A study on characteristics of combustion and exhaust emissions on bio-diesel fuel in marine diesel generator engine (Low load centering) (선박용 디젤발전기에서 바이오연료의 연소 및 배기배출물 특성에 관한 연구 (저부하 영역 중심으로))

  • As the severity of environmental pollution has increased, restrictions on air pollution have been strengthened. Stringent regulations have been imposed, not only on marine diesel engines but also on automotive and industrial power plants. Thus, biofuels have been directly applied in practical engines and used in training ships for basic research. Even though a high biofuel percentage cannot be used in a training ship engine for safety reasons, because this type of engine is larger than those used in institutional laboratories, the results will provide important basic information that will allow organizations to determine the status of a large output. Biodiesel fuel was studied to determine how it would affect the combustion characteristics and exhaust emissions of a marine diesel generator engine. The main results can be summarized as follows. Because the physical and chemical compositions of biofuels are similar to those of diesel fuel, it was found that their practical use was possible in a training ship. The specific fuel consumption and NOx increased, whereas a tendency was found for carbon monoxide and soot to decrease. In addition, no significant pressure change difference was found between the diesel fuel and biofuels.

Characteristics of Stormwater Runoff discharged from vinyl greenhouse growing area in farming area (농촌의 비닐하우스 재배지역에서 배출되는 강우유출수의 특성)

  • In national water quality policy, it changed previous regulation method that focuses on concentration of pollutants in effluent water to the way that regulates total amount of pollutants. The target of water quality in watershed of each river was set up, as the government instituted Total Maximum Daily Loads(TMDL). In order to accomplish successfully TMDL, it requires that the amount of pollutant loads discharged from point and nonpoint pollutant source should be investigated. This study, therefore, conducted the monitoring of the stormwater runoff at field region in farming area. And pollutants loads and unit loads discharged from field region results is calculated. As a result, the concentration of pollutants were calculated as follows: 10.5 BOD mg/L, 19.6 $COD_{Mn}$ mg/L, 4.5 TN mg/L and 2.4 TP mg/L. The unit load of BOD, $COD_{Mn}$, TOC, TSS, TN and TP discharged from field region, also, were determined to $31.8kg/km^2/yr$, $56.7kg/km^2/yr$, $8.5kg/km^2/yr$, $560.9kg/km^2/yr$, $8.3kg/km^2/yr$ and $5.1kg/km^2/yr$, respectively. It was identified that there were some differences of unit loads between the results obtained from this study and previous one. To calculate exact unit loads, therefore, long term monitoring should be conducted.

  • While the oxygen content of gasoline for automobiles in Korea is regulated to less than 2.3 weight %, European and World-Wide Fuel Charter (WWFC) regulate it to less than 2.7 weight %. The oxygen content of oxygen-containing materials increases the octane number of the fuel due to the secondary combustion in the internal combustion engine. It has been reported to be effective in reducing emissions, such as CO, HC, which is caused by incomplete combustion. Before 2000s in the United States and Europe, there has been many researches about vehicle application of the changes in oxygen content of gasoline. However, there are not many domestic researches which reflect the improvement of the fuel quality and automotive technology. In this study, fuels of three different oxygen contents were applied to GDI and MPI engines. As a result, the changes of fuel consumption and emission gas were very similar depends of the oxygen content changes. The PN in GDI engine was decreased as the oxygen content was increased.

A Development of Simple Fuel Consumption Estimation and Optimized Route Recommendation System based on Voyage Data of Vessel (항차 데이터 기반 간이 연료 소모량 추정 및 최적 경유 항구 추천 시스템 개발)

  • Recently, The MRV (monitoring, reporting and verification) regulation, which measures, reports and verifies the emission gas of vessel to head for member countries of Europe Union (EU), is being implemented. As part this reason, we develop a system that estimates simple fuel consumption and recommends optimized stop-over ports of vessel, to calculate amount of carbon emission. To do this, we analyze fuel, distance and time consumption between port and the other port based on stored voyage data for over 10 years of real-ship, and implement a simple fuel consumption estimation module using analyzed result. Also, we design and implement the optimized route recommendation algorithm, existing navigation route display function including comparison with the optimized routes and user custom route plan function. Therefore, we expect the developed system is helpful when makes a navigation route and so on by reference indexes and we anticipate the system to have a sense for future research which learns and predicts for accuracy result.

Evaluation of Structural Performance of 3D Printed Composite Rudder according to Internal Topology Shape (내부 위상 형상에 따른 3D 프린트 복합재 방향타의 구조 성능 평가)

  • Recently, regulations on greenhouse gas emissions have been strengthened, and the International Maritime Organization (IMO) has been strengthening greenhouse gas regulations with a goal of net 'zero' emissions by 2050. In addition, in the shipbuilding/offshore sector, it is important to reduce operating costs, such as improving propulsion efficiency and lightening structures. In this regard, research is currently being conducted on topology optimization using 3D printed composite materials to satisfy structural lightness and high rigidity. In this study, three topology shapes (hexagonal, square, and triangular) were applied to the interior of a rudder, a ship structure, using 3D printed composite materials. Structural analysis was performed to determine the appropriate shape for the rudder. CFD analysis was performed at 10° intervals from 0° to 30° for each rudder angle under the condition of 8 knots, and the load conditions were set based on the CFD analysis results. As a result of the structural analysis considering the internal topology shape of the rudder, it was confirmed that the triangular, square, and hexagonal topology shapes have excellent performance. The rudder with a square topology shape weighs 78.5% of the rudder with a triangular shape, and the square topology shape is considered to superior in terms of weight reduction.

고리 1호기 계속운전 추진 현황

  • 고리 1호기는 한국에서 최초로 규제 기관에 계속운전을 신청한 원전이다. 2007년 6월에 설계 수명 기간 만료가 되는 고리 1호기는 규제 기관으로부터 계속운전(Continued Operation)에 대한 안전성 심사를 받고 있다. 한수원은 고리 1호기 계속운전 승인을 금년 12월에 받기 위해 최선을 다하고 있으며 지역 주민의 사회적 수용성 확보를 위해 노력중이다. 고리 1호기의 계속운전 기간 동안 안전성을 평가하고 정리한 안전성평가보고서를 한수원은 2006년 6월에 정부에 제출하였다. 고리 1호기는 웨스팅하우스의 2루프 가압경수로이다. 이와 동일한 원전인 일본의 미하마 1,2호기와 겐까이1호기가 계속운전중이며, 미국의 기네이와 포인트 비치 1,2호기가 계속운전 승인을 받았다. 제출한 안전성평가보고서에 대해 한국원자력안전기술원이 심사중이며, 해외 원전과 같이 계속운전을 할 수 있을 것으로 예상하고 있다. 또한 계속운전을 위한 사회적 수용성(Public Acceptance) 확보는 설비의 철저한 안전성 확보 및 지역 주민의 공감대 형성을 통해서 이루어질 것이다. 설계 수명 이후 원자력발전소를 계속 운전하는 것은 이미 선진국에서 시행되고 있다. 2007년 3월 기준으로 미국에서 48기가 운영 허가 갱신 승인을 받았고, 영국은 8기, 일본은 12기가 계속운전중이다. 고리 1호기 성능 지표를 개선시키기 위해서 한수원은 증기발생기, 저압 터빈, 원자로 냉각재 펌프 내장품, 주변압기, 주발전기 등을 교체하였으며, 수명관리 연구, 주기적안전성 평가, 환경 영향 평가를 수행하였다. 2005년 9월에는 미국의 운영 허가 갱신 제도를 참조하여 원자력법이 개정되었다. 이에 한수원은 개정된 원자력법에 맞추어 주기적 안전성평가, 주요 기기에 대한 수명 평가 및 방사능 환경 영향평가를 하였다. 이 세가지 보고서들로 구성된 안전성평가보고서를 2006년 6월에 규제 기관에 제출하였다. 계속운전은 한국을 비롯하여 부존 자원이 부족한 국가들에게는 에너지 자원의 효율적 활용 및 온실 가스 배출을 고려할 때 반드시 필요한 것이다.

A Study on the Strategies for the Reduction of Port Pollution (환경의 환경오염 저감방안에 관한 연구)

  • Recently, International institution such as IMO and major maritime countries have introduced various regulations and steps to reduce port pollution. However, recognition of environmental pollution from ports is not sufficient for Korean policy makers and port communities. The purpose of this paper is to examine solutions to port pollution problems and suggests some implications to Korean ports to become a green port. To this aim, necessity of regulation on environmental pollution from port operation; literature survey on port's environmental pollution; current conditions of international port pollution; various regulations and policies governing major ports are conducted in this paper. Our main findings are as follows; first, air pollution from ship can be reduced by providing electric power at docks while at berth, Second, in case of cargo-handling equipment, retire old equipment and switch to cleaner fuel such as low-sulfur fuel and diesel emulsions. Third, offering incentives for the installation of pollution controls and minimizing idling by enforcing idling limits or by installing idle shutoff controls can be recommended for reduction of air pollution of truck and rail at ports.

Water Quality and Environmental Treatment Facilities

  • It has been argued that investment in basic treatment facilities could have both a direct improvement effect and an indirect diversion effect on water quality. The reason why the investment in basic treatment facilities could have a negative diversion effect is that the investment in treatment facilities could affect a budget-constrained regulatory agency's choice in a way that would perversely encourage the regulated firms' emissions, giving a negative result in terms of water quality. We have reviewed the Korean experience and tested if the treatment facilities have improved water quality since 1991. Using a two-stage least-squares method we have shown that building treatment facilities has contributed to improving the water quality even with consideration of the negative effect through reduced enforcement effort. The model and results draw attention to the importance of optimally balancing efforts to build wastewater treatment facilities with efforts to set and enforce regulatory standards.

  • Cyanidation has been used worldwide to recover gold from primary ore or concentrate. The use of cyanide is however becoming an emerging issue because of the toxic residue and wastewater made from the process. The cyanide-containing wastewater should be treated properly, obeying the environmental standard and regulations. In the present article, the domestic and international uses, regulations, and treatment technologies of cyanide in gold mining were investigated as a feasibility study to develop a cyanide treatment process as well as the cyanidation process. A biological cyanide treatment process to develop a zeroemission gold recovery and wastewater treatment process was also briefly introduced.

Standards of Protection in Investment Arbitration for Upcoming Climate Change Cases (기후변화 관련 사건에 적용되는 국제투자중재의 투자자 보호 기준)

  • Although climate change is a global scale question, some concerns have been raised that principles of investment arbitration may not adequately address the domestic implementation of climate change measures. A recent ICSID investment arbitration of Vattenfall v. Germany with regard to the investor's alleged damages from the phase-out of nuclear plants is a salient climate change case. The 2005 Kyoto Protocol was made to reduce greenhouse gas emissions and it provides a number of flexible mechanisms such as Joint Implementation (JI) and Clean Development Mechanism (CDM). Implementation of the Kyoto Protocol allows dispute settlement through investor-state arbitration. Any initiation of stricter emission standards can violate the prohibition on expropriations in investment agreements, regardless of the measures created to reduce greenhouse gas emissions. The effect-based expropriation doctrine can charge changes to existing emission standards as interference with the use of property that goes against the legitimate expectation of a foreign investor. In regulatory chill, threat of investor claims against the host state may preclude the strengthening of climate change measures. Stabilization clauses also have a freezing effect on the hosting state's regulation and a new law applicable to the investment. In the fair and equitable standard, basic expectations of investors when entering into earlier carbon-intensive operations can be affected by a regulation seeking to change into a low-carbon approach. As seen in the Methanex tribunal, a non-discriminatory and public purpose of environmental protection measures should be considered as non-expropriation in the arbitral tribunal unless its decision would intentionally impede a foreign investor's investment.
