The purpose of this study is to find out the most effective evacuation alarm sound which is the one of the most important element of the evacuation guidance system as a fundamental mechanism to minimize the damages of a fire. In this regard, a survey was conducted against the firefighting officers and the general public with questions about the general awareness of fire and their preference to various kinds of fire alarm sounds. The result showed that 1) even though the awareness of the interviewees on fire was improving while there were in familiar places like homes or works. But, when they were situated in unfamiliar locations, the fire safety awareness could not be deemed to be strong. This in turn calls for the education of the public and improvement of the existing policies for the enhancement of the fire related safety awareness in unfamiliar environments. 2) For the question about the possible time they could survive in a fire or the time required for safe evacuation, it turned out that the interviewees were thinking of the time required for evacuation to be short, which calls for proper actions. 3) When the visibility in a fire situation is highly limited, the most preferred answer for the alarm sound was a female voice, saying "The emergency exit is this way," accompanies with flashing lights of sirens for the emergency evacuation guidance.
Recently, localized heavy rain is increased by climatic changes and landslide is increased. Also, because of landslide occurred in urban area, life and property damages are increased. Therefore, standard operation procedure of disasters should be established by steps and institutions so as to respond landslide. This thesis investigated application of current disaster manual so as to write SOP of landslide for disaster prevention related experts and accepted opinion for responding necessaries by using landslide SOP and important matters by step of disaster management. As the result of investigation, application of manual was low during the current response to disasters and application was the highest in responding step among the steps of disaster management. In case of landslide, they responded that response with SOP is necessary. During the organization of landslide SOP, they responded that training and education for landslide disaster are important at the step of prevention, conduction of landslide disaster broadcasting and provision of information are important at the step of preparation, guidance for evasion and behavior methods is important at the step of response and investigation of landslide disaster damages and reflection of record and evaluation are important at the step of recovery. In addition, for the requests for landslide SOP application, there was an importance of secondary factors such as expansion of professional manpower, strengthening of law and institution, education and training for SOP acquisition, etc.
This study is for the inundation damage analysis caused by levee break, and for the applicability of GIS tool to make inundation map in the Jungrang stream basin which is one of the representative urbanized area in Korea. The FLDWAV was applied to the actual flood in 1998 to calibrate the parameters, and was used under the flood conditions of 100, 200 years and PMF for the analysis of inundation caused by the levee breach. As the conditions of the levee break, the duration of break(10, 30, 60 min), the width of break(10, 20, 30m) and the location of the break are considered. We found out that the range and the volume of the inundation are strongly influenced by the location of the levee break, the break width in order. And, we compared the two processes of making the inundation map using WMS and ArcView model. The Process 1 which use only WMS has the benefit by its simplicity but there could be considerable errors in making the inundation map, while Process 2 where the ArcView model is introduced to WMS has the capability of making detailed topography map but needs more process time. This study could contribute to levee breach flood analysis and making flood map to establish the EAP(Emergency Action Plan) in the urban basin.
This Research analyzes the consumers' willingness to pay(WTP) for residential water on severe drought condition. The 7 large cities and 32 chronicle drought regions have been selected for this research survey. Results show that the consumers of large cities, which are relatively rich, think water quality is more important than quantity, but the consumers of 32 chronicle drought regions expressed just opposite. Dichotomous choice and open-ended questionnaire are mixed for the survey and Tobit model is applied in the analysis. As we expected, the higher the education level, the number of household member, and the income, the higher the WTP. When there is 25% reduction of supply, the WTP is about $2 per month. Contrary to the expectation, WTP is just slightly increased for 50% of water supply reduction. This is because of the resistance of tax as well as the limited actual experiences of water shortage so, they underestimated it. In any cases, actual WTP for actual water shortage is much higher than this result. More effective water supply and distribution schedule must be ready as a national and local level to prepare severe drought in the near future. Consumers are willing to pay higher price than the current level for water security. Water distributional system should be reconsidered and alternative source of water also be prepared.

In this study, we developed a PC - based motorcycle simulator based on the development technology of a virtual patrol motorcycle training system. This simulator has been developed to be applied to a variety of fields such as driving training for beginners, driver factor research, and system development such as ABS, which can be seen in advanced models. The weight of the motorcycle operated by the patrol guards is more than 400Kg. There is a lot of risk due to the nature of work without prior practice. Therefore, we implemented a study on the untilization of physical stress and temporal pressure in emergency situations. In order to get a feeling that the motorcycle simulator is operating in real-life, it is important that the mutual reliable signal transmission and operation feel between the driver and the simulator. In order to achieve this, we developed a system that can apply the sub-systems of the actual vehicle to the motorcycle simulator in order to generate the same operation feeling as the actual vehicle. Based on these results, we have developed a method of generating a feedback queue.

In this research, we propose a new method for tracking the release rate using the concentration data obtained from the sensor. We used a sensor network that has already been set surrounding the area where hazardous gas releases can occur. From the real-time sensor data, we detected and analyzed releases of harmful materials and their concentrations. Based on the results, the release rate is estimated using the neural network. This model consists of 14 input variables (sensor data, material properties, process information, meteorological conditions) and one output (release rate). The dispersion model then performs the simulation of the expected dispersion consequence by combining the sensor data, GIS data and the diagnostic result of the source term. The result of this study will improve the safety-concerns of residents living next to storage facilities containing hazardous materials by providing the enhanced emergency response plan and monitoring system for toxic gas releases.

Consequently we have developed the automation system in order to reduce the massive death of the livestock at the time of intense cold and hot. The system will be able to clean the waste of the barn and confront quickly in the change of temperature which is sudden it came. And we proposed also the system that will be able to watch at real-time and monitor the operational environment from a remote using CCD camera. In this paper, we proposed the remote control system which uses PDA in order to control the automation system of a stall while moving. The proposed system was embodied in order for the control and the monitor while the user is mobile using PDA screens. We also added a protection system in that system. The system sends the case warning and SMS while will have the fire and the intrusion from the outside and prevents a robbery.

To make students recognize the danger of fire smoke that may occur in ships and to improve the response capability, spaces for safety educ ation were built inside the training ship, and scenarios were developed. This study is an analysis of the movement characteristics of the students acquire d under each scenario. Followings are the summary of the analysis results. In the non-smoke environments, there was no difference in the velocity of escape movement between the case of without block on the familiar route and the case of with unexpected block. However, when the indoor was filled with smoke, the visibility became very low because of the smoke density and the average velocity was 62.5 % slower than the case where it was not. Regardless of the scenarios, the average equivalent velocity on the complex path was faster than the simple straight path, and the standard deviation was smaller. Under the smoke-fullfilled environment, although the relative velocity probability distributions of the complex passage and the entire passag e are very similar, the inter-individual fluctuation of the relative velocity ratio of the complex passage to that of the entire passage was very large. On the other hand, equivalent velocity could be expressed by the logarithmic function of the visibility. Also, as the tension of the students increased, the equivalent velocities were accelerated on all scenarios.

By reviewing domestic and international papers, this study examines various fields in which drones are used, and based on the results, fields are suggested in which drones can be used for the work of firefighters. Overall, the research results show that drones are most commonly used for search (51%), disaster and fire monitoring (35%), and delivery (14%). Specifically, in the search field, using a drone is more efficient in terms of manpower, equipment, time, and cost than using people, which is the current practice. Secondly, in disaster and fire monitoring, drones can analyze and identify disasters and fire sites in real time. Therefore, it was confirmed that the use of drones is helpful in securing the safety of firefighters and identifying a disaster site. Third, research in logistics shows that drones can secure the so-called golden time in emergency situations by delivering rescue and relief supplies, emergency medicine, and blood in short order. In a rapidly changing disaster environment, and considering aging in firefighters, this study is meaningful in that it promotes drone utilization in the firefighting field by investigating basic data on drone utilization plans.
Purpose: The Ministry of Employment and Labor has been working hard to ensure the safety of workers due to heavy rain during natural disasters as the responsible ministry in charge of preventing industrial accidents and health problems for workers. Accordingly, the Ministry of Employment and Labor intends to analyze actual cases of responding to heavy rain disasters and suggest ways to improve the response system. Method: An emergency response system implemented to respond to heavy rain disasters with an internal expert group composed of those in charge of disaster work at headquarters, local government offices, and Korea Occupational Safety and Health Agency, and an external expert group composed of professors, consulting representatives, and disaster managers from other ministries. Contents on self-inspection by industry, workplace inspection, use of serious siren, safety management and restoration work guidance were reviewed. Result: First of all, it is necessary to check the regular contact system from time to time, and it is also necessary to prepare and distribute detailed self-checklists for each industry. In addition, it is necessary to check the implementation of self-inspection when inspecting workplaces, and it seems necessary to have measures to increase the readability of information notified through serious disaster sirens. In addition, since safety work is done in the form of a contract, it seems necessary to prepare specific safety guidelines. Conclusion: In order to protect the lives of workers due to seasonal harm and risk factors, unlike the passive coping methods of the past, abnormal weather should not be regarded as an unexpected situation, and it should be actively and preemptively responding beyond the conventional framework.
