(0.7) of Basic Section in rural highway suggested in KHCM, We find out that the LOS suggested KHCM increase the user cost of highway.

The cost/benefit analysis method is frequently used in the feasibility study of investments on geo-spatial information system. The cost/benefit analysis method has been applied extensively in the feasibility study of conventional information systems and recently efforts has been made to apply this method to geo-spatial information systems as well. This study efforts were made to present a cost/benefit model suitable for Korean GSIS and this model was then applied to Facility Management. In establishment of the cost model, the items of various costs were defined and a survey was made to find the average unit cost of each item. For the benefit model, the benefits of implementing a geo-spatial information system is classified into tangible and intangible benefits and only th tangible benefits were further classified. The established cost/benefit model was then applied to a gas distribution company with more than 100 employees and more than 300,000 customers. A GSIS was designed and the cost its implementation was compared to the present manual method of operation.

수자원사업에 따른 수질개선편익은 사업으로 인해 저감되는 오염원의 양을 예측하고, 그에 따른 수질개선효과를 계량화한 값이며, 이는 곧 해당사업의 가치로써 정의된다. 이러한 수질개선편익을 산정하기 위한 방법에는 개인의 지불의사를 추정하여 가치를 추정하는 조건부가치측정법(CVM)과 해당 사업에 따른 효과를 기술적 방식으로 대체할 때 소요되는 비용을 시행사업의 가치로 평가하는 방식인 대체비용법을 들 수 있다. 현재 조건부가치측정법은 다양한 분야의 사업에 대한 가치추정법으로 널리 쓰이고 있으나, 해당사업의 가치에 대한 공학적이고 직관적인 해답을 줄 수 있는 대체비용법의 적용성은 아직까지 미미한 실정이다. 이에 본 연구는 수질개선편익을 중심으로 대체비용법의 분석절차와 적용성을 확인하고자 하였고, 이에 대한 사례연구로서 댐증고사업을 대상으로 하였다. 수질개선편익과 같이 환경적 질을 높이는 사업은 대상사업의 가치를 추정하는 데 많은 어려움이 있으며, 기존에 주로 사용된 조건부가치측정법과 더불어 대체비용법을 이용한 검토는 보다 객관적인 의사결정을 지원하는 데 도움을 줄 것으로 판단된다.

This article describes the methodologies and case studies related to the evaluation of serials. A Total of 1,529 titles of serials, which were 1997 subscription titles of KINITI in the fields of science and technology, were analyzed. Two methods were employed in the study : the analysis of the opinions of subject specialists and the analysis of the cost per use. The purpose of study are 1) to suggest the models for evaluating serials 2) to identify the characteristics of the core serials.

전력 수요가 기하급수적으로 증가함에 따라 발전설비들의 신설의 필요성뿐 아니라 효율적인 전력수송 및 배분을 위한 송전설비의 신설의 필요성 또한 높아지고 있다. 이에 송전설비의 신설에 대한 계획 단계에서 건설비용뿐 아니라 운영비용에 대한 경제적 효과를 고려하여야 한다. 경제적인 운영비용의 평가를 수행하기 위하여, PSS/E 최적조류계산(OPF)을 활용하여 제약비용, 혼잡비용, 손실비용을 산정하는 명확한 절차를 제시한다.

R&D institutes, supporting development in industry, are required to provide an economic basis of their R&D investments. In this paper, we apply prospective cost-benefit analysis to evaluate the economic impact of R&D investments. We compute main metrics with cost and benefit estimated via counter-factual evaluation model. Among many projects of KRISS to improve measurement reliability, three projects are evaluated by applying prospective cost-benefit analysis.
