서울시 강남·강북권 6개구(區) 임야 거래가격과 공시지가 적정성에 영향을 미치는 요인 (Factors Affecting the Appropriateness of Forest Land Transaction Price and Officially Assessed Land Price in Six Districts in Southern and Northern Parts of Han River in Seoul)

  • 본 연구의 목적은 임야 거래가격과 공시지가 적정성에 영향을 미치는 주요 요인을 분석하여 현실에 부합하는 공시지가 결정요인 모색 및 감정평가액 결정의 적정성을 도모하는 데 있다. 본 연구는 서울시 강남 강북권 6개구(區)에 소재한 임야 거래가격 적정성 여부를 독립표본 t-검정분석, 로지스틱 회귀분석의 통계적 기법으로 분석하였다. 분석 결과 지역차이와 형상의 정형여부는 적정거래여부와 무관하였고 비오톱 지정여부, 개발제한구역 여부, 고저의 차이, 보전산지 여부, 이용상황의 차이, 방위 및 접면도로의 차이는 임야거래 적정성에 유의미한 영향을 미치는 것으로 분석되었다. 이를 바탕으로 임야 고유의 독특한 가격형성요인을 면밀히 분석하여 공시지가의 조사 평가에 반영하여야 한다는 함의를 지닌다. 국민경제활동과 밀접한 관련이 있는 임야 감정평가는 시장참가인들이 중시하는 임야가격형성요인을 반영할 필요가 있다. 본 연구를 통해 제시된 임야 적정거래 여부와 관련된 변수들은 향후 임야 거래질서정착과 시장 안정화 지표로 적용되기를 기대한다.

Marxan을 이용한 도시하천의 보전지역 설정 및 생태적 관리방안 연구 - 서울시 중랑천을 대상으로 - (A Study on Zoning and Management of Conservation Area and Ecological Management Plan on Urban Stream Using Marxan - A Case of Jungrangcheon(Stream) in Seoul -)

  • 본 연구는 서울시 도심 하천 중 국가하천인 중랑천을 대상으로 보전지역 설정 프로그램인 Marxan with zones 프로그램을 기반으로 한 하천 내 보전지역 설정 및 생태적 관리방안을 제시하였다. Marxan with zones 프로그램 적용은 유역권(planning unit) 설정, 맵핑지표(mapping index) 적용, 반복적인 분석을 위한 수치보정, 분석을 통한 시나리오 별 최적안 작성, 시나리오 별 민감도 분석, 시나리오 중 최적안 검토 및 선정 단계로 진행하였다. 중랑천 내 보전지역 설정 결과, 기존에 보전지역으로 지정 및 관리하고 있는 중랑천 상류 야생생물보호구역을 포함한 다수의 유역권과 중랑천 하류의 철새보호구역을 포함한 유역권이 핵심보전지역으로 설정되었다. 상류는 중랑천을 중심으로 수락산과 도봉산 등 산림이 인접하여 다수의 야생조류가 관찰되었다. 하류는 한강 합수부, 청계천 합수부 등 하천생태계가 인접하여 하천을 따라 이동하는 철새 도래지이다. 따라서 중랑천 상류와 하류는 유역권 내 도봉산, 수락산, 응봉산 등 산림생태계, 도심 내 녹지, 청계천 합수부, 한강 합수부 등 다양한 생태계와 연결되어 있어 보전지역 설정에 영향을 주었다. 본 연구는 보전지역 검증 시 Marxan with zones 프로그램을 통한 기존 보전지역 설정 및 평가를 검증하였고, 프로그램을 통해 핵심보전지역으로 도출된 유역권을 생태적으로 관리하기 위해 하천 내 관리방안과 유역권 관리방안으로 구분하여 제시하였다.

GIS 기반 비오톱 경관가치 평가도구(B-VAT)의 개발 및 적용 (The Development and Application of Biotop Value Assessment Tool(B-VAT) Based on GIS to Measure Landscape Value of Biotop)

  • The purpose of this study is to select the study area, which will be formed into Daegu Science Park as an national industrial complex, and to assess the landscape value based on biotop classification with different polygon forms, and to develop and computerize Biotop Value Assessment Tool (B-VAT) based on GIS. The result is as follows. First, according to the result of biotop classification based on an advanced analysis on preliminary data, a field study, and a literature review, total 13 biotop groups such as forrest biotop groups and total 63 biotop types were classified. Second, based on the advanced research on landscape value assessment model of biotop, we development biotop value assessment tool by using visual basic programming language on the ArcGIS. The first application result with B-VAT showed that the first grade was classified into 19 types including riverside forest(BE), the second grade 12 types including artificial plantation(ED), and the third class, the fourth grade, and the fifth grade 12 types, 2 types, and 18 types respectively. Also, according to the second evaluation result with above results, we divided a total number of 31 areas and 34 areas, which had special meaning for landscape conservation(1a, 1b) and which had meaning for landscape conservation(2a, 2b, 2c). As such, biotop type classification and an landscape value evaluation, both of which were suggested from the result of the study, will help to scientifically understand a landscape value for a target land before undertaking reckless development. And it will serve to provide important preliminary data aimed to overcome damaged landscape due to developed and to manage a landscape planning in the future. In particular, we expect that B-VAT based on GIS will help overcome the limitations of applicability for of current value evaluation models, which are based on complicated algorithms, and will be a great contribution to an increase in convenience and popularity. In addition, this will save time and improve the accuracy for hand-counting. However, this study limited to aesthetic-visual part in biotop assessment. Therefore, it is certain that in the future research comprehensive assessment should be conducted with conservation and recreation view.

지구단위 차원에서의 비오톱 보전가치평가 연구 - 대구광역시 신서동 택지개발 사업지구를 사례로 - (A Study on the Evaluation of Biotope Preservation Value in District Unit - Case Study in Sinseo-Dong, Daegu -)

  • This research has a meaning to provide basic data for eco-friendly way of district unit plans and ecological landscape planning by evaluation of biotope preservation value at the level of district unit and designating land development of the site, the whole area of Sinseo-dong (Dong-gu, Daegu metropolitan city) for research site. The summary of analysis result is as follows. As a result of classification of biotope types on the research site, it is divided into 11 biotope groups such as a residential biotope group and 51 specific biotope types which is subordinate to the groups. As a result of the first value assessment on classified biotope types, there are 16 types of natural rivers which is full of vegetation as a I class. Also it is analysed as 9 types of IIclass, 14 of IIIclass, 8 of IVclass, and 4 of Vclass. In particular, in light of a wildlife habitat, EB, in case of broad-leaved tree of mixed forest assessed as a II class, was classified into Iclass which is one-step upgraded as a final class with the analysis as there is a structural characteristic (more than 71% of low density, 50 years of age-class). As a result of second assessment, it is analysed that there are 17 special sites (1a,1b) and 33 special sites (2a, 2b, 2c) respectively for preservation of species and biotope. Particularly, in case of the No. 27 space, it was assessed that it has the value of about medium (IIIclass) level, but its value was upgraded with the on-spot detailed investigation that most of Aristolochia contorta, designated as a rare plant by Ministry of Environment, is growing. It is regarded that the above-mentioned research result on evaluation of biotope preservation value is expected to provide very important basic materials for future district unit plans and smooth integration with landscape ecology plans and eco-friendly space development.

지하수저류량 평가를 통한 비오톱 유형별 생태계서비스 효과 분석 (Ecosystem Service Valuation on Groundwater Storage Capacity by Biotope Type)

  • Recently, due to worldwide industralization and urbanization, natural environment has been severly damaged and global warning is worsening. Heat wave, torrential rainfall, typhoon and other natural disasters continuously occur due to global warming. Policies such as carbon emission regulation are taken into effect to solve such problems. Such global trend has affected interest to natural ecosystem and developed as a concept of ecosystem-services. This study particularly focused on ground water storage capacity among various ecosystem-services such as climate control and soil formation. It is because Korea suffers from drought and flood every year. Therefore, this study aims to understand objective numerical value of ecosystem-services value regarding ground water storage capacity of biotop classes based on relationship among precipitation, amount of evapotranspiration, and runoff of 7 regions of Chilgok-gun, Gyeongsangbuk-do and to convert the value into economic value. The study calculated ground water storage capacity based on relationship among precipitation, amount of evapotranspiration, and run off. Calculated amount of each capacity was 29.26 million ton($30.2mm/m^2$), 430.46 million ton($140.4mm/m^2$), 11.30 million ton($150.1.0mm/m^2$), 33 milion ton($3.0mm/m^2$). Economical value of ecosystem-service by each biotop classes appeared 4,128,800 thousand KRW ($21.32KRW/m^2$) for agricultural biotop, and 60,403,600 thousand KRW ($98.52KRW/m^2$) for forest biotop, 1,572,800 thousand KRW ($104.4KRW/m^2$) for grassland biotop, and 47,600 thousand KRW ($2.18KRW/m^2$) for bare ground biotop. The result of this study like above, it will be used as important evidentiary material to preserve natural resource effectively from various development business and policies that damages natural eco-system. Also, it is judged that ecosystem-service value by each land coverage will be used as important material for preparing legalistic institution such as establishing natural environment preservation plan, budget for alternative forest resource creation cost.
