Effective Education and Training method for Operations Management of Medical Equipment of Official Development Assistance(ODA): focusing on Vietnam (공적개발원조(ODA)의 효과적인 의료기기 운영관리를 위한 교육훈련방안: 베트남을 중심으로)

  • Under the COVID-19 pandemic, the importance of Official Development Assistance(ODA) in health and medical service is emphasized more. The number of cases is expected to increase in the future. Therefore, it is necessary to provide differentiated education and training for each type of occupation as a follow-up to realize the operations management and maintenance of medical equipment supported by the ODA project. In this study, for an effective follow-up and operations management of medical equipment supported by the ODA project, the differences in educational training achievement between users and maintainers were analyzed through a t-test. As a result of this study, there were significant differences between users and maintainers of medical equipment in use and manage six types of priority management target medical equipment(Q5) and an instruction manual understanding of medical equipment(Q6). However, there was no difference in the need and purpose of education and training, satisfaction with an instructor, and the need for cross-professional communication.

A Study on the Effect of Expansion of Responsibilities and Obligations for Construction Accidents on Improvement of Safety Management System (건설재해 책임 및 의무 확대가 안전관리시스템 개선에 미치는 영향에 관한 연구)

  • Purpose: To study the effect of the amended Occupational Safety and Health Act on the expansion of the employer's responsibility and obligations and the evaluation of the employer on the improvement of the safety management system. Method: An academic discussion was conducted by comparing the contents of previous studies with the analysis results. A questionnaire was prepared using the measurement tools collected from previous studies, and statistical multiple regression analysis was performed with the collected data. Result: Research hypothesis It was found that the expansion of responsibility and obligations of the business owner and the reinforcement of the employer's evaluation of the ordering party had a positive (+) effect on the improvement of the safety management system. Conclusion: The expansion of the responsibility and obligations of the employer and the strengthening of the evaluation of the owner of the orderer are having a positive effect on the improvement of the construction safety management system for the prevention of construction accidents.

  • In the past 20 years, accidents in the construction industry have declined in absolute numbers. On the other hand, disasters occurring at small and medium-sized construction sites account for more than 80% of the entire construction industry and are showing a continuous increase. A system for preparing a safety and health register in stages was enacted to preemptively prevent accidents by mandating responsibility for safety to owners with relatively strong authority in the construction industry. Considerable is needed to become an effective legal system. Although there have been many studies related to safety management plans and hazard prevention plans, there are no studies on the safety and health register. Therefore, in this study, an improved safety management procedure connected with the orderer's safety and health management procedure was presented as a plan for reducing accidents at small and medium-sized construction sites. All information was made as a data-based procedure to reduce the burden on the manager. The results of this study are expected to be used as basic data for the development of a safety management support information system for small and medium-sized construction sites.

  • 최근 건설현장 안전관리에 대한 사회적 관심의 증가와 현장 사용 기계, 기구 등의 작업시설 기계화, 안전장치, 시설 등의 발전에도 불구하고, 건설현장의 재해율은 크게 변화하지 않고 있다. 이를 위해 건설현장에서 발생하는 재해의 형태 및 원인, 법정안전보건교육의 내용과 재해예방 효과를 분석하기 위해 H건설 현장의 관리감독자와 근로자 대상으로 건설안전교육에 대한 설문조사를 실시, 분석하였다. 주요 개선방안으로 근로자에게 기능적, 지식적 안전교육 내용이 인지될 수 있도록 현장 규모에 맞는 실질적 체험교육, 영상교육 및 VR(가상현실)등의 입체적 사례교육이 필요하고 지속적 연구와 교육자료 제작 필요 등이 제시되었다.

  • 본 연구에서는 비즈니스 연속성 경영시스템(ISO 22301)이 현재 선진국에 진입해 있는 대한민국 사회에 당면과제이며 이슈가 되고 있는 중대산업재해 감소에 미치는 영향을 자동차 제조업을 중심으로 분석하고자 한다. ISO 22301은 2012년 처음으로 HLS (High Level Structure)작성되었으며 이를 통하여 조직의 비즈니스에 대하여 비즈니스 연속성을 수립하여 조직에서 발생할 수 있는 비즈니스 중단에 대비하고 있다. 또한 중대재해는 「산업안전보건법」상 산업재해 중 사망자가 1명 이상 발생하거나, 6개월 이상 치료가 필요한 부상자가 2명 이상 발생하거나, 동일한 유해요인으로 직업성 질병자가 1년에 3명 이상 발생한 경우를 말한다(법제처, 2021).

  • According to the Institute for Occupational Safety and Health, the number of industrial injuries in 2019 was 109,242, an increase of 6.8% from 2018. In this situation, the government and companies are discussing the development of core technologies for preventing safety accidents on site based on ICT in the field of construction and construction. In these fields, technologies using computer vision and artificial intelligence have recently been widely used. In this paper, we built training data for safety management of factory workers and trained a model based on YOLOv4. It is believed that this can be used as an initial study to predict the risk situation of workers in factories.

  • 사회적 문제로 떠오르고 있는 건설산업에서 늘 만연한 산업재해 발생을 막기 위해서는 다양한 이해관계자들의 노력을 투자해야 한다. 특히, 이해 관계자들 사이에서 주문자는 프로젝트의 의사 결정 구조의 최상위에 있다. 따라서 주문자의 안전과 건강에 대한 인식은 전체 건설 현장의 안전을 확보하는 과정에 직접적인 영향을 미친다. 이러한 관점에서 본 연구는 최근에 도입된 고객에 대한 의무적인 안전 및 건강 조치에 관한 각 이해 관계자의 인식 차이를 확인하는 것을 목표로 한다. 또한 한국적 맥락에서 구체적인 이행 계획을 제시한다. 분석에 사용된 데이터는 주문자, 안전 관리자, 현장 관리자와 같은 이해 관계자를 대상으로 한 설문 조사를 통해 수집되었으며, 수집된 데이터는 분산 분석과 같은 다변량 분석 방법을 사용하여 정량적으로 검토되었다. 분석 결과, 소유자에 대한 안전 및 건강 의무의 도입이 필요한 것으로 판명되었으며, 안전 및 건강 전문가를 행동 계획으로 지정하고 운영하는 것이 합리적이라고 간주되었다. 저자들은 이번 연구 결과가 한국의 관련 규제 개정을 위한 기본 자료로 활용될 수 있을 것으로 기대하고 있다. 또한, 추가 연구로서, 규제 개선 후 효과에 대한 검토는 도메인에 크게 기여할 것이다.

A Study on the Reinforcement of Disaster Prevention for Construction Stakeholders in Korea (국내 건설공사 이해관계자에 관한 재해예방 강화 연구)

  • Purpose: In order to establish a safety management system led by an orderer in the construction industry, the orderer should be positioned at the peak of the construction industry safety management system and a system that can effectively support safety supervisors who can assist the orderer's role should be reflected. Method: This study collected and analyzed data on the status of safety management of construction business owners through prior research on safety management of construction business owners and a survey on the actual condition of those involved in the construction business. Results: The top priority is to improve the safety awareness and safety management capabilities of the orderer, and through these efforts, the orderer-led safety management system will be established when a national consensus on the responsibility of the orderer, such as the Serious Accident Punishment Act and the Occupational Safety and Health Act, is formed in the event of an accident such as a serious accident. Conclusion: In order to establish a safety management system led by an orderer in the construction industry, it contributes to disaster prevention by positioning the orderer at the peak of the construction safety management system and reflecting a system that can effectively support safety supervisors who can assist the orderer's role.

  • Recently, interest in industrial accidents such as the Industrial Safety and Health Act and the Serious Accident Punishment Act is increasing, and the demand for safety managers for safety management of workers in research institutes and industrial fields of various fields is increasing. For worker safety management, CCTVs are being installed in factories and workplaces, and workers are monitored to enhance safety management. In this paper, we intend to design a dangerous situation assessment system by constructing data using CCTV in such a workplace and modeling it in JSON format. The data modeling was produced by referring to the data set construction guide for artificial intelligence learning and the quality management guideline of the Korea National Information Society(NIA). Through this system, we want to check what kind of risk management exists in the workplace by risk situation scenario and use it to build a more systematic system.

  • With the continuous increase of the senior population, it is necessary to introduce the 4th industrial revolution applied technology into the health and welfare field. In addition, a senior emergency management system centered on Nono Care is established due to the shortage of young people, which requires strategization of a welfare delivery system in which senior colleagues notify emergency relief facilities directly in case of an emergency. In this paper, senior emergency management system is designed to collect and analyze individual activities and inactivity information through senior self-learning through smartphone app and to predict emergency situations with voice and image registration information through smartphone app menu.
