A Study on the Implications of Korea Through the Policy Analysis of AI Start-up Companies in Major Countries (주요국 AI 창업기업 정책 분석을 통한 국내 시사점 연구)

  • As artificial intelligence (AI) technology is recognized as a key technology that will determine future national competitiveness, competition for AI technology and industry promotion policies in major countries is intensifying. This study aims to present implications for domestic policy making by analyzing the policies of major countries on the start-up of AI companies, which are the basis of the AI industry ecosystem. The top four countries and the EU for the number of new investment attraction companies in the 2023 AI Index announced by the HAI Research Institute at Stanford University in the United States were selected, The United States enacted the National AI Initiative Act (NAIIA) in 2021. Through this law, The US Government is promoting continued leadership in the United States in AI R&D, developing reliable AI systems in the public and private sectors, building an AI system ecosystem across society, and strengthening DB management and access to AI policies conducted by all federal agencies. In the 14th Five-Year (2021-2025) Plan and 2035 Long-term Goals held in 2021, China has specified AI as the first of the seven strategic high-tech technologies, and is developing policies aimed at becoming the No. 1 AI global powerhouse by 2030. The UK is investing in innovative R&D companies through the 'Future Fund Breakthrough' in 2021, and is expanding related investments by preparing national strategies to leap forward as AI leaders, such as the implementation plan of the national AI strategy in 2022. Israel is supporting technology investment in start-up companies centered on the Innovation Agency, and the Innovation Agency is leading mid- to long-term investments of 2 to 15 years and regulatory reforms for new technologies. The EU is strengthening its digital innovation hub network and creating the InvestEU (European Strategic Investment Fund) and AI investment fund to support the use of AI by SMEs. This study aims to contribute to analyzing the policies of major foreign countries in making AI company start-up policies and providing a basis for Korea's strategy search. The limitations of the study are the limitations of the countries to be analyzed and the failure to attempt comparative analysis of the policy environments of the countries under the same conditions.

A Study on the convenience store brands' ESG activities impact store loyalty: Focusing on the Moderating Effect of Eco-friendly Values, Social media Activity, Consumer-Company Identification (편의점의 ESG활동이 점포충성도에 미치는 영향: 친환경가치관, 소셜미디어활동성, 소비자-기업동일시의 조절효과)

  • This study examined how ESG activities of convenience stores, affect consumers' store loyalty. Using 300 valid samples of convenience store users collected through an online specialized agency (Company M), this study empirically analyzed the effects of environmental (E), social (S), and governance (G) activities among ESG on trust and store loyalty, and the mediating effects of trust and the moderating effects of eco-friendly values, social media activity, and consumer-company identification. The results of the analysis showed that, first, governance activities had a positive effect on trust, and environmental activities and trust had a positive effect on store loyalty, but social activities had no effect Second, trust had a moderating effect only on the relationship between governance activities and store loyalty, and third, in the relationship between ESG activities and trust, eco-friendly values and social media activity had moderating effects on environmental, social, and governance activities, and consumer-company identification had moderating effects on environmental and governance activities, but not on social activities. Therefore, convenience store brands should further strengthen their environmental and social activities to build consumer trust, especially environmental activities, which only directly affect store loyalty, so they should be more cautious and proactive. In addition, intensive marketing activities are needed to build trust among consumers who have high eco-friendly values, social media activity, and consumer-company identification. Therefore, this study confirms the critical view of consumers despite the social contribution activities of convenience store brands, and suggests that in order to improve them, it is necessary to strengthen social activity efforts, actively participate in ESG activities of on-site franchisees who are customer contact points, and educate employees.

  • Since 1997 the United Kingdom has pursued creative industry and creative city development in accordance with the New Labor Party policy, strengthening its cluster policy by assigning creative city policies to traditional manufacturing-oriented regions. Tech City in London, one of the most successful examples of digital clusters, is an area in which diverse ecosystems for venture business integration have been established, as the once barren space began to spontaneously develop. For this region, systematic linkages including universities, private companies, start-ups, and accelerators have been added, along with the UK government's active support system. As a result of this opportunity, the scale of the UK start-up ecosystem has significantly grown, the number of local companies has surged, and brand effect has greatly improved. Tech City is an example of a well-balanced combination of public effort and private governance, based on the region's historical background and its potential for growth. It is an effective coordination of public policy and private active investment, services, research, and education. The market platform for institutional technology and commercialization, and aggressive investment shares in the risk, have lead to its growth as a start-up and an innovative city. Britain's efforts to expand the nationwide cluster for the future-oriented digital economy is most noteworthy.

기업연구개발활동통계 개선방안에 관한 연구

  • 본 연구에서는 국가의 연구개발활동조사에서 기업연구개발활동 통계에 대한 효과적인 산출방법을 제시하고자 하였다. 이를 위하여 국내 외 연구개발 통계방법을 조사한 후 이를 토대로 우리나라에서 기업연구개발활동에 대한 자료의 수집 및 분석에 대한 개선방안을 제시하였다. 대부분의 국가에서는 대기업은 전수조사, 소규모 기업은 표본조사를 수행하고 있으나, 우리나라에서는 연구소 등록법인에 대하여 전수조사를 행하고 있다. 전수조사는 비용이 많이 들고 비 표본오차로 인하여 모집단에 대한 체계적인 추정이 불가능하다는 문제점이 있다. 현재 산업기술진흥협회에 등록된 연구기관의 수가 20,000개를 넘어서고 있어 전수조사는 한계에 다다른 것으로 생각되어 표본조사 도입에 대한 타당성과 방법론을 중점적으로 검토하였다. 먼저, 표본조사의 타당성을 평가하기 위하여 현재 전수조사를 통해 수집된 자료를 이용하여 표본조사를 수행한 결과를 비교 분석하였다. 산업별(24개), 그룹별(8개)로 구분하여 216개 셀별로 모집단수/표본수를 곱하여 산정 (셀별추정법)한 결과, 전수 통계치와 거의 동일하게 나타났다. 따라서, 산업별, 그룹별로 세분하여 모집단수/표본수를 곱하여 추정하는 셀별추정법이 타당한 것으로 평가할 수 있다. 이상의 분석결과를 토대로 새로운 조사설계방안을 제시하면 다음과 같다. 직전연도 조사기업은 직전연도 연구개발비 수준과 기업종류(대기업, 벤처기업, 중소기업), 그리고 산업에 따라 셀을 분할한다. 대기업, 연구개발비 수준이 높은 기업 등 주요한 셀에 대하여는 전수조사를 실시한다. 나머지 셀에 대하여는 각 셀별 연구개발지출의 분포가 동질적이기 때문에 표본 추출방법은 단순임의추출법(SRS)을 사용한다. 다만 전년도 미계상된(또는 미포함된) 기업에 대하여는 신규 대형 연구소 진입 등을 고려하여 규모비례확률추출법(PPS)을 고려하는 것이 바람직할 것으로 판단된다. 일부 기업들이 특정 항목에 대한 자료를 제공하지 않는 항목무응답의 경우, 누락된 자료에 대하여는 대체기법(Imputation Algorithm)에 따라 이를 추정한다. 이러한 표본조사방법은 전수조사에서 발생하는 비 표본오차를 해소하고, 자료수집비용 및 소규모기업의 행정적 부담을 경감할 수 있다는 장점이 있다. 향후 연구에서는 좀 더 구체적인 조사방법론을 강구할 필요가 있으며, 이와 함께, 연구개발에 대한 다양한 측면의 정보를 수집하기 위해 새로운 설문지를 개발할 필요성이 있다.

A Study on the Development of Bamboo Decorating Tiles (죽세장식타일 개발 연구)

  • A new functional meaning has been given as natural resource to bamboo through reanalysis. Bamboo products contributed to creating added-value of pro-environment. In this study, a potential efficiency and vision of bamboo products and crafts are presented. As bamboo plywood and bamboo decorating paper were developed followed by academic and technological support, an activation of markets has been pursued and bamboo pattern tiles for new furniture was developed. This study examined kinds and characteristics of bamboo and processing of raw material and how to express with the material. Through advanced technology, it identified traditional functions and technological mistakes and analysed domestic and overseas applications to enhance utility of plywood made of bamboo. Bamboo pattern tiles were developed for decorating of furniture doors based on bamboo pattern paper. For patterns, 'tortoise, cranes, and deer'meaning eternity and new millenium among Ten Korean Longevity Animals are simply and lively represented. Series of the sun and mountain use effects of bamboo pieces to present bright images and to maximize quality of bamboo. A pattern of '卍'incorporates mystery of the cosmos and meaning of temples together with traditional patched wrapping cloth, Arirang and Chilgyopannori for beautiful ornamentation. Bamboo decorating tiles are made through accumulation of technologies by a cooperation with industries of bamboo equipment and production of furniture in Damyang Bamboo Products Complex. Processing of raw materials is peformed with equipment of Damyang. Development of samples and production and delivery of bamboo goods are handled in Design Venture of Chosun University Chamber. Developed goods decorating doors of furniture are in sale by an order from furniture industries.

The Impact of Humane Entrepreneurship on Business Ecosystem and Economic Development (인간중심 기업가정신이 비즈니스 생태계와 경제개발에 미치는 영향)

  • With the advancement in digital transformation with smart technologies and the collapse of industry borders, increasing is the importance of understanding customer problems, fostering employee capabilities, and enhancing the partner capabilities to properly provide the best service to customers. This is what is called the humane entrepreneurship in the 4th Industrial Revolution. Humane entrepreneurship is believed to play a critical role in developing business ecosystems and thus economic growth of nations. We empirically tested the ideas that 1) entrepreneurship as a meta-structuring action shape the healthiness of business ecosystem and 2) subsequently both entrepreneurship and business ecosystems affect economic development of a country. The results indicate that humane entrepreneurship does not directly affect healthiness of business ecosystem, but the balanced humane entrepreneurship together with opportunity in business ecosystems has a positive relationship with GDP growth. In other words, opportunity can be appropriated by entrepreneurs who have balanced sense between human and enterprise dimension. Data collection and methodologies are discussed further in the paper.

An Examination of FIN 48 Disclosures: Evidence from Korean Companies (FIN 48 주석사항 검토: 한국기업을 중심으로)

  • Financial Accounting Standards Board (FASB) Interpretation No. 48 (FIN 48), Accounting for Uncertainty in Income Taxes: An interpretation of FASB Statement No. 109, requires firms to evaluate uncertain tax positions and disclose information on their liabilities for these positions, unrecognized tax benefits (UTBs). We analyze the FIN 48 disclosures for calendar-year-end Korean companies listed on NYSE and NASDAQ and examine the Korean firms' tax aggressiveness utilizing the UTBs. The results suggest that stock exchange and firm size do not play a role in the Korean firms' tax aggressiveness, contrary to the matched U.S. firms and that the Korean firm in the miscellaneous retail industry is more tax aggressive than the firms in the communications, depository institutions and business services. In addition, we find evidence that the Korean firms are less tax aggressive than the matched U.S. firms. We also examine the Korean firms' tax avoidance tendencies using other measures of avoidance, leading to mixed results. Finally, we examine the association between the UTBs and other measures of tax avoidance and find a significant and negative association between the UTBs and the long-run cash effective tax rate.

A Study on Success Factors of Logistics IT Companies (물류IT기업의 성공요인에 관한 연구)

  • Under this economic circumstance, the logistics firms located in port take better advantages than those in other areas. This study observed those firms with consciousness to which matters were affected a growth of the logistics IT firms. This study considered in terms of three factors which are an economic factor, a political factor and an internal-ability factor for the matters of logistics IT firms' success through the factor analysis. According to the factor analysis, subjective factor showed positive: (1) expanding market through the ideas and abilities, (2) internal relations and government support (3) capability of market identification and focusing on regional industrialization. As a result of the internal ability analysis, there were three positive matters such as (1) a factor of organization or human resource management, (2) relationship with consumer and resource and management ability for strategy, and (3) developing unique product, networking, suitable goods of regional industrialization. The external factor, through the factor analysis was trued out (1) a emerged political factor such as a support up venture, cluster composition, investing R&D and specialist training, (2) economic factor such as tax reduction, financial support, marketing collaboration renting office in a low price by regional government.

  • Special Act on Regulatory Freedom Zone and Regional Special Development Zonet" introduced a new type of 'Freedom Special Zone of Regulation' that is legally distinguished from the existing Special Districts for Regional and Regional Development to support the innovative and strategic growth of the areas, and even passed a number of legal grounds for providing innovative regulations for regional development projects or regional strategic industries within the Special Districts. Starting with the bill legislation proposed by The Parliament Members, Kim Kyung-soo on behalf of 33 suggestors, Choo Kyung-ho, Jung Sung-ho and Hong Il-pyo submitted the bill legislation on behalf of 10 to 12 proposers, respectively. As a major matter of issue, the purpose, designation, scope of application, promotion system, application of A Bill of Three kind on Regulatory Innovation, and Balanced National Development, many kind of regulation as like types of menu, special cases, punitive regulations, and so on have been argued until the end of the bill proposed from the beginning. In this study, the differences between the bill suggested by the Parliament members and bill approved already are to be compared and analyzed to confirm how the items on issue were reflected for the bill finally and to draw up measures for the correct operation of the special regulations.
