향후 한국사회에서는 사회적 소외계층의 생활환경개선과 더불어, 국민 모두의 건강하고 활기찬 생활을 지원할 수 있는 보다 적극적이고 효율적인 복지서비스에 대한 수요가 증가할 것으로 전망된다. 이러한 사회적 니즈는 우리나라 복지정책이 사회적 취약계층에 대한 시혜적 차원에서의 복지제도개선에 머물 것이 아니라, 사회 경제 문화 등 다양한 영역에서 지식 및 기술의 생산방식을 전환할 것을 요구한다. 복지의 관점으로 과학기술정책을 살펴보고, 변화의 방향을 모색할 시점이다. 본 논문은 과학기술정책이 기존의 성장패러다임에서 벗어나, 진정한 의미에서 복지와 성장의 선순환을 이루는 시스템을 갖추어야 한다는 점을 주장한다. 이를 위해서는 그 문제의 심각성에 비해 연구개발 투자가 저조한 분야에 대한 개선과 더불어 기술공급 위주의 정책에서 벗어나야 한다는 점을 강조한다.

과학기술의 인력수급과 양성 못지않게 과학기술인의 복지 문제에 대한 개선의 목소리가 높아지고 있다. 과학기술인의 퇴직 후 복지 문제는 과학기술부 산하 정부출연연구기관(출연연)이 중심이 돼 지난 2004년 과학기술인공제회가 의욕적으로 출범했지만 아직도 지지부진한 것이 현실이다. 과학기술인 퇴직연금사업의 여건과 전망, 문제점 등을 짚어본다.

올해 새학기에 개원한 광운대 정보복지대학원은 첨단 공학기술, 정보통신기술을 바탕으로 인문사회과학분야를 지식산업화 시키는 이색전문대학원이다. 인터넷 등 정보활용능력을 통하여 복지를 효율적으로 실현시킬 수 있는 전문가를 양성하는 이 대학원은 행정정보학과, 문화산업정보학과, 마약범죄정보학과, 사회복지학과 등 4개 학과와 6개 전공과정이 개설되어 있다.

This paper explores into the potential contribution of welfare science and technology(WST) to meeting the challenges of ageing. Drawing on the literature about gerontechnology, this paper considers the application of scientific knowledge for welfare of an aging population. WST for the improvement of the daily functioning of the elderly people can not only prevent, delay or compensate for the declines or impairments of coginitive and physical functions (by assistive technology) but also enhance personal ability to overcome problems either by supporting the person's abilities (by supportive technology) or by changing the environment (by public welfare technology). This paper draws attention to a paradigm change in the conceptualization of disability and its ramifications for the role of technology and aging. A range of approaches such as Barrier-Free design, Universal Design points to new directions of WST in which products and services are devised to improve the quality of life for all people, and hence enhancing the socio-economic vitality. It is suggested that the future of welfare science and technology will be based in large measure on its goal to reduce or prevent individual and structural lag in the relationships between people and their environments. Addressing issues of the broader physical and social environment will emphasize the goal of prevention and the view that environmental needs for aging population are changing over time.

과학기술처는 과학기술의 인식제고와 이의 확대보급을 위해 오는 91년을 목표년도로 하는 전국민과학화운동 단ㆍ중ㆍ장기계획을 수립, 이를 적극 추진키로 했다. 선진복지국가형 과학풍토를 정착화를 위해 마련한 이 계획에 의하면 79년은 점화단계, 80~91년은 활성화단계, 82~91년은 심화단계로 각각 설정하고 청소년(초중고생)과 일반시민 그리고 농어민에 역점, 전국민 생활의 과학화 운동을 전개할 방침이다. 다음은 과기처가 수립한 전국민 과학화운동 계획 전문이다.

In order for life-sports to develop sports policies need to be addressed in the conceptual categories of sports welfare policies. Beyond the concept of sports welfare, it must be recognized as an important part of general welfare to further increase the effectiveness of sports welfare policies. And for sports welfare policies to be effectively delivered to the target people, it need to be incorporated into a national-level policy system such as a general welfare system. In this study sports welfare governance and Exclusive Organization Policy Model was proposed as one of the ways in which sports welfare policies were incorporated into a national delivery system.

Due to the recent aging population, the need for development and use of welfare technology is increasing in society, but the debate on the evaluation of the personal, social and economic effects of newly developed welfare technology is insufficient. The purpose of this study is to analyze the concept of welfare technology and the theoretical contents of technology assessment, and to discuss the development of indicators applicable to welfare technology assessment for older adults. For this purpose, the characteristics of welfare technologists, who are distinguished from the general technology, were examined and tried to establish the concept of welfare technology and to examine theoretically. In addition, welfare technology Assessment indicators reflect the characteristics of older adults and are presented in six areas, including personal, economic, social, technological, environmental and ethical aspects. For the case study, two welfare technology products for older adults were selected and applied to the welfare technology evaluation indicators. This study suggests that older adults and their caregivers need to be participating as an important stakeholder to increase the effectiveness of the welfare technology assessment.
