The purpose of this study is to provide a guidelines for emerging military library development. The history and current environment relating to the military library development were examined through literature review and policy analysis, field survey and interview methods. The results show that current library administration and services are far behind in terms of meeting user needs. An administration model and policy for military library development were suggested.

Air Force library performs the functions of a library with respect to a specific group of Air Force. However, the development of Air Force library is beginning step, its facilities and services are not meet expectations. The analysis of operating status for entire Air Force libraries is so far not attempted. Focusing on this point, this study analysed for the first time evaluation regarding the overall operating status and activation of Air Force libraries at the levels of wing, group and squadron. The questionnaire was consisted of a total of 45 questions. The questionnaire was distributed to 101 Air Force libraries registered in currently August 2014. I was received the reply from 81 out of 101 Air Force libraries, but the responses of 4 libraries were poor, and analyzed the total 77 library responses excluding them. As the results of the analysis, this paper identified operational status and perception of activation of Air Force libraries as a whole, and pointed out the problems that have been identified regarding the operation of these libraries. Furthermore, this paper suggested concretely activation plan for the development of Air Force libraries.

This study is to suggest the revitalization plan of military libraries, on the basis of analysis for the military library status and the results of a survey and interview with soldiers and working staff in the military libraries. To this end, first, it analyzes study trends in the operation and revitalization plan of the military libraries based on the preceding research analysis and investigates and analyzes the operation of the military libraries. Second, it identifies problems in the operation of the military libraries by comparing and analyzing between the operation of domestic military libraries and the best cases as well as the operation situation of the overseas military libraries. Third, it suggests the revitalization plan by holistically analyzing the situation and the best cases of the military libraries while finding out the problems through interviews and questionnaires. According to the analysis, first, it is necessary to expand the number of exclusive personnel with librarian qualifications and prepare standards for the placement of librarians. Second, it is necessary to develop online education to provide regular operation education for the personnel of the military libraries. Third, it is necessary to develop common manuals for working staff. Fourth, it is necessary to prepare the plan to expand the preference books of soldiers to increase reading and usage rate of the military libraries. Fifth, it is necessary to construct library space in the form of a book cafe for soldiers' knowledge development and relaxation and to locate the library in a highly accessible place. Lastly, it needs to develop the application of the military library and should lead to high interest in libraries by letting soldiers read books and post book reviews on it after work.

The aim of this study is to re-conceptualize the functions of military libraries in Korea, both as spaces and services, by examining current operating structures and offering strategies for development. In exploring the existing military library operations in Korea, this study assesses key areas, such as human resources, facilities and equipment, budget, cooperation, and collections and materials. By leveraging the cross-area assessments, the study identifies opportunities for improvement and modernization. This study may serve as a foundation to formulate policy-based strategies for the development of military libraries, toward satisfying the information needs of the armed forces and promoting the broader underlying priorities of military libraries.

This article examines how to improve military library services by evaluating management and performance of 160 Korean military libraries in 2011. Results indicated that the average performance rate in entire areas was 59.4%. The 'facility' area and 'inter-library cooperation' area showed high performance rates (79.2% and 71.0% respectively). On the other hand, the 'strategic management plan' area and 'support' area showed relatively low performance rates (28.3% and 33.0% respectively). Results concluded that a strong commitment for strategic planning and execution by the authorities is required to enhance military library services in the future. Also, the implications of annual evaluation on military libraries should be taken accounted for improvement plans and ultimately lead to the establishment of revitalization policies for military library services.

최근 몇 년간 '병영도서관'에 대한 이야기가 우리 도서관계에서 자주 등장한다. 확실히 관련 법령 개정(도서관및독서진흥법 제37조의2 ④국방부장관은 병영도서관의 설치 및 운영에 필요한 예산의 확보 등을 통하여 장병등의 문화활동 등이 장려될 수 있도록 노력하여야 한다.) 이후 정부나 시민단체들의 병영도서관 건립 움직임이 탄력을 받고있는 듯하다. 아직은 초기 단계이지만 관심을 놓아서는 안되는 분야일 것이다. 이번에 찾아간 곳은 수방사헌병단도서관으로 (사)사랑의책나누기운동본부의 병영도서관 만들기 운동의 31번째 결실이 맺어진 곳이다. 엄밀히 말하면 이번 탐방은 도서관 '개관식' 탐방이다. 군의 특성상 아무래도 병영도서관 방문이 생각만큼 자유스럽지는 않다. 이번 호에서는 개관식 탐방으로 만족하고 앞으로 꾸준히 기회를 만들어 다양한 사례를 소개하고자 한다.

최근 군 복무는 국가 인재의 육성, 장병의 지적 문화적 욕구 충족 및 자기개발 여건 보장 등 보다 발전적인 측면을 강조하고 있으며 이러한 추세에 따라 대대급 이상 부대에서 운영하는 병영도서관 역시 성장을 거듭해 왔다. 본 연구에서는 병영도서관의 근무환경 차이가 이용실태에 미치는 영향의 통계적 유의성을 전투부대와 지원부대를 중심으로 파악하여 향후 부대 유형별로 전군(全軍)에 적용할 수 있는 표준화된 병영도서관 운영 모델 정립을 위한 기초자료를 제공하고자 한다.

This study analyzed the operation status of the military library and e-book service in order to improve the soldiers' access to the reading environment and to suggest a plan to revitalize the military library. As a result of the survey, it was found that it is necessary to improve the environment such as the IT environment, devices, and time allowed for access to activate the use of e-books. According to the interview results, problems such as low usage rate and awareness of the digital library, the use of different e-book viewers and management systems for each distributor when distributing e-books, and the dissemination of e-books for the management and accessibility of the Armed Services Editions in library were raised. In order to activate the e-book service of the library in the military, diversify e-book service promotion and education programs, activations such as establish standards for the e-book operating system for each county, use platforms and devices to promote e-book operation and use, and construction of e-book service using Armed Services Editions were derived.

‘도서관탐방’팀은 가급적 모든 관종의 도서관을 골고루 소개하려고 한다. 그런데 지난 1월 이 지면이 신설된 이후 아직 가보지 못한 관종이 특수도서관이었다. 병영도서관 또는 점자도서관은 언론 등에서도 자주 다루어지고 있어 우선 순위를 교도소도서관 또는 환자도서관에 두었는데 알고 보니 교도소도서관은 여러 여건상 일반인이 접근하기 어려웠다. 관종 구분을 하는 경우 병원(의학)도서관은 전문도서관으로 분류된다. 하지만 병원 입원 환자들에게도 일부 서비스를 제공하고 있는 경우에는 특수도서관의 목적을 조금이나마 수행하고 있는 곳이라 할 수 있다. 전문이용자용 ‘맞춤형 교육’ 제공에서 환자용 ‘병실이동문고’ 운영에 이르기까지 병원 모든 가족들의 정보 ‧ 문화 ‧ 복지의 종합센터 역할을 책임지고 있는 삼성의학정보센터를 이번에 다녀왔다.

This study attempted to analyze the collection management process and its requirements for public libraries. The survey was designed to examine the detailed collection management guidelines and to grasp its requirements varying across different types of public libraries. The respondents to the survey were librarians who are responsible for managing collections in public libraries which achieved excellence in the 2008 nationwide library management assessment. The study results indicated that most public libraries do not have organized collection management guidelines covering the whole collection management area. In addition, small libraries such as those in hospitals, armies, and prisons have difficulties in managing collections since they do not have proper collection management guidelines.
