With the growing concern over frequent occurrences of criminal events, help-requesting mobile applications have drawn attention. However, existing applications solely focus on providing help-requesting services. Therefore, in this paper, we design and implement a help request and response process which allows users to request help by sending messages and locating their friends, acquaintances and even near-by application users, and to allow help be reached by forwarding messages. This application is composed of three parts: help-requesting, help-responding, and checking-status. This application is developed on the Android platform where we exchange users' longitude and latitude through web server communication. We conducted test to verify the effectiveness of the forwarding function, and it has been confirmed that 93.33% of subjects used the forwarding function to help users at risk.

For this study, we have extensively analyzed the presentation data of the government's financial-related departments and the data of each financial institution and electronic financial institution.. As a result, In Korea's electronic financial environment, real changes such as first) expansion of non-face-to-face finance, second) teleworking in the financial sector, third) abolition of accredited certification, fourth) advanced voice phishing, fifth) openness of the financial industry and diversification of forms, sixth) the'walletless society'. In addition to the above, however, global changes triggered by the Fourth Industrial Revolution spread to the financial security sector, making it difficult to respond to problems such as artificial intelligence/ deep learning/ user analysis/ deepfake technology. As the proportion of electronic finance is increasing socially, it should be studied in the fields of electronic finance and its environment, and crime and criminal investigation.

Most of the public and private buildings in Korea are installing CCTV for crime prevention and follow-up action, insider security, facility safety, and fire prevention, and the number of installations is increasing each year. In the questionnaire conducted on the increasing CCTV, many reactions were positive in terms of the prevention of crime that could occur due to the installation, rather than negative views such as privacy violation caused by CCTV shooting. However, CCTV poses a lot of privacy risks, and when the image data is collected using the cloud, the personal information of the subject can be leaked. InseCam relayed the CCTV surveillance video of each country in real time, including the front camera of the notebook computer, which caused a big issue. In this paper, we introduce a system to prevent leakage of private information and enhance the security of the cloud system by processing the privacy technique on image information about a subject photographed through CCTV.

In case of a dangerous situation, the roof, which serves as an emergency exit, must be open in case of fire according to the Fire Act. However, when the roof door is opened, it has become a place of various incidents and accidents such as illegal entry, crime, and suicide. As a result, it is a reality to close the roof door in terms of facility management to prevent crime, various incidents, and accidents. Accordingly, the government is pushing to legislate regulations on housing construction standards, etc. that mandate the installation of electronic automatic opening and closing devices on rooftop doors. Therefore, in this paper, an intelligent emergency door opening/closing device system is proposed. To this end, an intelligent emergency door opening and closing system was developed by linking wired and wireless access counting and AI image analysis. Finally, it is possible to build a wireless communication-based integrated management platform that provides remote control and history management in a centralized method of device status real-time monitoring and event alarm.

This article aims to explore the possibility of forgiving among serious juvenile offenders placed in correctional facilities, as an alternative to current correctional approaches. The definition, characteristics, and misconceptions of forgiveness were outlined, and the two major models of forgiveness were introduced. The differences between the two concepts of forgiveness in psychological literature and in restorative justice were addressed. Based on the prior studies on the prevalence of adverse childhood experiences in serious juvenile delinquents and a recent forgiveness project conducted in a maximum-security prison, it was argued that it would be possible for a small number of serious juvenile offenders in correctional facilities to forgive someone who did injustice in the past, which would result in an improvement in the outcomes of correctional education and treatment. Some limitations of this article and the need of further studies were pointed out as well.

As various crimes such as theft, assault, and sex crimes are increasing, each local government is installing CCTVs to prevent them, and operating and managing control centers for emergency response. When the control center detects a dangerous situation in the field, it responds immediately in connection with the police or 911. However, since it is managed by humans, the response speed is anomalous and the reality is that it is mainly used for post-processing. Therefore, through the artificial intelligence LED signage, it notifies the emergency situation at the site, and it serves as a warning function before getting help from passers-by or an accident occurs. In this paper, we design and research a warning system such as changing the lighting color of the LED signboard or making a sound by reflecting the artificial intelligence algorithm. We intend to contribute to public safety and social safety through this study.

One of the dark sides of the development of information and communication technology is the significant increase in cybercrime. In particular, investigators in charge of cyber sexual crime are repeatedly exposed to video data of illegal sexual violence; hence, they are at high risk of post-traumatic stress disorder (PTSD) and experiencing vicarious trauma. Notwithstanding, few studies have focused on these investigators' PTSD, and, to the best of our knowledge, no study has been conducted on the vicarious trauma of cyber sexual crime investigators. Therefore, this study identifies investigators' mental health status (trauma-related, especially) and examines their perception of the currently operating psychological support programs. Further, by reviewing the psychological support system of overseas institutions, we would suggest psychological support and policies necessary for domestic cyber sexual crime units to manage investigators' work stress and prevent mental illness under domestic circumstances.

Modern society has been exposed to various dangers and crimes in the process of globalization, informationization, decentralization etc. along with the development of material civilization under rapid changing societal environment. These factors are exerting a lot of effects in public security environments, as result there are gradual interest about crime and crime prevention. Realization of responsibility who take charge of social safety, from public security to private security, appears important topic at the moment. The positive point of view which private security industry is responsible to cope with security spheres instead of public security has been emerged from the reason that the public security has limitation to solve security problems for themselves. It is the time to make effort to compromise the public security and the private security industry to forecast social change and prevent dangers in the advance. In Korea, there has been close cooperation between public security and private security for decades. Strongly emerging and interesting sphere is "Private Investigation(Private Detective)" in Korea at present. There has been some proposed legislations of private investigation for decreasing burden of public security and social sympathy about possibility of private investigation system is increasing now. In this study, we focused on the introduction of private investigation system through the analysis of bill proposals for last 14 years, for instance historical aspects, contents, the differences among bill proposals. Among these, a comparison on bill proposals of the 19th National Assembly's during 2012 - 2013 were analysed mainly. We examined the importance point at issue items for introduction of private investigation system. Suggestions for introduction of private investigation system is as follows. The necessity of independent bill for developmental private investigation system is needed and the main body should be a juristic person instead of a individual for the public interest and responsibility. For the good service of private investigation and to prevent the unqualified person become a private investigator, the recruiting system and examination of private investigator should be prepared well and take into consideration anticipated problems. Also the necessity of definite jurisdiction department's appointment to divide responsibility in operation.

Nowadays, national criminal policy focuses on "specialization", "advancement", and "choice and concentration" to enhance the efficiency and effectiveness of public peace services. Consequently, the space that a nation manages diminishes and there appears vacant space of security. For that reason, in most developed countries including South Korea, there has been a significant expansion in the size and role of Private Security(PS). From this point of view, the Japanese government has adopted the PFI(Private Finance Initiative) system in private prisons. These cases clearly show the role and significance of "PS". By applying know-how of the private sector, these PFI prisons make efficient use of installation by the united efforts of government and people. Criteria such as solution for risk baring, regional coexistence, preservation of public security, response management and operating skills are considered important particularly in Kitsuregawa and Harima prisons. Thus, this study examines the implications and applicability for the expansion of PS in South Korea.

This study is an experiential case study of cybercrime fraud that combines pharming and voice phishing in April 2017. Research on victims who have actually suffered in the study of crime or disaster is a very useful field in establishing crime prevention measures. This study is significant in that Korea is relatively poor in this kind of research. I got cyber fraud as a consequence of my loss of reasonable judgment due to mental confusion when a companion dog who was raised for 8 years was in a very dangerous situation with cystitis. Fortunately, I received all the damages in a quick report, but the period was eight months. It took too much time to get back all the damages, so I had to suffer another pain. Based on my experience, I suggest damage prevention measures. First, when a certain condition and a certain amount are transferred, the transaction is automatically stopped or a more strict confirmation procedure is added. Secondly, trafficking means to arrest the perpetrator without any harm to the victim is sought. Third, the victims of crime should be promptly reimbursed for damages or a system for lending their living funds to zero or lower interest rate.
