u-Health 시대의 개인건강정보 보호를 위한 관련 법제 고찰

  • 오늘날 의료는 정보통신 기술의 발달과 소비자의 건강에 대한 관심 고조 등을 동인으로 하여 기존의 환자가 치료 목적으로 병원을 찾아가던 환경에서 개인의 질병 예방과 건강 증진을 위해 언제 어디서나 의료서비스가 찾아가는 소위 u-Health 환경으로 패러다임이 전환되고 있다. 본 논문은 이러한 환경에 대처하는 보건의료 관련 법제에 대한 연구로 현행법률과 현재 계류 중인 법안을 고찰하여 가장 민감한 개인정보인 건강정보의 보호와 활용의 균형을 위한 입법 방향을 제시하였다.

A Study on the Legislation of Telemedicine in France (프랑스 원격의료 법제에 관한 고찰)

  • Article 34 of 'Medical Service Act' of Korea provides telemedicine service between medical personnel. Telemedicine between medical personnel and patients, therefor, in principle, is not recongnized. Increasing demand for telemedicine fueled by COVID-19 pandemic and accumulation of telemedicine experience lead a change in stubborn opposition of the medical community, tenuous though it may be. This article focuses on the telemedicine legislation in France, which can be used as a reference for the telemedicine legislation premised on telemedicine between medical personnel and patients. The legislation stipulates the concept, types, and conditions of telemedicine performance through 'Code de la santé publique'. The principle that telemedicine shall be performed alternately with direct medical treatment to a patient and details relating to such telemedicine performance as telemedicine costs, medical fees, and telemedicine equipment support are stipulated through an agreement between the medical community and health insurance organizations. From this point, the implications for our legal system were presented.

  • The purpose of the present study is to analyze curriculums in colleges operating a department related to medical information in Korea and to propose the roles of medical information professionals, medical information professionals qualifying examination and a plan to raise medical information specialists demanded in the field. In addition, this study purposed to suggest establishing programs for job training and supplementary education of medical information professionals through sharing contents among colleges. For these purposes, this study proposed a plan to construct the infrastructure of Internet-based domestic medical information and education network for the service of integrated medical information system standardized centering on the Healthcare Information Center.

  • This study is a review on the educational methodologies of junior colleges for nurturing health and medical administration experts. As non-face-to-face classes increase due to the pandemic and various online classes are being conducted, the rejection of virtual education is decreasing. The concept of 'metaverse', first used in 1992, is changing from metaverse 1.0 to metaverse 2.0 as of 2021. Metaverse is judged to be able to positively derive the educational effect of online education through four methodologies: VR(Virtual Reality), AR(Augmented Reality), Life Logging, and Mirror World. This study aims to design an education platform that realizes professional education that transcends time and space by establishing the same university in the form of a mirror world or virtual reality in the virtual reality metaverse, and opening a department of health and medical administration. In addition, It is researchwhen metaverse virtual universities and virtual departments are created for each university, students can cross-take courses offered by each university and purchase or share open courses to take new educational topics for common subjects.

  • 본 논문에서는 변화하는 ICT 기술을 기반으로 의료정보의 빅데이터화를 통해 건강권에 대해 장애인과 비장애인을 중심으로 살펴본다. 전국민 대상의 국가건강검진 중 암 검진에 수검율을 조사하고 여성 장애인의 수검 요인을 분석해 장애인의 건강권 보장이 가능한지 살펴본다. 국가암검진 중 30대 이상 여성을 중심으로 진행되는 자궁경부암 수검 요인을 건강행태적 요인으로 분석한 결과 통계적으로 유의한 차이를 보였다.

  • 대학 보건정보 시스템이란 대학교 내의 보건소의 담당자가 서비스와 의료자원을 제공하기 위해 데이터를 수집, 이용, 저장, 검색, 교환을 할 수 있도록 하며 이용자 보건 서비스의 질 향상을 위해 보건 실무를 관리하며 발전시키도록 하는 시스템이다. 본 논문에서는 인터넷 상에서 대학교 보건정보를 효율적으로 관리하며, 관리자 및 일반 사용자들에게 유용한 서비스를 제공하는 대학보건정보 시스템의 설계 및 구현에 관하여 논의하였다. 보건정보관리자는 본 시스템을 사용하여 원하는 정보를 수집, 가공 및 검색할 수 있다. 일반 사용자들은 이 시스템을 이용하여 자신의 보건 정보를 검색할 수 있다.

  • A policy is needed to provide appropriate medical services to rural residents living in medically vulnerable areas and to resolve imbalances in health and medical resources through this. In general, a survey method is used to secure medical services to the residents, and a security policy is needed to distribute and collect the questionnaire type and personal information between the investigator and the participant as digital contents. The proposed thesis introduces DRM (Digital Rights Management) technology as a way to safely manage the questionnaire type of the investigator and the personal information of the participants, and improves the problem that the existing License Server issues, renews, and cancels licenses to all domains. In order to do this, it provides convenience to the DRM-based survey policy that only DMs bundled with the family domain performs license management after the certificate is issued.

  • The recent medical treatment guidelines and the development of information technology make hospitals reduce the expense in surrounding environment and it requires improving the quality of medical treatment of the hospital. That is, with the new guidelines and technology, hospital business escapes simple fee calculation and insurance claim center. Moreover, MIS(Medical Information System), PACS(Picture Archiving and Communications System), OCS(Order Communicating System), EMR(Electronic Medical Record), DSS(Decision Support System) are also developing. Medical Information System is evolved toward integration of medical IT and situation si changing with increasing high speed in the ICT convergence. These changes and development of ubiquitous environment require fundamental change of medical information system. Mobile medical information system refers to construct wireless system of hospital which has constructed in existing environment. Through RFID development in existing system, anyone can log on easily to Internet whenever and wherever. RFID is one of the technologies for Automatic Identification and Data Capture(AIDC). It is the core technology to implement Automatic processing system. This paper provides a comprehensive basic review of RFID model in Korea and suggests the evolution direction for further advanced RFID application services. In addition, designed and implemented DB server's agent program and Client program of Mobile application that recognized RFID tag and patient data in the ubiquitous environments. This system implemented medical information system that performed patient data based EMR, HIS, PACS DB environments, and so reduced delay time of requisition, medical treatment, lab.
