In a nuclear emergency, protective actions for the public should be taken in time. It is internationally proposed that generic intervention levels (GILs) and generic action levels, determined based on cost-benefit analyses, be used as the decision criteria for protective actions. Operational intervention levels (OILs) are directly or easily measurable quantities corresponding to these generic levels. To assess the necessity of protective actions in a nuclear emergency, it is important that the environmental monitoring data required for applying and revising OILs should be promptly produced. It is discussed what and how to do for this task in the course of the emergency response. For an emergency environmental monitoring to be performed effectively, a thorough preparedness has to be made including maintenance of the organization and equipments, establishment of various procedure manuals, development of a supporting computer system and periodical training and exercises. It is pointed out that Korean legal provisions concerning GILs and OILs need to be amended or newly established.

경주 지진 발생 지점의 반경 30km에는 사고대비물질 취급 업체가 353개였고, 이 중 90% 이상이 오래된 내진설계가 반영되어 노후화가 심한 것으로 나타났다. 이에 사고대비물질, 고압장비 등의 취급 비중이 높은 산업단지 및 입주 기업체의 매뉴얼 개발의 핵심인 사내 방재 조직 편성에 필요한 항목들을 연구 도출하였다. 방재 조직의 큰 틀은 재해대책본부장(대표), 비상대책위원회(부서장), 현장지휘반으로 구성하였으며, 지진 대응 실무를 담당하는 현장지휘반의 역할을 정리하였다. 사내 방재 조직의 각 부서는 대비, 대응, 복구 단계의 역할을 숙지 및 훈련하여 1차 지진 대응 단체로서 피해를 최소화 시켜야 한다.

지난 3월과 4월 전국 시 도회 정기총회가 개최되어 제8대 시 도회장이 새롭게 구성됐다. 이에 따라 전국 시 도회는 시 도회장을 중심으로 제8대 집행부를 새롭게 구성하는 등 조직 갖추기에 돌입했다. 본지는 향후 3년간 시 도회를 이끌어 나갈 시 도회장을 인터뷰하여 향후 사업계획을 들어보는 자리를 마련했다. 이번호에는 이상일 서울특별시회 회장을 만나보았다.

NDMS(통합재난안전정보체계)는 재난이 발생하였을 때 필요한 상황 정보를 수집하여 제공하는 상황관리시스템이 있어서 재난 상황에 대한 판단, 지휘 등을 할 수 있게 한다. 이러한 기능을 가진 지자체를 위한 대표적 시스템인 SBB가 있지만, 이는 단순히 상황 정보를 연계해서 볼 수 있는 프레임만 제공하고 있다. 실제적으로 비상조직의 실무팀에 지시를 하고, 보고를 받고 하는 기능이 추가로 포함된 미국의 WebEOC에 해당되는 기능적 시스템이 필요한 상태이다. 본 연구는 이러한 관점에서 국내 상황에 맞는 현장 관리 모델을 제시하였다.

정보처리기술이 발달함에 따라 원자력시설에 대한 사이버침해 가능성이 갈수록 높아지고 있다. 방사능방재법 및 관련 법령에 의거하여 국내 원자력시설은 각 시설 별 사이버사건 비상대응 절차를 수립하고 절차의 유효성 및 비상대응조직의 대응역량을 제고하기 위한 목적의 주기적인 사이버사건 대응훈련을 실시하고 있으며, 규제기관의 독립적인 훈련평가 결과를 통해 많은 개선사항이 도출되고 있다. 본 논문에서는 현행 원자력시설의 사이버사건 대응훈련 체계를 분석하여 사이버사건대응 훈련 정책의 개념에 대해, 국내·외 기준에 따른 사이버사건 대응훈련 정책의 요소를 식별하여 이를 개선하기 위한 구체적인 규제방안을 제시한다.

Security awareness and training are becoming more important as cyber security incidents tend to increase in industrial control systems, including nuclear power plants. For effective cyber security awareness and training for the personnel who manage and operate the target facility, a TEST-BED is required that can analyze the impact of cyber attacks from the sensor level to the operation status of the nuclear power plant. In this paper, we have developed an HIL system for nuclear power plant cyber security training. It includes nuclear power plant status simulations and specific system status simulation together with physical devices. This research result will be used for the specialized cyber security training program for Korean nuclear facilities.

The purpose of this study is to compare and analyze the organizations for responses in disaster fields to cope with large-scaled disasters including Emergency Management Agency, Emergency Response Unit, Emergency Support Center, and Field Command Center (Field Command Office). According to the results of the analysis, the problems of the organizations for responses in local disaster fields are; 1) the scopes of roles among the organizations for responses in disaster fields are ambiguous, 2) the structures of the organizations for responses in disasters are different each other, 3) the integrated management functions among the organizations for responses in disasters are overlapped, and 4) the one who assumes the integrated command is not defined. In order to improve the problems, first, the range of working of each organization for responses in local disaster fields should be definitely established and an agreement in services among the organizations should be settled in advance. Second, similar designs in the structure among the organizations for responses in disasters are necessary for amicable communication. Third, the works for integration and management for each organization for responses should be apportioned. Fourth, the organization in charge and the one who assumes the integrated command for each type of disasters should be appointed in advance for rapid decision-making.

최근 기술유출이 갈수록 빈발하고 있어 반도체, 휴대폰 등 첨단 신기술개발 핵심 주체인 벤처기업의 보안체계에 비상이 걸렸다. 기술유출 방법 역시 갈수록 첨단∙전문화되고 있어 이를 방지하는 데 사운을 걸어야할 지경이다. 기술유출은 비단 해당 기업의 피해로 국한되는 것이 아니다. 기술유출을 위한 국제 스파이 조직이 활개를 치고 있는 요즘 기술유출은 곧 국부유출로 이어진다. 이에 본지는 국부유출을 막기 위해 각고의 노력을 기울이고 있는 서울중앙지검 첨단범죄수사부 이득홍 부장검사를 만나 기술유출의 심각성과 대응책 등 기술유출 전반에 관한 이야기를 들어보았다.

This study is a qualitative study to understand the meaning and essential structure of the experiences of Tae-um (Workplace bullying) experienced in hospital organizations for nurses. The participants were interviewed by selecting 10 persons who agreed to participate in the research through SNS in the workplace with the cooperation of the hospital. The collected data were analyzed using Colaizzi's phenomenological method. As a result of the study, Tae-um in the hospital organization of clinical nurses was divided into 4 categories(Taking the terrible first step, A series of hardships that never end, Hang on to myself, Wings flight of for adaptation) and 16 It was derived from themes. In conclusion, it was confirmed that Tae-um, not only new nurses, but even nurses who have accumulated careers, are still in progress, so they are adapting to the difficult hospital organization. Therefore, if a psychological support program for nurses is introduced, it will contribute to solving the Tae-um problem and establishing an organizational culture where nurses are respected.
