무기체계의 품질보증을 위해서는 소프트웨어에 대한 품질보증을 발전시켜야 한다. 무기체계의 소프트웨어 의존도는 증대되고 있으나 소프트웨어에 대한 품질보증 및 형상관리는 미흡했던 것이 사실이다. 품관소는 '01년부터 소프트웨어 품질보증팀을 창설하고 국방규격화 업무수행에 착수한 바 있다. 앞으로도 각 기관과 유기적인 협조를 통해 소프트웨어 규격화 및 품질보증업무를 수행하고 재사용과 성능개선이 가능하도록 관련자료를 국방자산의 하나로 유지하고 관리함으로 국방예산 절감에도 기여할 수 있어야 하겠다.

본고에서는 개발자에게 단위, 통합 및 서비스 시험에 대한 시험과정 보증문서 작성 기법에 대한 참고자료를 제공하기 위하여, 국내에서 개발된 침입차단시스템과 침입탐지시스템 평가기준에 의한 시험과정 보증요구사항을 분석하여 소프트웨어 공학에 기반한 전통적인 구조적 방법론을 토대로 한 시험과정 보증문서 작성 경험을 기술하고자 한다. 따라서, 개발자는 사용자 요구사항에 의한 객관적이고 체계적인 시험과정을 이해하여 시스템 개발에서 발생할 수 있는 오류를 줄일 수 있으며 또한, 정확한 보안 기능명세 및 시험보증 설계$.$개발$.$구현을 통하여 제품의 안전성 및 신뢰성 향상에 기여할 것으로 기대된다.

This study evaluated the process of software quality assurance about the initial product in a weapon system. The software quality assurance of the initial product was insufficient before this study. Therefore, the process of the software quality assurance about the initial product in a weapon system is suggested. The process has three parts. First, the completeness of computer files, such as source code and execute files, were checked. Second, the suitability of the software technical data was checked. Finally, the connectivity of software technical data and the Korean defense specification were assessed. Overall, there is a need to toughen the software quality assurance in the research and development step and achieve early stabilization of mass production by preventing the problems that prevent the production of a product due to the insufficient software technical data.

In this paper, we examine the financial performance of credit guarantee programs. We compared financial performance of guaranteed firms of KODIT and non-guaranteed firms. The of covariate adjusted propensity score method is used because a selection bias problem could occur if t-test or regression analysis were used. The results show that a credit guarantee program enhances the financial performance of beneficiary firms.

본 연구는 2014년부터 2019년 9월 현재 신용보증기금의 자료를 이용하여 5,521 샘플의 중소상공인의 금융실태를 최초로 광범위하게 분석하였다. 중소상공인의 비중은 남성 장년층이 압도적인데 여성의 경우 청년의 비중이 높은 편이다. 기업 대부분에서 창업자와 대표자가 동일인이다. 상시 및 비상시 직원수는 5명이하가 83%에 달한다. 역시 80% 이상의 중소상공인이 2억 미만의 금액에 대하여 대출보증 서비스를 이용하고 있다. 신보의 재무등급점수는 100점 만점 중 10점 이하의 기업이 47%에 달한다. 2018년 연매출액 평균은 17억원 정도다. 같은 기간 중 부채비율의 평균은 361%다. 본 연구는 향후 중소상공인에 대한 연구와 정책개발에 중요하게 활용될 것으로 기대한다.

On the Pre-Housing-Sale Systems there are many risks that developers might not fulfill the pre-sale obligations. In korea, in order to protect the people who bought houses from these risk, the Housing Sold Guarantee System was introduced and has been operated. Even though this system if there is accident in the pre-sale warranty business, several problems, such as damages caused to the people who bought the houses, occurs. Therefore, research is needed to Housing Sold Guarantee accident factor. But there are few study about it. This study attempted to analyze influencers on the possibility of the accident. We employ 3,026 data which Korea Housing Guarantee Co., Ltd manages and analyze them empirically, using business characteristics, housing market characteristics, and regional characteristics. Especially this study used to the binary logistic regression model. The results of analysis showed that the accident rate of Housing Sold Guarantee had been effected on the business type, house type, project financing guarantee, operator credit rating, housing market, and regional characteristics.

현재, 대기 환경 자료의 정확한 분석을 위하여 정부와 지자체는 여러 종류의 대기 오염 측정망을 설치하여 운영하고 있다. 측정망으로부터 산출된 이러한 자료들의 품질은 대기 환경 학자 및 전문가들은 물론이고 일반 국민들의 일상적인 활동에도 중요한 영향을 미치고 있기 때문에, 측정 결과의 정화한 이해와 사용을 위한 품질 보증이 매우 중요한 실정에 있다. 그러나, 국제적인 수준의 품질 보증이 이루어지기 위해서는 측정 실험실의 인증 요건(ISO 17025) 및 측정 불확도 표기(ISO Guide) 등에 관한 국제적인 규격들의 적용이 매우 엄격하게 요구되고 있는 실정이다. The construction guarantee market is a rear market affected by changes in the construction industry and market. As the restructuring of the construction industry's production system is being carried out, such as the abolition of regulations on business field between general and specialty contractors, major changes are expected not only in the construction market but also in the construction guarantee market. In construction guarantee market, there are currently three Contractor Financial Cooperatives, which are divided based on business field and business type(General, Specialty and Plant & Mechanical). The abolition of business field regulation will have various effects on construction guarantee market, such as forming a competitive structure among the three Contractor Financial Cooperatives. Therefore the role of the construction guarantee institutions are also required to change. This study predicted the changes in the construction guarantee market after the restructuring of construction industry and analyzed the ripple effect on the market. This study reviewed the details of the reorganization plan on the construction industry, policies and statistical data related to construction guarantee, and lastly conducted the survey on each member of the three Contractor Financial Cooperatives to analyze the usage behavior in the future guarantee market. Based on the result of this study, the members of both the General Contractor Financial Cooperative and Specialty Contractor Financial Cooperative are not willing to change the existing institutions, but a lot of them are expected to use other institutions in duplicate. The members of the Plant & Mechanical Contractor Financial Cooperative are most willing to use other guarantee institutions.

발전소 온배수의 원활한 배수를 위한 설계 낙차와 함께 남서해안의 조위변화에 따른 낙차의 이용가능성을 인지하고 소수력 발전 방식과 조력발전 방식의 특정을 동시에 활용하는 해양소수력 발전소를 삼천포 화력발전소 배수로에 최초로 건설하여 운전함으로써 청정 재생에너지 개발 및 $CO_2$ 저감효과 창출에 이바지하고 있다. 본 연구에서는 삼천포 해양소수력 발전소의 운전실적 자료를 토대로 조위 및 방류량의 변화에 따른 해양소수력의 효율 특성을 분석하고자 한다. 해양소수력 발전소의 효율은 방류량과 유효 낙차의 영향을 직접적으로 받기 때문에 관측한 수위 및 방류량, 해양소수력발전소 운전실적 자료를 토대로 효율분석을 실시하였다. 우선, 소수력 가동 이후 배수로에서의 수위 상승이 명확히 나타났으며, 배수로내 위어에서의 흐름구조가 완전월류 상태에서 불완전월류로 바뀌면서 배수로 전체의 수면 불안정성이 크게 증가하였으나, 배수로의 범람이나 순환수 계통에의 큰 영향을 초래할 만한 수준은 아니었다. 성능시험 결과, 최대출력, 평균출력, 최소출력 모든 부분에서 설계 보증치 이내의 값을 보였으며, 효율 또한 설계 보중치를 상회하는 결과를 보였다. CWP 유량 분석결과, 소수력 발전소에서의 유량이 과소 측정되고 있음을 확인하였으며, 최대낙차에서 최대효율을 보이고, 저낙차일 때는 보증치보다 효율이 낮게 나타나는 결과를 보였다. 또한 조위조건을 고려한 유량을 이용하여 산정한 효율 곡선이 보증치와 가장 일치하였으며, 전체 시스템 효율은 비교적 양호한 상태임을 알 수 있었다.

Of the numerious dispute resolution methods, Alternative Dispute Resolution(ADR) is the most highly recommended approach for the guarantee bond-related dispute. In reality, however, claims were not resolved satisfactorily through ADR because of the lack of reference materials for negotiation, thus those were frequently had to be resolved through litigation. The above fact implies that, it is required to seek an efficient way to resolve the bond-related claims prior to they progress to litigation. This research paper intensively investigated judicial precedents of 232 cases with regard to construction bond-related disputes that observed during the analysis period(2000-2004). According to the summary statistics, it turned out that litigation were time consuming and potential economic loss was tremendous; on average, it takes 1067 days(the longest case was 1965 days) for dispute resolution. It suggests that litigations should be discouraged considering the magnitude of potential loss of stake holders. Research results revealed that there are some significant differences between categories in some variables affecting to the rate of winning; i) the number of lawsuit deputies of a plaintiff (in the 1st trial), ii) dispute locations (in the 1st and 3rd trials), iii) contract price (in the 1st trial), iv) contractors' operating capability (in the 1st and 2nd trials). For the rest of variables, significance level between categories was too low for preparing efficient improvement plan. Despite the important implications drawn from the analysis, this research has limitation due to the several reasons such as data structure, the depth of Information, etc. Therefore, more systematic research should be followed in the future.
