Management of stormwater runoff is considered a nationwide challenge. To deal with this challenge, many researches have been conducted to study initial stage of stormwater fee imposition. The objective of this study was to recommend a framework for stormwater fee imposition not only for funding the stormwater management programs but also for encouraging people to decrease impervious area. This study focused on, regulations, financial resources and international cases related to stormwater runoff management. Polluter pays principle, which is generally recognized environmental policy principle is regarded the basis of stormwater fee imposition. Three components suggested for the stormwater rate structure are 1) stormwater utility revenue requirement, 2) billable equivalent stormwater unit, 3) system unit cost. The key point of stormwater rate structure is the "Equivalent Residential Unit(ERU)". The concept of an ERU is one residential area with a runoff coefficient. The runoff coefficient is that portion of rainfall that becomes runoff rather than infiltrating into the ground. In addition to this, this study took into account the observed data simulation for the separation of stormwater treatment expenditure from the comprehensive wastewater treatment cost.

The public broadcasting in Korea are currently financed primarily through license fees paid by anyone who holds a TV set. This paper aimed for other options; How can we have a stable cash flow for public broadcasting account for right incentives, lack of sufficient government intervention, efficiency and quality? As this paper shows, bringing taxes more efficient and fairer, while a solid foundation for the public broadcasting finance; combined with an incentive based payment system this may be a sensible alternative to the forthcoming poll tax.

There are many traffic problems in a city such as parking, traffic jam caused by traffic induction facility. Therefore it is essential to demand for traffic demand management to building's owner whose building location causes traffic induction. According to the 90s traffic policy, government collects fee for traffic induction facility through traffic policy management and they encourage the building owner to join reduction of traffic jam program by reduction of traffic induction fee. However there are not many buildings owner joined this program because the program is not ghat beneficial. For example, if government set out parking guidance system (part of parking demanding system) in a city, it will reduce to 20% of traffic induced contributions but t can be used only once a year, so it is not efficient to used even it is valuable for about 10 years. In particular, according to the economic efficiency analysis, evaluate economically as net present value (NPV) to 2,160.44 million won, ratio of benefit/cost (B / C) to 2.44 during 10 years. Therefore this research will find out what is necessary for parking guidance system.

9월중순부터나 하순부터는 새로 도입하는 실지 수입단가에 따라 또는 정부관리양곡 부산물가격 인상여부와 소맥피가격 형성 여하에 따라 결정될 것으로 전망되나 사료가격 안정기금을 수입사료 부담금으로 충당하게 될 경우 배합사료 가격의 하락폭은 예상보다 다소 좁아지겠지만 배합사료 가격은 계속 적정수준으로 유지 시킬 수 있을 것이다.

개발이익의 환수는 부담금을 늘리는 것보다 기존 조세 제도를 제대로 운영하면 충분히 그 효과를 살릴 수 있다는 지적도 나온다. 이미 땅값이나 집값 상승에 대해서는 양도소득세를 통해 이익의 일부를 세금으로 거둬들이고 있다. 개발사업으로 이익을 본 기업도 법인세를 내고 있다. 따라서 기족 세법 테두리에서 개발이익에 대한 철저한 환수를 할 수 있도록 보완책을 마련하는 게 정도(正道)라는 지적이다
