  • Industry Cooperation is not the choice of national development but the inevitable component in the world. Industry cooperation results of the reconstruction of the country is an important place as an essential element of the economic development of the national policy in the major economies. Despite several changes in the international economic environment, United States, Canada, Finland, Sweden, Israel settled and maintaining the sustainable development of the countries which successfully established Industry-University Cooperation or Industry-Acaemy Cooperation system in history. In this study, delivered to the realistic ways of Industry cooperation through comparison study on domestic and international cooperation programs. Multilevel Analysis Study on Determinants of Career Commitment among Social Workers (사회복지사의 경력몰입 결정요인에 대한 다층분석연구)

  • Based on the premise that a systematic career process was one of the essential elements of successful task performance both for individuals and the organization in the field of social welfare, this study set out to empirically analyze factors influencing the career commitment of social workers at a multidimensional level and provide practical implications for the directionality of career management on the basis of data with theoretical and statistical accuracy. For those purposes, the study collected individual and organizational characteristics data from 787 social workers at 46 agencies through a structured questionnaire and analyzed influential factors through the multilevel analysis technique by taking organizational effects into account. The analysis results show that explanations by the organization characteristics recorded significant 15% in the total variance of career commitment and that its influential factors included such significant variables as the protean career attitude, desire for growth, human network, and self-efficacy at the individual level and also the qualification compensation system at the organizational level. The study then proposed and discussed integrated practice strategies between individuals and agencies as the measures to promote career success through the activation of individual factors based on the consideration of organizational effects such as the application of an employee assistant program, provision of incentives to professional career development, and shift to a learning organization.

A Comparison of Empowerment, Job Satisfaction, Organizational Commitment between Advanced Practice Nurses and Registered Nurses of Hospitals (전문간호사와 일반간호사의 임파워먼트, 직무만족, 조직몰입 비교)

  • The purpose of the study was to identify and compare levels of recognition of empowerment, job satisfaction, organizational commitment between Advanced Practice Nurses(APN) and Registered Nurses(RN) of hospitals. Data collection was done by the 85 APN and 120 RN of six large hospitals, four medium sized hospitals in Seoul and Incheon. T-test and ANOVA using SPSS 18.0 were performed. There were no significant differences of empowerment between APN($3.56{\pm}0.53$) and RN($3.50{\pm}0.54$)(t =-. 861, p = 0.390). job satisfaction between APN($3.36{\pm}0.53$) and RN($3.25{\pm}0.46$)(t =- 1.575, p = 0.117), organizational commitment between APN($3.11{\pm}0.34$) and RN($3.05{\pm}0.36$)(t =- 1.301, p = 0.195). Empowerment, job satisfaction, organizational commitment of APN and RN showed no significant differences. There are some reasons why it resulted in no significant difference between APN and RN. APN's role in Korea is not clearly established and distinguished from RN, lack of appropriacy of employment and reward, and lack of the institutional foundation for APN's operation and efficiency.

Designing Payments for Environmental Services on Genetic Reserve Forest in Korea (생물다양성서비스 지불제 도입방향: 산림유전자원보호림을 대상으로)

  • Payments for Environmental (or Ecosystem) Services (PES) are emerging as new conservation policy tools. The basic concept underlying PES is that users pay to providers of environmental services for ensuring the continual provision of services based on the voluntary contracts. The purpose of this paper is to introduce the concepts and types of PES and to design a pilot PES scheme for biodiversity/ecosystem conservation on Genetic Reserve Forest in Korea. Genetic Reserve Forest is one of the protected areas designated in Korea to maintain forest biodiversity. PES is designed for the pine forests only in Genetic Reserve Forest, which corresponds to 943 ha. Service providers are to manage their forests based on the contracts in ways that maintain and enhance forest biodiversity and receive the payments in return. The payments are calculated as the sum of management, monitoring, and opportunity costs, resulting 1,140,378 won/year/ha (it corresponds to approximately $1,227 based on the 2007 average exchange rate 1$ = 929.2 won). Because PES are relatively new policies, however, more work needs to be done. Future work includes researches on the correlation between forest biodiversity and management practices and the economic evaluation of forest biodiversity. In addition, enhancing awareness on PES and education of stakeholders are warranted to further develop the scheme.

A Feasibility Study on Acquisition System of the Urban Parks under the Special Use Permit - Focused on the Neighbourhood Parks Unexecuted in Long-term in Suwon City - (도시공원에서의 개발행위 특례 적용을 위한 사업수지분석 연구 - 수원시 장기미집행 근린공원을 중심으로 -)

  • The recently-introduced Special Use Permit system is an exceptional approval system for private park developers to develop unexecuted urban park sites into urban parks with the implementation of profit-generating businesses within the boundary of preserving the original function of the park under an agreement with local authorities. This thesis studies the application of this system. This is a feasibility study of cases that have contributed to the acceptance of intended park sites by developing some parts of park sites as public housing, focused on unexecuted urban park areas for the long term in Suwon City based on the Special Use Permit, and creating other sites as park area. First, it has been judged that realization of business is possible at 300 percents of the floor area ratio in case of flatland neighborhood park which has high appraised land values. It is judged that realization of business is possible within a 10 percents size of private land at 200 percents of the floor area ratio in case of woodland and waterside neighborhood parks that have low appraised land values on the outskirts of the city. Second, through working expenses combining compensation and money for park construction, a balance of business profit can be understood within about 50 percents of total expenditures. Because the public contribution ratio by the Special Use Permit can be presumed as about 50 percents of total expenditures, it implies that windfall profits by the Special Use Permit can be adequately collected.

Phenomenological Study of Guard's Recognition for Organization and Vocation (경호원의 조직 및 직업인식에 관한 현상학적 연구)

  • The purpose of this study was to seek practical intelligences for certain persons who wish to be a guard by studying for what practical public guards' recognition of organization and vocation is. The results of this study were as follows. First, Six study participants presented 'Respect within members', 'Atmosphere like family', 'Premium members', and 'Economic compensation & wealth of budget' as essential requirements for the best guard organization. Second, they also presented 'Systematic daily task & training', 'Exact selection system', and 'Strong cohesion & teamwork' as strong points of their organization. Third, they mentioned 'Internal evaluation system', 'Lack of education contents', and 'Limited position circulation' as weak points of their organization. Fourth, they mentioned that they feel encouraged itself as they work in the best guard organization, while they were skeptical when the citizens did not cooperate with them and they were not fully rewarded for their injury. Fifth, they expressed 'Difficulty of business cooperation', 'Unstable living patterns', 'Inconsistent assessment', and 'Continuing tension' as difficulties for performing the duties and stress causes. Lastly, they recognized of job security and self-esteem as they work in the best guard organization as advantages of a job, while they recognized of controlled life, low salaries and welfare level compared to duty importance and risks as disadvantages of a job. Consequently, students who wish to be a guard should consider job and organization attributes and set their career goals refer to these results.

A Theoretical Foundation for Examination of the Impacts of the Cross-Functional Integration Factors upon the New Product Development Performance (신제품개발 성과에 영향을 미치는 부서간 협력요인에 관한 이론적 토대)

  • The objective of our study is to build a theoretical framework for the examination of impacts of cross-functional integration upon new product development performance(NPDP). For this purpose, we have concentrated our efforts on systematically delving into how cross-functional integration factors affect upon the interdepartmental cooperation and upon the NPDP while dividing those critical integration factors into the structural and the infra-structural ones. We have selected interdepartmental job-rotation, consigning of papers, and cross-functional teem meeting as structural cross-functional integration factors. On the other hand, we have chosen Quality Functional Deployment(QFD), Concurrent Engineering(CE), and Evaluation and Reward Systems as those infra-structural cross-functional integration factors. After identifying those integration factors, we have carefully searched the relationship between those integration factors and those cooperation variables (interdepartmental common goal, interdepartmental interactions, and common sharing of ideas and informations) to look into how they affect upon the NPDP. Among cross-functional integration and NPDP related studies, our study is the first to show systematically how strongly infra-structural integration factors affect upon the achievement of interdepartmental cooperation and the improvement of NPDP. Considering the limitation of our resources and time available for this research, we have limited our study to building only a theoretical framework for future empirical studies to look into how cross-functional integration variables are related with NPDP.

  • 유류오염 사고를 사전에 예방할 수 있는 정책 수단으로는 여러 가지가 있지만 주요한 것으로는 인센티브제의 활용을 들 수 있다. 유류오염 사고를 예방하고 관리하기 위한 인센티브는 유출 사고로 인해 발생한 해양자원의 피해에 대해 가해자에게 배상책임(liability for losses due to spills)을 부과함으로써 제공될 수 있다. 유류오염 사고로 인한 피해액을 실제 화폐단위로 계량화하는 작업은 배상책임 부과제도를 정책수단으로 활용하기 위해 해결해야 할 가장 어려운 과제이다. 따라서, 최근 미국과 캐나다를 중심으로 발전하고 있는 자연자원 피해에 대한 가치 평가법(Natural Resource Damage Assessment : NRDA)은 배상책임 부과제도를 정책적으로 보완할 수 있는 이론적 도구로 간주되고 있다. NRDA는 잠재적인 가해자들에게 그들이 자연환경을 보존해야 하는 사회적 의무를 이행하지 못하고 이를 훼손하게 될 때 이로 인해 발생하는 모든 사회적 비용을 직접 부담해야 한다는 명확한 재무적 인센티브(financial incentive)를 부여함으로써 가해자 보상 원칙 (polluter pays principle)을 실현 할 수 있게 한다. 본 연구는, 유류오염 사고로 인한 환경자원 피해의 경제적 가치를 추정하는 가장 중요한 이론적 모형으로 활용되고 있는 가상상황평가법(CVM)에 대한 기초 개념과 이론적 체계, 그리고 이를 실제 피해액 추정에 성공적으로 적용시키기 위해 해결해야 할 문제점 등을 다루었다. 이를 위해, 본 연구에서는 1988년 캐나다 북서부 연안에서 발생한 Nestucca 유류오염 사고를 사례연구의 대상으로 선정하고, 사고 당시 캐나다 연방정부와 British Columbia 주정부를 대신하여 해양오염에 의한 환경피해의 경제적 가치를 추정한 미국의 컨설팅 회사인 RCG/Hagler, Baily Inc.의 가상상황평가법(CVM) 적용 사례를 분석 검토하였다. Nestucca 사례연구에서는 이들 연구자들이 실제로 활용한 설문지 설계, 설문방법 및 표본설계 등을 분석하였으며, 또한 CVM이 본질적으로 갖고 있는 방법론적 문제점들을 연구자들이 어떻게 해결하려고 했는가를 고찰하였다. 그리고, WTP 추정을 위해 RCG 연구자들이 사용한 사전규제접근법(ex ante regulatory approach)으로 인해 야기될 수 있는 환경자원 피해액 추정 방법의 한계점도 함께 검토하였다. 캐나다 연방정부와 British Columbia 주정부는 Nestucca 유류오염 사고로 인한 자연 자원 피해에 대한 손해배상으로 $4.3 Million의 보상금을 지급 받게 된다. 캐나다 정부는 이 보상금으로 Nestucca Oil Spill Trust Fund를 설립하여 피해를 입은 자연자원의 원상회복(restoration)을 위한 다양한 연구 프로젝트에 자금을 지원하고 있다. Nestucca 유류오염 사고를 계기로 캐나다 정부와 학계는 해양자원의 피해에 대한 경제적 가치평가와 자원의 원상회복에 대한 체계적인 접근 방안을 처음으로 마련 시행하게 되었다는 점에서, Nestucca 유류오염 사고에 대한 사례연구는 캐나다의 해양환경 보존 정책을 연구하는 출발점으로 평가될 수 있을 것이다. 이에 비해, 우리나라에서 대표적인 유류오염사고로 알려져 있는 시프린스호 사고와 관련된 손해배상금은 주로 연안어민들의 어업피해 배상으로 이루어져 있으며, 간접피해에 대한 배상액 48억 5천만원도 대부분 치어방류, 여수대학교 종묘배양장건립 등 피해지역 연안어업 발전을 위한 사업에 투자되었다.

A Study on Analyzing Precedents and Legal System of Landscape Tree Damage by Natural Disasters (자연재해로 인한 조경수목 피해 판례 및 제도분석 연구)

  • With the increase in occurrence frequency and severity of natural disasters due to climate changes arising from global warming, damage in the landscaping field is rising. This leads to legal disputes, and is increasing social and economic damage, too. Especially even though landscape trees which are highly affected by external environments, suffer lots of damage from natural disasters, there is no specific scope of disaster criteria and thus it brings plenty of problems of damage restoration and compensation. Therefore, this study aims to suggest that gives ways to improve related criteria for damage of landscape trees from natural disasters. For this objective, this study analyzed damage cases of landscape trees and precedents, and compared Korean and Japanese legal systems and criteria regarding natural disasters with each other. The analysis result showed that opinions of experts have a great deal of influence on judgment results, since there is no definite legal basis on damage from natural disasters in the landscaping field. This implies the need for a professional and objective appraisal process. According to the comparative analysis of Korean and Japanese legal systems and criteria regarding natural disasters, Korea lacked in laws and criteria on natural disasters of landscape plants in Korea, whereas there were concrete disaster assessment standards of landscape trees in Japan. For improving natural disaster-related systems and criteria in the landscaping field, therefore, this study presented 'Revision of related laws', 'Revision of appraisal and loss assessment criteria', 'Revision of standard specification of landscaping project', 'Compulsory insuring against disasters', 'Reasonable fulfillment of contract', and 'Compulsory cost estimation for disaster restoration', as improvement plans.

The Effect of Person-Job Fit on Job Satisfaction for the Employees of the Service Sector: Focused on the Mediating Effects of Perceived Organizational Support (서비스직 근로자의 개인-직무 적합성과 직무만족 관계에서 조직후원인식의 매개효과 분석)

  • This study examined the mediating effects of perceived organizational support (POS) on the relationship between the person-job fit and job satisfaction of service workers. POS is divided into socioemotional POS and instrumental POS. To achieve the research purpose, a questionnaire survey was conducted on workers in charge of service jobs in domestic companies through an on-line survey system and finally, the results of 281 respondents were analyzed to verify the hypothesized research model with an 80.3% effective recovery rate. The findings are as follows. First, the person-job fit has positive effects on job satisfaction and POS. Second, among the sub-constructs of POS, socioemotional support has mediating effects, but instrumental support has no mediating effects on the relationship between person-job fit and job satisfaction. Based on the results of this study, this study suggests theoretical and practical implications for the human resource development and management of service workers. Overall, changes in the recruitment system, which can judge the person-job fit of employees who perform emotional labor facing customers, organizational culture and personnel system for establishing socioemotional support system, and compensation and workforce development system, are needed to enhance the job satisfaction of service workers.
