There were also many medical-related rulings in 2021, among which the rulings reviewed in this paper are as follows. The first relates to a case in which the medical record, which is the primary judgment data regarding the presence or absence of medical negligence, has been modified. The court judged whether there was negligence on the basis of the first written medical record without considering the contents of the medical record that was later modified. Next, the ruling on the case of asking for liability for damages for prescription of anti-obesity drugs recognized negligence related to prescription, but denied liability for property damage by denying a causal relationship, and recognized only alimony for violation of the duty of explanation. The a full-bench ruling on the scope of subrogation of the National Health Insurance Corporation, which subrogates the claims for compensation for medical expenses against the perpetrator of the patient, changed the existing precedent that had taken the 'deduction method after offsetting negligence' and judged it as 'the method of offsetting negligence after deduction'. In addition, in the ruling on whether or not there was negligence, the court was not bound by the medical record appraisal result. Lastly, in relation to the National Health Insurance Service's disposition of reimbursement for medical care benefit costs, we reviewed the ruling that discretion should be exercised even when a non-medical person makes a refund to a medical institution opened by a non-medical person. And we also reviewed the ruling that the scope of reimbursement for medical institutions jointly using facilities and manpower specifically should be determined.

Among the healthcare-related judgments handed down in 2002, there was a significant ruling on the timing of the duty of explanation, stating that, in order to ensure the exercise of the patient's right to self-determination, the patient must be given time to consider and decide on the risks and side effects of a medical procedure in specific circumstances. In addition, in a case where an insurance company claimed unjust enrichment against a medical institution on behalf of its insureds, the court provided a clear standard by distinguishing between active and passive requirements regarding the need to preserve the right of subrogation of creditors. In the area of medical administration, there was a ruling that clarified that a medical institution's business suspension under the National Health Insurance Act is directed against the medical institution, a ruling that broadly recognized causation in a case of compensation for side effects of corona vaccination, and a ruling on the scope of a medical practitioner's license, such as the use of ultrasound devices by an oriental medicine practitioner. In a case involving a patient's claim for eviction from a medical institution, the court reviewed a ruling on just cause for termination of a hospitalization contract in relation to Article 15(1) of the Medical law.

This paper is conducted to find out if the previous corporate internal reservation has a significant effect on current investment and dividend payments by using the dummy variables of each classified industry. The results of the research show that previous corporate internal reservation had a significant effect on current material investments in following fields - manufacturing industries, technical services, wholesale and retail industries, information services, construction and transportation industries - over two years. Especially, investments in tangible assets were more effective than those in development expenses. In human resource investment, previous corporate internal reservation had a significant effect on current human investments in fields of manufacturing, technical services, information services and transportation industries. Among them, investments in education training expense and welfare benefit expense were more effective than those in wages. In the dividend section, previous corporate internal reservation had a significant effect on current dividends in the fields of manufacturing, wholesale and retail, information services, transportation industries, and in other businesses. Among them, Expenditure on dividend amounts was found to be more effective than that on dividend ratio. This paper contributed to the field in a way of empirically demonstrating the effects of previous corporate internal reservation on current investments and dividends by using the method of industrial classification. On the other hand, it also has a limitation since collecting precise taxation data was practically difficult. Therefore, a further developed study is required to find out the standard which shows exactly how much the measured results of the regression analysis reflect the effects of the government policies. Moreover, it is considered necessary for the government to devise policies on vagueness and uncertainties in the domestic and overseas economic and business environments so that companies can conduct investment with confidence.

Purpose The principle of nuclear medicine test is divided into two main categories: competition(radioimmunoassay, RIA) and noncompetitive reaction(Immunoradiometric assay, IRMA). It is known that the curve fitting method, which is commonly used in inspection field, uses Spline interpolation in RIA method and Linear interpolation method in IRMA method. Among them, the insulin test using the IRMA test showed a significant difference, especially at low concentrations, despite the same algorithm of linear interpolation between fully automated radio immunoassay analyzers. In this study, we aim to obtain results from applying two different of algorithm using fully automated radio immunoassay analyzers including Gamma pro, Gamma 10, Cobra, and SR300. Materials and Methods A total of 30 test samples were selected for the test of TSH, ferritin, C-peptide, and insulin serum levels. Test was performed by IRMA method. We compared the difference in the results of applying the linear interpolation method and the spline interpolation method to Gamma Pro, Gamma 10, Cobra, and SR300 equipment. Results Two-way ANOVA was used for statistical analysis. The significance level was applied as P <0.05. The results of TSH, ferritin, C-peptide, and insulin tests were compared between the fully automated radio immunoassay analyzers. There was a significant difference between ferritin, C-peptide, and insulin serum levels(P<0.001). TSH didn't show any significant different between the devices(P=0.29). In the difference between linear and spline interpolation, there was no significant difference between insulin test(P=0.08), TSH test(P=0.81), and Ferritin test(P=0.06). However, C-peptide test showed a significant difference(P=0.03). Especially, the insulin test showed significant difference in lower ranges. As a result of comparing and analyzing the difference between the two interpolation methods, the devices in the low concentration group showed significant difference(P<0.001). Conclusion In case of new equipment in the laboratory it is necessary to recognize that there is a difference in the curve fitting method for each automated radio immunoassay analyzers in the low concentration area when the principle of inspection is IRMA method.

구리(II)의 전자상자성공명 흉수선의 모양과 선 폭에 대한 해석을 통해 석영-물 계면에서의 구리(II) 및 흡착수와 석영 표면과의 상호 작용에 대해 연구하였다. 두 가지 흡수선이 중첩하여 흡수선을 구성하며 따라서 석영 표면에 적어도 두 종류의 구리(II)가 존재함을 알 수 있었다. 하나는 g=2.18에 중심을 둔 초미세 갈라짐이 분해되지 않는 등방성 단일 흡수선을 보여 주는 구리(II) 이온이다. 이는 수용액 중에서와 유사한 빠른 자유 회전 운동이 가능한 상태로 표면에 매우 약하게 결합된 구리 이온(Cu($H_2O$)$_{6}$$^{2+}$)인 것으로 해석된다. 다른 하나는 축 대칭 흡수선 $g_{∥}$=2.40, $g_{⊥}$=2.08)을 가지는 구리(II)로서 이는 표면에 강하게 결합된 것으로 해석된다. 본 결과는 흡착 현상에 대한 열역학적 접근법인 표면 착물화 모델들이 제시하는 광물 표면에서의 금속 이온 흡착 모델이 거시적 관점에서 흡착 현상을 잘 모사할지라도 분자 수준의 미시적 관점에서 흡착 메커니즘을 규명하기 위해서는 독립적인 분광학적 정보가 제시되어야함을 보여 준다.다.

The numerous application of scattered data include the modeling and visualization of physical phenomena. A tetrahedrization is one of pre-processing steps for 4-D surface interpolation. In this paper, various tetrahedrization methods are discussed including, Delaunay, least squares fitting, gradient difference, and jump in normal direction derivatives. This paper discriminates the characteristics of tetrahedrization through visualizing tetrahedral domain. This paper also, provides the tool that can compare and analyze the quality of 4-D space approximation over tetrahedral domain numerically, as well as graphically.

우리회는 한국기술사회건축구조분회로 출발하여 2년 전 유병억 회장님시절 개인사업자등록증을 발급받아 구조분회가 아닌 개인 사업체로서 한걸음 진일보하였다가 작년에야 비로서 우리의 숙원이었던 과학기술부 산하 사단법인체로 등록되면서 명실공히 사단법인 한국건축구조기술사회로 위상을 한단계 격상함으로서 합법적으로 정부로부터 인가받은 단체로 발돋음하였다. 그동안 건축구조안전에 대한 문제점을 알고 있었으나, 정부와의 어떠한 합법적이고 독립적인 통로가 없어 제대로된 의견개진을 할 수 없었던 상황에서 이제는 올바른 통로를 확보한 첫 걸음이라고 판단된다. 아직도 우리가 헤쳐나아가야 할 길은 멀고도 험난한 상황임을 잊지말고 끈기있는 인내심과 중단없는 전진을 통해 하나씩 건축물의 구조안전을 확보하기 위한 방안을 위해 지속적으로 노력을 하였으면 한다. 올해 2월 정기총회를 통해 사단법인으로 처음 출발하면서 이동헌회장님을 비롯한 신임회장단이 선출되었고, 그 장도의 첫발을 내딛으면서 앞으로 우리가 어떤 목표를 견지하여야 할 것인가에 대해 의식고취 및 앞으로의 방향설정을 위해 지난해 3월 건설교통부에서 발족한 건설교통안전기획단의 검토 내용에서 발췌한 현행 실태와 문제점 및 대책 중에서 건축물의 구조안전과 관련된 문제점을 다시 한번 되새기면서 우리의 목표와 방향을 점검하는 계기가 되었으면 한다.

일본 일본공조위생공사업협회는 지난 5월 288일 창립 70주년을 기념하는 제60회 통상총회를 열고 2008년도 사업계획을 발표했다. 이 중 우리의 관심을 끄는 것은 기획총무부문의 설비공사의 직접발주(분리발주)에 대한 주장이다. 일본 공조위생공사업협회는 국가, 지방자치단체, 독립행정법인, 민간발주자 등에 대하여 설비업계의 적극적인 홍보활동을 전개하면서 특히 민간발주자에게 "설비는, 전문가인 설비공사업자에게 직접 발주하여 주십시오!"라는 주장을 펼치기로 했다. 또한 건설업계에 "직접발주(분리발주)"라는 용어의 정착을 추진키로 했다. 우리에게 원 하도급 간에 계열화가 정착된 것으로 알려진 일본은 공공공사에서는 분리발주가 정착되었으나 민간발주 부문에서는 아직도 분리발주가 완전히 실현되지 않고 있어서 이같은 사업을 추진하고 있는 것으로 보여진다. 따라서 일본 공조위생공사업협회는 민간공사에서도 절대적으로 분리발주 해 줄 것을 요구하는 슬로건을 내세우고 있으며, 더 나아가 100% 분리발주 확대 추진을 목표로 하고 있다. 다음은 일본공조위생공사협회가 총회에서 채택한 슬로건이다.

The biological activity of monoglycerides, diglycerides, triglycerides and free fatty acids were investigated by the rice inclination test that is specific bioassay for brassinosteroids. The experimental results revealed that some diglycerides, triglycerides and free fatty acids as well as monoglycerides showed positive response. ${\alpha}-Monoolein$ and diolein as active principles showed higher activity than indole-3-acetic acid at the same concentration. From the results, it can be confirmed that the active principles are related to olein which especially have a high activity.

The aim of this study is to examine the influence of foreign library classification schemes on the Chinese classification systems in the library. And the study is to analyze development process of three modem library classification schemes, the $\ulcorner$Renmin University of China's Library Books Classifications$\lrcorner$, $\ulcorner$Chinese Academy of Sciences's Library Books Classifications$\lrcorner$and $\ulcorner$Chinese Library Classification$\lrcorner$which are being used in many libraries in China where the library is regarded an important organization for performing the national policies.
