The article aims to discuss ethical issues of social welfare informationisation, focusing on dataveillance through social welfare information system in South Korea. The Korean government plans to upgrade social welfare information system, by strengthening welfare fraud tracking and adding blind spot discovering functions. However, surveillance over poor population's data is inevitable when conducting such investigations. This article reviews current debates on dataveillance. It then conducts a case study on social welfare dataveillance in South Korea, asking what ethical problems lie in the dataveillance in terms of privacy, accuracy, property, and accessibility issues. Subsequently, this paper identifies three fundamental ethical dilemmas of social welfare in the informational age. Finally, it suggests policy alternatives to tackle the ethical problems and dilemmas of social welfare informationisation.

향후 한국사회에서는 사회적 소외계층의 생활환경개선과 더불어, 국민 모두의 건강하고 활기찬 생활을 지원할 수 있는 보다 적극적이고 효율적인 복지서비스에 대한 수요가 증가할 것으로 전망된다. 이러한 사회적 니즈는 우리나라 복지정책이 사회적 취약계층에 대한 시혜적 차원에서의 복지제도개선에 머물 것이 아니라, 사회 경제 문화 등 다양한 영역에서 지식 및 기술의 생산방식을 전환할 것을 요구한다. 복지의 관점으로 과학기술정책을 살펴보고, 변화의 방향을 모색할 시점이다. 본 논문은 과학기술정책이 기존의 성장패러다임에서 벗어나, 진정한 의미에서 복지와 성장의 선순환을 이루는 시스템을 갖추어야 한다는 점을 주장한다. 이를 위해서는 그 문제의 심각성에 비해 연구개발 투자가 저조한 분야에 대한 개선과 더불어 기술공급 위주의 정책에서 벗어나야 한다는 점을 강조한다.

The main objective of this study is to examine antecedents and outcome of organizational cynicism. This paper focuses on organizational commitment of social worker as outcome variable. Thus, this study attempts to examine structural relation of variables of organizational level(personnel management), job level(job characteristics), and individual level(level of self-control) on the level of organizational commitment, with special concern about the mediating effect of organizational cynicism. The study conducted mail survey and collected information for data analysis from 330 social workers working at 173 social welfare organizations in Seoul and Kyong-gi area, The study used structural equation modeling(SEM) method for analyzing the constructed model. Main results are as follows: (1) evaluation about personnel management is negatively related to organizational cynicism; (2) evaluation about job characteristics is negatively related to organizational cynicism; (3) evaluation about self-control is negatively related to organizational cynicism; (4) organizational cynicism exerts negative effect on the level of organizational commitment; and (5) evaluation about personnel management, evaluation about job characteristics, and evaluation about self-control exerts positive effect on the level of organizational commitment. Among the results of this study, this paper focuses on the function of personnel management system on organizational cynicism. This paper emphasizes that social welfare organizations must make a lot of efforts for making fair personnel system in order to reduce social workers' organizational cynicism and ultimately promote their organizational commitment.

본 논문에서는 최근 새롭게 제안된 건강/의료 복지 서비스인 u-라이프케어에서 생체정보의 계측의 중요성과 최신 연구 동향을 주요 만성 성인질환인 당뇨병을 대상으로 분석하였다. 당뇨병의 정확한 진단과 효율적 관리에 있어서 중요한 생체 정보인 혈당 및 당화혈색소 비율의 의미를 분석하고 이를 계측하기 위한 생체계측 시스템의 구성과 특징을 살펴보았다. 특히, u-라이프케어를 위한 생체계측용 센서의 요구 특성과 이를 만족시키기 위한 최신 연구동향을 분석함으로써 향후 도래할 신개념의 의료/복지 서비스 시스템에서 생체정보와 이를 위한 생체계측시스템에 대한 이해를 개관하였다.

현재 많은 국가들이 복지를 위해 많은 투자와 지원을 하고 있으며, 이러한 시대의 배경을 바탕으로 복지에 많은 관심이 몰리고 있으며, 연구들이 이루어지고 있다. 전 세계적으로 의료가 발달하면서 인간의 수명은 늘어나게 되고, 노인들의 증가로 인하여, 노인에 대한 복지가 문제가 되고 있다. 이러한 문제를 해결하기 위해서 본 논문에서는 이동에 불편함을 느끼거나, 주기적인 관리나 보호가 필요한 노인들이 집에 있으면서 여러 가지 서비스들을 이용 가능하도록 도와주는 기능을 제공한다. 이 시스템을 사용하는 노인들은 기본적인 혈압이나 몸무게 등 측정과 관련된 서비스를 이용할 수 있고, 기초적인 집안일도 서비스로 이용 받을 수 있다. 또한, 관리자가 집을 방문하고, 관리자는 노인이 설정해 놓은 측정 및 서비스들을 확인할 수 있다.

Wireless sensor networks (WSN) based on low-power technologies become important portion of ubiquitous systems. In this paper, we introduce a WSN-based welfare management system as one of the WSN applications. Especially, we implement S-MAC (Sensor Medium Access control) protocol on our system that saves both cost and power consumption, and we evaluate system performances using the TOSSIM simulator. Sensors and a small database server are placed in the house of participant, which collects and stores some environment conditions of the house. The small servers are connected to each others by wireless ad-hoc network.

In this paper, we developed u-Care service system using technologies of USN and LBS to help construct social welfare infrastructure and social safety net for lone seniors and handicapped people. This service not only monitors the in-house and outdoor activities of those disabled people but also sends the messages, whenever abnormal behaviors are detected, to the people related to them as well as the social welfare organizations and public safety institutions such as police and emergency services and etc in order to alert them.

Recently, the welfare of the elderly and the disabled has been becoming more important. For this reason, many facilities to accommodate them are being constructed in government and public offices. However, the facilities are usually just installed without providing information to the elderly and the disabled. So they are still faced with many difficulties due to the insufficient information on these new facilities. In this study, we implemented the information system of facilities which provides information to the elderly and the disabled through web pages. The objective of this system is to provide visual information about facilities. This system uses web service technology for effective management of data. It is being offered in Incheon's local office. Also, we see a high level of system satisfaction via a survey.

It is anticipated that the introduction of ICT to street-level welfare administration will smoothen communication processes between frontline officials and recipients by intensifying welfare information sharing and distribution. However, through a case study of ICT-mediated street-level welfare administration in South Korea, this article claims that ICT can deteriorate frontline official-recipient relationship into more distrustful and disempowered directions. This study demonstrates that ICT tends to replace face-to-face rapport building between officials and recipients with mechanical checking and complaining processes. ICT-based welfare administration can also disempower the autonomous interactions of street-level actors by surveiling every working step of frontline officials and the daily lives of recipients. Through an investigation into street-level bureaucracy in an information society, this study criticizes the dehumanization tendency of ICT-mediated human services and raises a question in the roseate vision on social welfare informatization.

유비쿼터스 및 스마트 기반의 모바일 업무관리 소프트웨어의 개발은 정보화 수준이 미비한 국내 사회복지 기관의 현실을 감안하여 언제 어디서나 업무관리가 가능한 모바일용 그룹웨어 개발은 꼭 필요하다. 현재 국내 복지기관의 특성상 소규모 인력형태에서 업무관리를 위한 그룹웨어가 꼭 필요하지만 높은 단가와 도입에 대한 기회비용의 과다, 복지현장의 현실과 동떨어진 솔루션 구성 등이 문제가 되고 있는 실정이다. 이러한 현실을 감안하여 인터넷과 모바일을 통한 유비쿼터스 기반의 업무관리가 가능한 그룹웨어를 개발하여 제안한다.
