This paper presents an experimental investigation on the sealing defects and cracks of O-rings and a valve packing of a gas valve for a LPG cylinder. O-ring in which stops a gas leakage of a liquefied petroleum gas is very important for a LPG valve safety. Valve packing is to open and close a gas flow port for supplying and charging a LPG fuel. The sealing performance of two sealing units ism related to the leak safety and long lift of a gas valve. The investigated results show that most of O-rings was failed due to a circumferential crack in which is caused by partial press bonding failure near the partition zone and an excess compression rate. Some of the O-ring failure was originated by an extrusion of an excessive leak pressure of a LP gas. Thus, this paper strongly recommends a tight quality control and a safety guarantee system of O-rings and valve packing to guarantee a leak safety and to extend a service lift of a gas valve. At the end, a warranty policy of the sealing units should be adopted for increasing a product quality and safety of a gas valve.

'Venture firms' in Korea are the firms who are certified as 'venture', whose certification types are defined by a law ('Special Law for the Support of Venture Firms'), and therefore encompass not only the venture capital-financed companies, which are usually regarded as ventures in USA and European countries, but also other types of firms such as R&D-intensive firms and the firms with financial guarantee or loans through technology evaluation ('technology finance or loan firms'). This paper examines the differences in the Korean venture firms' growth between the venture certification types. For the empirical analysis, this paper uses the lists of venture-certified firms from 1998 to 2010 which are then linked with their financial data in Korea Enterprises Database (KED). According to the results of empirical analyses, the companies in the 'venture capital-financed firms' type show greater growth rate in sales and the number of regular employees 3 and 5 years after first venture certification than the firms in type of 'technology finance/loan firms'. Moreover, the newly certified companies in 'R&D-intensive firms' type are also showing faster growth than the 'technology finance/loan firms' since 2003 where the venture industry has undergone a consolidation phase after the blast of so-called 'IT venture bubble' in 2001~2002. These results imply that the so-called 'venture firms' in Korea are composed with heterogeneous firm groups with different characteristics and that the companies selected through market mechanism ('venture capital-financed firms') outperforms the companies selected on the basis of policy interests ('technology finance/loan firms') in terms of the growth in sales and employment. On the basis of these findings, this paper suggests that the current venture-support policy should consider the different policy demands of firms across the type of venture certification more actively and that should refocus the objective of policies on facilitating venture capital market rather than emphasizing the nominal increase in the number of venture-certified firms.

Characteristics of Contactor's Defect Liability was too many discussed. But it's not clearly defined yet. Because recent Government Construction Projects are very complex and executed through long time, too many conflicts were appeared related to Contactor's Defect Liability. Therefore to analyse and to resolve the conflicts legal aspects of Contactor's Defect Liability stated in Civil Law and Government Contract Act was systematically compared. The result of this research is as follows : (1) Characteristic of Contactor's Defect must be regarded as a breach of Contract and be an incomplete contract implementation. (2) To decide the range of Damage, Characteristic of Defect must be regarded. (3) Contactor's Defect Liability must be effectual from the day of delivery. (4) Retainage must be added to secure the completion during the Contract Period and Defect Repairing Liability must be omitted in the Contract performance Security.

This paper shows the result of study on the detailed applicable procedure of software Escrow account applied for rolling stock. The customer as end-user requires software source code, related critical technical documents etc. about software based system of train for maintenance purpose through software modification and enhancement after completion of warranty period. Otherwise, it is not easy to keep up with the customer's requirement of demanding supplier's exclusive information because it is considered as intellectual property rights of supplier as software developer. Therefore, the main contractor(normally called as Car-builder) need to introduce software Escrow service in order to coordinate the different a standpoint between software developer and end-user. Software Escrow is a legal arrangement in which an software Escrow packages (software source code, software development tool, build process, proprietary information, copyright and etc.) is deposited into and Escrow account under the trust of a reliable third party (Escrow agent) depending on mutual agreement on Escrow contract condition as signing off Escrow agreement document. This paper deals with the study on the detailed procedure about the following general category of Escrow procedure and purpose to apply this specific procedure of Escrow into the future project onward.

매년 수많은 기업이 폐업하고 있으며 그 숫자만큼 폐업 기업의 대표가 실패하고 있다. 중소기업연구원의 재기성공요인 분석을 통한 중소 벤처기업의 재도전 활성화 연구(백필규,2011)에 의하면 폐업이나 부도의 형태로 실패하는 기업이 급격하게 증가한 시점은 외환위기가 발생했던 1997년과 1998년의 사이로 보고 있다. 부도 기업의 숫자가 외환위기때는 약 4만사, 1999년부터 2010년까지도 평균 4만 7천여사가 발생하였고 폐업기업수는 부도기업보다 훨씬 많아 매년 80~90만개 전후의 기업이 실패하고 있다. 최근 IBK경제연구소의 실패기업인의 재창업 지원제도 설문조사 결과(김나라,2017)에 의하면 최근 5년간 창업기업은 연평균 77만개사, 폐업기업은 69만개사로 조사되었으며 창업기업의 5년 생존율은 27.3%로 OECD 주요회원국 17개국중 최하위를 차지했다. 오랜시간 대한민국 사회는 사업실패는 곧 패가망신이라는 인식이 깊게 자리잡고 있다. 연대보증이나 재기가 어려운 구조로 인하여 폐업기업의 대표가 실패하면 가족들도 모두 힘들어지고 본인은 경제적, 심리적 어려움에 직면하고 있는 현실이다. 정부와 민간 기관들이 실패기업인들의 재기를 지원하기 위하여 다양한 제도를 운영하고 있지만 아직 시행 초기 단계라 보다 재기를 원하는 기업인들에게 맞춤형으로 도움을 줄 수 있는 실질적이고 효과적인 시스템이 구축되었다 할 수 없다. 창업강국인 미국과 중국의 기업가들은 평균 2.8회의 실패 경험을 가지고 있으나 한국의 기업가는 1.3회의 실패 경험을 보유 한다.(중기청, 2014) 폐업기업 대표의 재무적 손실의 규모와 관계없이 불안과 우울이 낮고 회복탄력성이 높은 기업가가 본인과 가족의 삶의 질과 재창업의지에 긍정적인 효과가 있음으로 나타났다. 연구 대상은 재기중소기업개발원의 재기 기업인과 정부 재창업 지원 프로그램에 지원한 재기 기업인을 대상으로 조사 하였으며 본 연구를 통해 폐업기업 대표에게 필요한 사회적 안전장치와 국가의 창업지원이 고용창출, 매출증가로 이어질 수 있는 선순환 구조의 재기 창업 생태계를 만드는 데 일조하고자 한다.

Recently, the defense industry has been improving high technology by developing convergence technology through the 4th industrial revolution. On the other hand, it is very difficult to guarantee the performance of high-tech weapon systems because the test for weapon systems has many risks and cannot perform in an actual operating environment. Therefore, M&S resources are needed to make sound weapon systems, but many people demand reliable M&S resources. Owing to the continuous demand and execution of the VV&A work, related rules have developed significantly, but tools and techniques for performing the work have not been developed. Hence, there are inefficient parts in the performance of work due to the absence of a systematic system. Accordingly, many risks may cause various safety accidents, such as security. This paper suggests a direction for the development of VV&A work procedures by improving efficiency and reducing risk.

The world is significant increasing investment volume into developing countries from foreign investors. Foreign financial capital is searching in interesting place among the emerging market. However foreign investors put still their experience in the economical and social crisis with political risks in the host countries. MIGA entered into the political risks insurance market which has one of the basic matter of sponsored the private investment guarantee programs. They put guarantee or covering risks of currency inconvertibility, expropriation, breach of contract and political violence. In the case contracts of guarantee concluded between investor and MIGA which are disputes in relation to such MIGA service contract, it should be settled by negotiation, conciliation and arbitration under the convention establishing the Multilateral Investment Guarantee Agency(MIGA). All disputes within the scope to states and investor of MIGA members shall be settled in accordance with the procedure set out in the convention. Recently, MIGA is opening the office in Seoul to strengthen joint efforts between MIGA and Korea. It will be a good chance to consider sustainable improvement and dispute solutions for emerging countries in foreign investment to the korean investors.

This paper examined the impact of student loan on job search duration, explicitly considering the type of student loan. The data was collected from Korean Education & Employment Panel (KEEP) study released by KRIVET. The survival analysis shows the following two patterns. First, the students who used the student loan with guarantee tended to have longer job search duration of job search. Second, the students with the income contingent loan tended to have shorter job search duration to end up with lower wage.

The Korean real estate transaction makes a contract after the buying and selling person concerned agreed a business condition. As for vendee, business consists of the method that I issue documents before provision and money left over provision and the registration at the same time, and register a contract deposit in vendor. However, it latent for the real estate transaction various accidents such as fraud from a contract day to time to finish a real estate registration transfer, embezzlement, double contract by the breach of trust. Nevertheless vendee comes to match vendor by an asymmetry of the information one-sidedly to the front completing a registration transfer. I may prevent stellionate by the breach of trust of vendor if I use an ESCROW system in such a responsibility blank state.

This study focused on the suggestion that is improved alternation with relation to construction item & assurance term in order to deal with the assurance conflict efficiently which have been happened in the apartment housing. To correspond to this purpose of research, as a first step, we introduced the add item & sub item of construction work on the basis upon construction specifications of the number of 17 on housing law as a alternation of the defects assurance construction item that is necessary to correct as soon as possible. As a second step of the research, we did cross analysis & compare the result of defects happened to the apartment housing complex of 293 with the defect' rate of construction work excepted from the supervisory item, and main performance estimation items in the HPGS(House Performance Grading System), and analysis results introduced from question survey. As the result of this research work, we became to reflect the improving schemes on the housing Law the year of 2007.
