This study aims to analyze enactment of China's old and rare books management. For the purpose, the review on China's legal system and management related to old and rare books were studied. And this study investigated 4 laws, 6 administrative regulations, 4 sector regulations, and 13 administrative normativity papers. Among those, 5 major sources for old and rare books management were identified as follows : 1) China's National Civilization Protection Law in 2013, 2) China's Old and Rare Book Organization Directive in 1989, 3) Regulation on Management of Research, Organization, and Publication of Old and Rare Books in 1986, 4) Standards on Grading Classification of Civilization Collections in 2001, and 5) Provisional Regulation on Civilization Auctioning in 2003. Based on the analysis of these sources, this study deduced implications in terms of Chinese old and rare books management such as the necessity to give considerations to 1) the importance of old and rare books management policy, 2) nationwide old and rare books management, 3) expansion of eduction and training of human resources, 4) establishment of institution specializing in old and rare books, and 5) special management of science of Chinese medicine.

In 1987, Computer Security Act was enacted, requiring computer security awareness and practical training for federal workforce. This is the beginning of US development of federal cybersecurity workforce. It has been strengthening the development of federal cybersecurity workforce policy by establishing OPM regulations and OMB circulation in cases where it is difficult to define by law. Through GISRA 2000 and FISMA 2002, which has been improved, it played a central role for development of federal cybersecurity workforce for more than 10 years. Since then, FISMA 2014 has been enacted as a necessity for supplementing technology and policy. In 2014, the importance of cyber security personnel in US federal agencies has been increased even more, by enacting a single law on cybersecurity workforce twice. We will review the current state of Korea's development of cybersecurity workforce by reviewing and analyzing the development and federal cybersecurity workforce in the United States.

The purpose of this study is to investigate the problem of installing VR theme park in Korea and to find a solution for it. VR is expected to play a leading role in the fourth industrial revolution as a new industry, but it is a reality that it is hard to feel its value in actual field. This is a reality that can not move one step further because it is trapped in the existing legal network rather than the essence of VR because it sees VR from the existing law frame. Because VR is regarded as an amusement device in the amusement facility and is regarded as a game, the former is applied to the Tourism Promotion Law and the latter is applied to the game industry law. When one content and hardware are applied to both laws at the same time and other regulations are applied to it, it is practically impossible to operate VR properly. In order to solve this problem, it is necessary to revise each law little by little in each law and amend the law that can apply VR itself. This study is expected to contribute to the revitalization of VR industry by presenting the ultimate problems and solutions in creating VR theme parks in Korea.

For the development and management of u-City(ubiquitous city), Ubiquitous City Construction Law was enacted(March 3, 2008) to form the legal basis of u-City plan, construction and managements afterwards. The ultimate goal of the u-City construction is the advancement of national territory utilization and management using Korea's high level of IT and spatial information infrastructure. Based on the definition of the u-City Construction Law, the u-City refers to a city where u-City services are provided through the u-City infrastructure applying u-City technology. But, based on the current level of relationship model among u-City service, technology and infrastructure, it is not enough to guide the local municipalities to plan and provide the successful u-City services in its vicinity. So as one of the core issues for the legal arrangements of successful u-City services, the purpose of the study is to suggest the basic directions and execution strategies for the relationship establishment among u-City service, technology and infrastructure.

As the 4th industrial revolution has recently become a hot topic, the importance of autonomous vehicles has increased and interest has been increasing worldwide, and accidents involving autonomous vehicles have also occurred. With the development of autonomous vehicles, the possibility of a cyber-hacking threat to the car network is increasing. Various countries, including the US, UK and Germany, have developed guidelines to counter cyber-hacking of autonomous vehicles, In the case of Korea, limited temporary operation of autonomous vehicles is being carried out, but the legal system to be applied in case of accidents caused by vehicle network hacking is insufficient. In this paper, based on the existing legal system, we examine the civil liability caused by the cyber hacking of the autonomous driving car, while we propose a law amendment suited to the characteristics of autonomous driving car and a legal system improvement plan that can give sustainable trust to autonomous driving car.

As 4th industrial revolution has emerged as a hot topic, the blockchain technology capable of enabling super intelligence as a premiere has been an attracting attention. With the interest in blockchains, various platforms using blockchains are emerging. Reflecting this trend, several countries including US, EU, China, and Japan are preparing blockchain and related laws or amending existing laws. In Korea, the platform business based on blockchain is being done, but the related laws are insufficient. In this study, we first present the legal system of the blockchain, examine each component, and then compare the current state of the legal system in US, EU, China, and Japan based on the blockchain legal system. Finally, we propose a brief improvement plan of the legal system for industrial development by commercialization of blockchain. In the future, we would like to study the individual legal system about the blockchain.

최근 정보통신 산업의 발달로 더불어 신기술과 새로운 유형의 사업 및 이에 따른 신종 범죄등이 생겨나고 있다. 또한 그 발달 속도와 변화 매우 빨라서 기존의 법을 적용하여 규제하기 어려운 점이 많다. 이러한 현상은 비단 우리나라 뿐만 아니라 미주, 유럽도 마찬가지다. 일본 또한 정보통신과 관련한 새로운 법개정 움직임 활발하다. 이에 일본의 온라인에서의 책임제한과 발신자 정보 공개에 대한 법률을 검토하여 수록한다. 우리나라와 비교, 검토, 참고하는 측면에서 도움이 되었으면 한다.

The purpose of this research is to analyze the usage of foreign legal information by Korean legal practitioners according to the field of legal service being provided. Among professional fields that showed a significant difference. legal information of commercial firms and banking was most searched from U.S. legal information, actions and arbitration was most highly sought for in Japanese legal information, and legal information of England was most frequently used for maritime field, but a significant difference was not shown for that of labor.

전산망 기술기준에 관한 규칙이 4월 25일자로 확정, 공포됐다. 이 규칙은 전산망에 관련된 기술 및 기기의 호환성과 연동성을 확보하고자 전산망 보급확장과 이용촉진에 관한 법률 제14조 규정에 근거하여 제정된 것이다. 지난해 3월에 입법예고된 본 규칙은 당협회 주최로 개최된 토론회에서 많은 문제점이 제기되자 정부와 공중통신사업자, 학계, 업계의 전문가들이 공동참여한 가운데 서로 다른 이해관계의 고려와 의견 개진을 통해 조정작업이 진행되었고 공청회를 통해 각계의 다양한 의견이 폭넓게 수렴되었다. 본 규칙에 대한 내용과 공중전기통신사업자간 공중통신망 상호접속에 관한 고시를 전제한다.
