Rock Mechanics Site Characterization for HLW Disposal Facilities (고준위방사성폐기물 처분시설 부지에 대한 암반역학 부지특성화)

  • The mechanical and thermal properties of the rock masses can affect the performance associated with both the isolating and retarding capacities of radioactive materials within the deep geological disposal system for High-Level Radioactive Waste (HLW). In this study, the essential parameters for the site descriptive model (SDM) related to the rock mechanics and thermal properties of the HLW disposal facilities site were reviewed, and the technical background was explored through the cases of the preceding site descriptive models developed by SKB (Swedish Nuclear and Fuel Management Company), Sweden and Posiva, Finland. SKB and Posiva studied parameters essential for the investigation and evaluation of mechanical and thermal properties, and derived a rock mechanics site descriptive model for safety evaluation and construction of the HLW disposal facilities. The rock mechanics SDM includes the results obtained from investigation and evaluation of the strength and deformability of intact rocks, fractures, and fractured rock masses, as well as the geometry of large-scaled deformation zones, the small-scaled fracture network system, thermal properties of rocks, and the in situ stress distribution of the disposal site. In addition, the site descriptive model should provide the sensitivity analysis results for the input parameters, and present the results obtained from evaluation of uncertainty.

Quantitative Analysis on Intensity of 1936 Jirisan Earthquake by Estimating Seismic Response Characteristics at the Site of Five-story Stone Pagoda in Ssang-gye-sa (쌍계사 오층 석탑 부지의 지진 응답 특성 평가를 통한 1936년 지리산 지진 세기의 정량적 분석)

  • An earthquake of magnitude 5.0 occurred at Ssang-gye-sa, a Buddhist temple in Jirisan, located near the southern border of the Korean peninsula on 4 July 1936. It resulted in severe damage of several buildings and structures in Ssang-gye-sa. Particularly, the top component of a five-story stone pagoda in the temple was tipped over and fell down during the earthquake. This earthquake damage case would be usefully applied to estimating the intensity of ground motion in the Korean peninsula, a moderate seismicity region, where strong motion has never been recorded with the exception of historic seismic events. In order to estimate the local site effects and the corresponding ground motion at Ssang-gye-sa site, intensive site investigations including borehole drilling and in-situ seismic tests such as crosshole and SASW tests were performed in the temple area. Based on the site characteristics, site-specific seismic response analyses using various input motions were conducted for a representative Ssang-gye-sa site by means of both one-dimensional equivalent-linear and nonlinear methods with six input rock outcrop acceleration levels ranging from 0.044g to 0.220g. The resultant site-specific seismic responses indicated the amplified ground motions in the short-period range near the site period of Ssang-gye-sa. Furthermore, the intensity on rock outcrop of the 1936 Jirisan earthquake was estimated by making a comparison between the site responses analysis results in this study and the full-scaled seismic test of pagoda model in the prior study.

Hydrogeological Site Monitoring in Low and Intermediate Level Radioactive Waste Disposal Facilities (중·저준위 방사성 폐기물 처분시설의 부지 감시 현황)

  • 국내의 부지특성 및 감시 관련 규정은 원자력 안전위원회 고시 제2021-16호 제4조(세부지침)와 원자력 안전위원회 고시 제2021-17호 제16조에 의거하고, 국외는 국제원자력기구(IAEA: International Atomic Energy Agency)에서 안전기준을 제시하고 있다(IAEA, 2011). 따라서 국내 중·저준위 방사성폐기물 처분시설은 2006년부터 광역 지질을 포함한 부지 지질/지형, 기상, 수문, 수리지질, 인문사회 등을 망라한 조사를 시행하여 부지 현황에 대한 분석 및 안정성 평가를 수행한다. 부지감시의 수문·지구화학 분야에서는 현장 수질 측정 6항목과 실내 분석 26항목을 감시하고 있으나, 본 연구는 이 중 9개 항목(EC, Na, K, Ca, Mg, SiO2, Cl, SO4, HCO3)을 선정하여 분석하였다. 연구 목적은 물시료 분석자료의 주성분-다중선형회귀-군집 분석과 Piper Diagram 분석결과로부터 해수와 담수(지하수)와의 특성분석 및 해수 영향을 분석하는 것이다. 현장 부지내 지하수 7개 관정(GM-1, 2, 4, 5, 6, 7, 8)과 해수 2개 지점(Sea-1, 2)을 대상으로 통계학적 주성분 분석결과, 대부분의 지하수는2개~4개의 요인으로 구분되고, 해수와의 유사성을 해석하기 위해 확인한 관정은 GM-5, GM-6, GM-1 지점으로 분류되었다. 상기와 같이 해수의 영향을 확인하기 위해 해수 2개 지점과 동일한 군집으로 분류되는 지하수는 GM-5 관정으로 확인되었고, 해안선에서 가까운 GM-5 관정과 같이 유사한 거리에 분포한 지하수 GM-1, 2, 4 관정은 2개 혹은 3개의 최적 군집으로 분류하였을 때도 GM-5와는 다른 특성을 보여주었다. 이는 해안과 인접하더라도 수질은 다른 지질학적 특성(지형, 기상, 단열대 등)에 따라 영향받았음을 지시한다.

A Study on the Application of Potential Exposed Population for a Receptor-oriented Health Impact Assessment (수용체 지향의 건강영향평가를 위한 잠재노출 인구수의 산정·활용 가능성 연구)

  • Health impact assessment in South Korea is carried out within the framework of Environmental Impact Assessment (EIA). And, public health and hygiene items in EIA as an evaluation of health impact items were designed to calculate the emission level of hazardous air pollutants from specific development projects, and the exposure concentration at major sites, and to assess the health risk associated with these projects. But, the assessment of the receptor characteristics around the development project is limitedly considered. The purpose of this study is to propose the method of calculation of potential exposed population and the use of it for public health and hygiene items in EIA. The data for the calculation of potential exposed population in South Korea were identified. And the calculation algorithm based on them was proposed. After that, in a development of industrial complex, a case analysis was carried out assuming the release of hazardous air pollutants. This study suggested that the concept of population risk should be applied in risk assessment utilizing the potential exposed population and as a future study, a standard of assessment of health effects for population risk should be established. Finally, the possibility of using this study as a location-limiting tool for the development project was presented through the method of calculating the potential exposed population. It is meaningful that this study presented a method for performing risk assessment from the perspective of receptors around a development project.

Noise Map Analysis for the Design of Noise Barrier at School Site (학교부지의 방음벽 설계를 위한 소음지도 해석)

  • In this study, the noise mapping simulation is executed to design an effective barrier reducing noise levels of a school site. The geographical features of the ambient site and the school buildings are modelled in detail in order to consider sound propagation, deflection, and absorption phenomena etc. The main sound source, sound power level of expressway, is estimated on the basis of measured noise levels at several points of the site. The noise mapping simulation is performed by using ENPro, environmental noise prediction program based on ISO 9613 to analysis the effectiveness of noise barrier. Consequently, the noise barrier is designed to meet an environmental noise standard and satisfy low cost and safety conditions.

  • Attempts were made to increase an efficiency of soil contamination investigation systems(SCISs) including Soil Contamination Fact-Finding Investigation Sites and Special Soil Contamination Management Facility Sites in Korea. In order to increase low efficiencies resulting from inappropriate SCISs, possible policy suggestions are driven based on the results from problem findings of Korean policy and comparisons of policies in industrialized countries including United States, United Kingdom, Germany, the Netherlands and Japan. First, functions of Soil Environment Conservation Act(SECA) on liability should be updated and reinforced to initiate a soil contamination investigation process for stakeholders including an owner(s) or a responsible party(ies) of the potentially soil contamination sites positively. Second, appropriate SCISs should be emerged for implementing the Soil Contamination Fact-Finding Investigation Sites and Special Soil Contamination Management Facility Sites properly. Stakeholders for the potentially contaminated sites should easily access and raise the soil contamination issues, and soil contamination investigation implemented by liable and profit environment (consulting) companies should be encouraged. Third, the soil contamination reporting system of SECA needs to change legally responsible. Further more, public announcement system showing soil quality of a site which exceeds a certain scale would be considerable. Fourth, liable environment (consulting) companies should legally execute Soil Environment Assessment of SECA.

Environmental Impact of Soil Washing Process Based on the CO2 Emissions and Energy Consumption (토양세척 공정의 환경영향 분석 - 이산화탄소 배출량 및 에너지 사용량을 중심으로)

  • This study evaluated the environmental impacts of a soil washing (SW) process, especially, we compared the on-site and off-site remediation of TPH-contaminated soil using green and sustainable remediation (GSR) tool. To assess relative contribution of each stage on environmental footprints in the entire soil washing process, we classified the process into four major stages: site foundation (stage I), excavation (stage II), separation & washing (stage III), and wastewater treatment (stage IV). In on-site SW process, the relative contribution of $CO_2$ emissions and energy consumption were 87.1% and 80.4%, respectively in stage I, and in off-site SW process, the relative contribution of $CO_2$ emissions and energy consumption were 82.7% and 80.5%, respectively in stage II. In conclusion, the major factor contributing environmental impact in the SW process were consumable materials including steel and stainless steel for washing equipment in on-site treatment and fuel consumption for transportation of soil in off-site treatment.

A Case Study of Expanding the Health Impact Assessment on the Residential Development Projects (주거지 개발계획에 대한 건강영향평가 확대와 사례분석)

  • The development projects subject to health impact assessment (HIA) in the current environmental impact assessment (EIA) system are limited to some projects under Article 12 of the Enforcement Decree of the Environmental Health Act (Additional Assessment Objects Subject to Health Impact Assessment Items), but health impact-related matters are being evaluated and reviewed during consultation. In particular, when a development site is planned around some pollutant sources in a residential development plan, it is evaluated and reviewed whether the site meets the risk criteria through a current concentration survey of major hazardous air pollutants. This study prepared a quantitative method to confirm the validity of the location of the residential area to be developed in the residential development plan and proposed a plan to expand the project subject to HIA within the EIA procedure. A detailed methodology was proposed by reviewing the screening and scoping procedures of the EIA system, and a case analysis of the urban development plan discussed in the past was conducted to verify the methodology.
