A Study on the Implementation Method of Artificial Intelligence Shipboard Combat System (인공지능 함정전투체계 구현 방안에 관한 연구)

  • Since AlphaGo's Match in 2016, there has been a growing calls for artificial intelligence applications in various industries, and research related to it has been actively conducted. The same is true in the military field, and since there has been no weapon system with artificial intelligence so far, effort to implement it are posing a challenge. Meanwhile, AlphaGo Zero, which beat AlphaGo, showed that artificial intelligence's self-training data-based approach can lead to better results than the knowledge-based approach by humans. Taking this point into consideration, this paper proposes to apply Reinforcement Learning, which is the basis of AlphaGo Zero, to the Shipboard Combat System or Combat Management System. This is how an artificial intelligence application to the Shipboard Combat System or Combat Management System that allows the optimal tactical assist with a constant win rate to be recommended to the user, that is, the commanding officer and operation personnel. To this end, the definition of the combat performance of the system, the design plan for the Shipboard Combat System, the mapping with the real system, and the training system are presented to smoothly apply the current operations.

  • The purpose of this study is to investigate the causal relationships among social capital, job satisfaction, and organization commitment in the Korean Security Organizations. One hundred eight one questionnaires, with a 72.4% response rate from a convenient sample of 10 security organization guards, were utilized to study the relationships between research constructs. SPSS(12.0 version) were guard to analyze the unintentionality of research concepts and reliability test, and confirmatory factor analysis were performed. Factor analyses identified three internal dimensions of relational factor as superior relation. There are among results, first, the social capital is influencing to job satisfaction positively. second, the social capital is influencing to organizational commitment positively. third, the job satisfaction is influencing to organizational commitment positively.

Influence of Mentoring Type and Mentoring Function on the Organizational Commitment among the Security Organization (시큐리티조직의 멘토링유형과 멘토링기능이 조직몰입에 미치는 영향)

  • This study is to investigate how security organizational mentoring type and mentoring function affects organizatio nal commitment. This study had selected security from 5 different security organizations of 2010 which are located i n capital area. Using judgment sampling method, 198 security were drawn for the final study. The survey used in th is study is composed of 37 questions. To practice frequency analysis, factorial analysis, reliability analysis and regre ssion, a program called SPSSWIN 18.0 was used. The value of Cronbach's ${\alpha}$, which shows the reliability of the stud y, appeared to be over .622. The result is: First, security organizational mentoring type affects mentoring function. T hat is, when a systematic mentoring is activated, friendship protecting function, career managing function and sociopsychological function are promoted. Second, security organizational mentoring type affects organizational commitmen t. That is, when a systematic mentoring is activated, organizational commitment is promoted. Third, security organiz ational mentoring function affects organizational commitment. That is, increased friendship protecting function, career managing function, socio-psychological function and role model function results in increased organizational commitment.

Effectiveness of Situational Crime Prevention Methods to Deter Shoplifting in the Private Security (상점절도 방지를 위한 상황적 경비기법의 효과성)

  • Shoplifting causes serious losses to not only stores but also to consumers and society as a whole. There need to be effective society-wide measures to control shoplifting due to its characteristic of playing the role as a stepping stone to induce more serious crimes. However, there is a lack of research on shoplifting in Korea, especially the research analyzing situational factors to suggest effective alternative measures for shoplifting prevention. Therefore, the current study surveyed teenagers, the group known to be the most frequent shoplifters, to see their perception of effectiveness of the situational crime prevention methods used in stores. The result showed that the teenagers found only some of the prevention methods effective, including CCTV, Electronic Article Surveillance(EAS), minimization of blind areas, and watchful clerks. However, factors such as the number of doors and their accessibility and presence of security guards were not perceived to be very effective. Using the result of the survey, this study suggests ways to utilize situational crime prevention methods more effectively to deter shoplifting.

A Study on Modernization of International Conventions Relating to Aviation Security and Implementation of National Legislation (항공보안 관련 국제협약의 현대화와 국내입법의 이행 연구)

  • In Korea the number of unlawful interference act on board aircrafts has been increased continuously according to the growth of aviation demand, and there were 55 incidents in 2000, followed by 354 incidents in 2014, and an average of 211 incidents a year over the past five years. In 1963, a number of states adopted the Convention on Offences and Certain Other Acts Committed on Board Aircraft (the Tokyo Convention 1963) as the first worldwide international legal instrument on aviation security. The Tokyo Convention took effect in 1969 and, shortly afterward, in 1970 the Convention for the Suppression of Unlawful Seizure of Aircraft(the Hague Convention 1970) was adopted, and the Convention for the Suppression of Unlawful Acts Against the Safety of Civil Aviation(the Montreal Convention 1971) was adopted in 1971. After 9/11 incidents in 2001, to amend and supplement the Montreal Convention 1971, the Convention on the Suppression of Unlawful Acts Relating to International Civil Aviation(the Beijing Convention 2010) was adopted in 2010, and to supplement the Hague Convention 1970, the Protocol Supplementary to the Convention for the Suppression of Unlawful Seizure of Aircraft(the Beijing Protocol 2010) was adopted in 2010. Since then, in response to increased cases of unruly behavior on board aircrafts which escalated in both severity and frequency,, the Montreal Protocol which is seen as an amendment to the Convention on Offences and Certain Other Acts Committed on Board Aircraft(the Tokyo Convention 1963) was adopted in 2014. Korea ratified the Tokyo Convention 1963, the Hague Convention 1970, the Montreal Convention 1971, the Montreal Supplementary Protocol 1988, and the Convention on the Marking of Plastic Explosive 1991 which have proven to be effective. Under the Tokyo Convention ratified in 1970, Korea further enacted the Aircraft Navigation Safety Act in 1974, as well as the Aviation Safety and Security Act that replaced the Aircraft Navigation Safety Act in August 2002. Meanwhile, the title of the Aviation Safety and Security Act was changed to the Aviation Security Act in April 2014. The Aviation Security Act is essentially an implementing legislation of the Tokyo Convention and Hague Convention. Also the language of the Aviation Security Act is generally broader than the unruly and disruptive behavior in Sections 1-3 of the model legislation in ICAO Circular 288. The Aviation Security Act has reflected the considerable parts of the implementation of national legislation under the Beijing Convention and Beijing Protocol 2010, and the Montreal Protocol 2014 that are the modernized international conventions relating to aviation security. However, in future, when these international conventions would come into effect and Korea would ratify them, the national legislation that should be amended or provided newly in the Aviation Security Act are as followings : The jurisdiction, the definition of 'in flight', the immunity from the actions against the aircraft commander, etc., the compulsory delivery of the offender by the aircraft commander, etc., the strengthening of penalty on the person breaking the law, the enlargement of application to the accomplice, and the observance of international convention. Among them, particularly the Korean legislation is silent on the scope of the jurisdiction. Therefore, in order for jurisdiction to be extended to the extra-territorial cases of unruly and disruptive offences, it is desirable that either the Aviation Security Act or the general Crime Codes should be revised. In conclusion, in order to meet the intelligent and diverse aviation threats, the Korean government should review closely the contents of international conventions relating to aviation security and the current ratification status of international conventions by each state, and make effort to improve the legislation relating to aviation security and the aviation security system for the ratification of international conventions and the implementation of national legislation under international conventions.

  • The numerous definition of terrorism is viewed as the use of force or violence by individual or group that is directed toward civilian populations and intended to instill fear as a means of coercing individuals or groups to change their political or social positions. Recently, the paradigm of terror has been developed as new terrorism motivated by 9. 11 terror in 2001. In these contexts, this study analyzed the case study of recent counter-terrorism of international events and suggested the policy implications. This study is split into four chapters. Chapter I is the introduction part. Chapter II introduces the reader to new terrorism theory, and Chapter III deals with the case study of the international counter-terrorism policy around the world, Chapter IV deals with the policy implications of the case study. The greater the political, economical and social advantages opening large international ceremonies, the larger the probability of being targets for terrorists and criminals. As terrorism is one of the important issue, the security problems at international ceremonies in Korea, rising country as political essence in Asian-Pacific region, become very important. With experienced know-hows against terror and preparations for security, local and central governments must promote the private security companies filling up vacancies of police and official security system and develop international ceremonies, rising high valuable industries in 21st century, with diplomatic efforts. International major events is the largest event related events with politics, economy, culture, and such large-scale events should be a comprehensive counterplan in the light of safety check for the location of a hazard and safety check of facilities in and out, attendance on athlete and visitor and escort of VIPs.

A Study on the Countermeasure of Traffic Terror (대중교통테러의 대응방안)

  • Traffic terror is one of the terror types subject on transportation means. However, unlike the aircraft or ship, there is no case of negotiating with passengers as hostage but to unconditionally attack that the human casualty would be much greater. In act, the terror on subway or bus would have much bigger damage than the terror on aircraft or ship. Because of such fact, there is a need for full preparation thereto, however, there is no preparation of advance preventive measure, particularly, when comparing to the cases involving aircraft. In addition, the passengers who use railway and others in the position of citizens do not have any defense mechanism against any terror activity to make the problem even more serious. Therefore, in order to prevent traffic terror, the first thing is to implement the identity confirmation of passengers, followed by the through search of cargos of the passengers, supplement the capability against the terror by the security team members, strengthen the responsive capability of citizens, thorough check on facilities, expansion of social security network and others. All terrors are within the reach of our neighborhood at the time when we neglect it, and the most secured and safe way to prevent the terror is to check and prepare at all times beginning from our familiar facilities or means.

Research for the Security Studies in the Universities of U. S. A. (미국 대학 시큐리티 교육내용에 관한 연구 -한국 대학교육과 비교를 중심으로-)

  • In the universities of U.S.A., Criminal Justice is the interdisciplinary study of the institutions and policies that constitute the criminal justice system, as well as theories of human behavior and philosophies of justice related to the maintenance of social order, the control of crime, and the achievement of a just society. There are 103 American Universities have Criminal Justice department and they provide about 180 differents courses as a pre-requisition or optional subject in the major. The most 10 courses that those colleges adopted are Introduction to Criminal Justice, Criminal Law, Criminology, Criminal Procedures, Research Methods in Criminal Justice, Criminal Investigation, Juvenile Justice, Terrorism, Ethical Issues in Criminal Justice, Introduction to Psychology or Introduction to Sociology. Also, 10 fields more important in the major if we group together similar courses those are Criminal Justice and Procedures Sequences, Law, Justice and corrections, Theory and Methods Sequences, Homelend Security and Security Operations, Forensics and Cybercrime, Management and Administration, Police, Race and Ethnicity, General Requirements, Other Social Science Fields. The combined degree program leading to Bachelor of Arts Degree in Criminal Justice and Master in Public Administration provides a concentration in criminal justice, management, administration, and leadership. They have big different courses between USA and Korea event though they have similar educative goal and way of approach to the target in the major.

Relation of Empowerment and Organization Attachment with the Organization Culture of Security Organization (시큐리티조직의 조직문화와 임파워먼트 및 조직애착도의 관계)

  • The purpose of this study is to establish the relationship of empowerment and organization attachment with the organization culture of security organization. This study is based by setting the security organization employed in security firms in the capital area(Seoul) in 2012 as the parent population and using the purposive sampling method to analyze a total amount of 280 examples. The frequency analysis, analysis on primary factors, reliability analysis, multiple regression analysis, path analysis methods using SPSSWIN 18.0 were used in analysis. The reliability of the survey showed a Cronbach's ${\alpha}$ value of over 0.690. The results are like the following. First, the organization culture of security organization affect empowerment. Thus, the more a practical development culture is settled, the more the capability of self-determinism, meaningfulness, and effect is amplified. Moreover, the more a consensual culture is established, the more the capability of self-determinism is enhanced, and the more a hierarchical culture is established, the more the meaningfulness is enhanced. Second, the organization culture of security organization affect organization attachment. Thus, the continuous normative attachment is enhanced when a more hierarchical culture is established. Moreover, emotional attachment is enhanced when a more practical development culture is established. Third, the empowerment of security organization affects organization attachment. Thus, the continuous normative attachment is decreased when one's capability of self-determinism is more lacking. However, the continuous normative attachment is higher when the meaningfulness and effect is enhanced. Moreover, emotional attachment is enhanced when meaningfulness is increased. Fourth, the organization culture of security organization directly/indirectly affects empowerment and organization attachment. Thus, empowerment is an important mediating factor between organization culture and organization attachment.
