사학연금 재해보상제도 개선 방안 연구

  • 이 연구는 사학재해보상제도의 개선방안을 제시하는 것을 목적으로 한다. 이를 위하여 사학재해보상제도의 제도 성격부터 시작하여 제도의 내용과 현황, 그리고 문제점을 산재보험과 공무원재해보상제도와의 비교를 통해서 살펴보고, 이를 바탕으로 제도 개선방안을 제시하였다. 지금까지 사학재해보상제도는 공무원재해보상제도를 준용하여 왔기 때문에 제도 개선에 대한 논의가 거의 이루어지지 않았으나, 공무원재해보상제도가 최근 들어 재해보상제도의 성격에서 벗어나서 보훈적 성격을 강화하면서 두 제도 사이의 괴리가 커지고 있다. 사학재해보상제도를 포함하는 사학연금은 정부로부터 재정지원을 받아왔기 때문에 독자적인 제도를 운영하지 못하고 공무원연금제도를 준용하여 왔으나, 퇴직연금이나 퇴직수당과 달리, 사학재해보상제도는 정부의 재정지원으로부터 벗어나 있다는 점에서 중장기적으로 제도의 독립을 고려할 필요가 있다. 구체적으로 본 연구에서는 다음과 같은 제도 개선 사항을 제시하였다. 휴업급여를 도입하여 요양중 소득손실에 대한 보상을 강화하고, 장해연금과 유족연금을 산재보험 수준으로 높이되, 유족보상금과 유족연금부가금을 폐지하고 장해연금과 퇴직연금 사이의 병급을 일부 조정하도록하며, 직무상 사망에 대한 사망조위금은 높이되 가족의 사망에 대한 사망조위금을 폐지하도록 한다.

The study on the depreciated compensation system for residual land (잔여지 감가보상에 관한 연구)

  • The compensation system for residual land in our country is largely composed of the three sub-systems, that is, the purchasing compensation, depreciated compensation and construction expenses compensation. Among those, the purchasing compensation system mainly has problems in eligibility for compensation of the land, meanwhile, there is almost no problem in construction expenses compensation system. This study aims to examine the current depreciated compensation system for the residual land and its accompanying problems, and also review and compare those systems in USA and Japan with that of our country, and thereby discover the ways for the alternative solution for the compensation system in the viewpoint of policy.

  • European Union has recently encouraged its member states to enforce the Public Lending right that is a remuneration system for free lending service in public libraries. This study reviews the problem and the actual conditions of Public Lending Right System which is systematized in European Union and a few advanced countries. By analyzing the present state of many states which is running the public lending right system, this study also explores a reasonable compensation system which remunerate a copyrighter for his rending right md ensure the fair use tradition in libraries.

  • The lowest price guarantee policy or price-matching guarantee is the pricing policy that promises to compensate more than the price difference if a consumer finds a lower price for the identical model he or she purchased and submits a certain proof. Most of Korean large discount stores emphasize their competitive price level by adopting the lowest price guarantee policy so that the entire Korean distribution industry is deeply influenced by the policy. The article is the study regarding the effects of the lowest price guarantee policy in Korean unique industry environments. The study investigated the effects of the policy on consumers' preferences of stores. By using the conjoint measurement model, it identified the main effects and interaction effects between the policy and other independent variables. The results showed the significant effects of the policy on consumers' preference of stores and identified the interaction effects between the distance from the residence and the policy, and between overall store price level and the policy.

닭질병 살처분 보상 제도 도입이 지연되는 이유

  • 닭질병에 대한 공포가 점차 확산되고 있는 가운데 양계업은 생산기반이 무너져 내리고 있다. 종계에서 뉴캣슬병, 가금인플루엔자 피해가 커지고 있고, 산란계, 육계에서 뉴캣슬병과 가금티푸스가 가장 큰 문제로 대두되고 있지만, 정부가 펼치는 방역대책 효과에 대해서는 의구심마저 갖게 하고 있다. 각 계종별 공통된 질병에 의한 피해가 심하여 업을 포기하고 싶어도 포기하지 못하는 상태에 이르고 있다. 하지만 정부에서는 뉴캣슬병, 가금티푸스, 가금인플루엔자와 같은 질병을 차단하기 위하여 뉴캣슬병과 가금티푸스에 대한 백신정책에만 의존할 것인지, 살처분 보상 제도 도입을 계획하고 있는지 살펴보고, 양계업계에서는 앞서 지적한 닭 질병에 대한 살처분 보상제도에 대하여 어떤 의견이 있는지 점검해 보았다.

The Effect of the Quality of Internal Accounting Control System on Executive Compensation : Focusing on the moderating effects of corporate governance (내부회계관리제도의 품질이 경영자 보상에 미치는 영향 : 기업지배구조 조절효과를 중심으로)

  • The objective of this study is to analyze the effect of the quality of the Internal Accounting Control System(IACS) on Executive compensation, and to determine whether this relationship depends on the effectiveness of corporate governance. For the analysis, 6,343 firm-year data listed on the Korea Exchange from 2011 to 2016 were used. The results are as follows. First, Executive compensation was decreased in companies with low quality of IACS to provide a penalty for management. Second, the negative relationship between the weaknesses of IACS and Executive compensation was found to be strengthened when the corporate governance was effectively operated. These findings suggest that information about the quality of the IACS can be usefully used to reasonably identify the executive compensation policy, and that corporate governance needs to be operated more efficiently.

  • The purpose of the study is to explore the relationship between the type of reporting weaknesses in the Internal Accounting Control System and executive compensation, and then analyze whether such relevance varies depending on the characteristics of governance structure. The analysis data used 6,343 KOSPI&KOSDAQ companies excluding the financial industry from 2011 to 2016. As a results of the study, First, executive compensation decreased in companies reporting the weaknesses of CL. Second, this relevance was further strengthened according to the governance structure. This study confirms that information on the operation results of system is an important factor in determining manager compensation. It implies that it is necessary to study reasonable compensation policies and governance structures suitable for companies. If an internal control system that affects executive compensation is added, the basis for stronger support of the research results can be prepared.

  • 현재 부품 국산화 조달계약제도는 비용보상형 계약제도로서 업체의 국산화에 대한 유인책이 별로 없으며, 수입부품을 국산화하여 원가절감을 하여도 이득이 없는 경우도 발생하고 있는 실정이다. 따라서 국산화를 촉진시키기 위해서는 국산화하면 할수록 이윤이 커지는 원가절감 보상형 계약제도를 적극 활용하며, 국산화한 경우에는 개발부품에 대한 품질인증, 행정소요시간 단축 등 조달여건을 개선하고, 개발에 따른 인센티브를 높여 주어야 한다.

  • The purpose of this study is to present and identify the relationship for the effects of performance-based human resource practices on the organizational effectiveness with focusing on small and medium-sized enterprises around Shandong province of China. The performance-based human resource practice factors include selective employment system, education training system, evaluation system, compensation system and the career promotion ladder opportunity system. As a result, among ten hypotheses, six hypotheses turned out to be the meaningful approaches. In addition there exist some human factors that interfere with the fairness of the evaluation due to the regional and personal factors, assessment system difference among firms. Finally the compensation system and organizational investment for increasing or decreasing will critically affect the enthusiasm of the staff members of firms, and the less invested for thema, the greater the likelihood of their turnovers.
