Construction and Utilization Plan of Steep Slope and Underground Spatial Information DB for Steep Slope Disaster Prevention (급경사지방재를 위한 급경사지정보 및 지하공간정보 DB 구축과 활용 방안 연구)

  • Recently, a great number of natural disasters have more frequently happened than the past. The National Emergency Management Agency of Korea has made preparation for the integrated management system of steep slope lands. There is information based on the steep slope inspection sheets and the underground spatial information related to the prevention against steep slope disasters. Nevertheless, building a complete DB System to prevent the hazards and secure the safeties should be urgently dealt with. It is mainly because the information of the National Disaster Management System is restricted to the text-based brief data. Therefore, the purpose of this study is to suggest the method as to building steep slope DB system for disaster prevention and maximizing the availabilities. This study shows the way of building a web-based DB system having its root in the steep slope inspection sheets. The method of establishing the ideal DB system that has liaisons between the Ministry of Land, Infrastructure and Transport and the National Emergency Management Agency is discussed in this study. Furthermore the optimization of DB utilization will assist the various integrated steep slope management systems based on U-IT which are ongoing projects.

  • Looking at the changes in the earthquake of 33 years of South Korea, earthquake in the magnitude of 3.0 or stronger have been conducted about nine times a year on average, and the epicenter of the earthquake is moving towards the inland from the coast. As the possibility of earthquakes increase, it is time to require utilization of underground space integrated information for earthquake disaster prevention. But, now the data related to the characterization of the ground and geology in the areas weak against earthquakes is insufficient, so we need to collect new geology and the ground survey data on nationwide scale and have to establish earthquake disaster prevention plans through the joint use of the existing underground space information. In this study, we determined the scope of construction of underground space DB information that is needed for earthquake disaster prevention, presented the construction plan of DB static and dynamic information of underground space. It also suggested the utilization of underground space scheme information for built earthquake disaster prevention. The underground space information for earthquake disaster prevention that was built through determining the scope and constructing, planning the utilization of underground space information is supposed to used as DB of the integrated management system of underground space and steep slopes information for steep slopes and earthquake prevention by Emergency Management Agency.

  • 본 연구의 목적은 도시 지역에서 지진 발생시 중요한 대피로 역할을 하는 도로의 위험평가요소를 분석하고 데이터베이스(Database, DB)를 구축하는데 있다. 현재 우리나라는 도로의 체계적인 유지관리를 위해 도로관리통합시스템이 개발되어 있으나, 이는 도로대장전산화, 포장관리시스템, 교랑관리시스템, 도로절개면유지관리시스템 등에 한정되어 있다. 다시 말해서 재난 시 사람들이 신변의 안전을 확보할 수 있는 대피나 구급을 위한 통로로써의 도로에 대한 이해가 부족한 실정이다. 따라서 본 연구에서는 선행연구의 분석을 토대로 방재관점의 도로관리를 위한 항목들을 자연환경, 시회환경, 도로 및 시설물, 유발요인 등으로 제안하고, 서울대학교 부근을 대상지역으로 하여 이들 요인을 DB화하였다. 이는 도로와 주변 환경 등을 동시에 고려하여 재난 발생 시 대피와 구조 활동을 위한 방재계획은 물론, 지역별 위험도평가 및 재해위험도작성에 기초 자료로 이용될 것으로 기대된다. 그러나 본 연구에서는 기구축된 GIS 자료가 아닌 현장 조사를 바탕으로 구축된 DB로, 방재관점의 통합된 DB의 필요성을 제시하는데 그 의미가 있을 것이다.

  • Recently the life and property damage caused by urban inundation have increased. In order to prevent the damage by inundation the researches for displaying the flooded areas through integrating SWMM and GIS have been progressed. However most of flood analysis systems only have used the GIS to display the flooded areas, and don't provide the integration disaster information to prevent the inundation. In this paper, we design a prototype for the Map Viewer based Spatial DB for the integrated urban floooded area management system. And we implement the spatial DB conversion module.

  • For improving social safety, It is important to build Web DB of criminal prevention and open to the public. It could be help to mitigate social damage of crimes and accidents. In this study, the main goal is to analyze and apply the applicable contents from user demands studies and case studies for a domestic life safety Web DB. For this study 31 cases of international life safety Web DB were collected and analyzed. Customer participation style of Web service was reviewed. And demand survey for crime weakness group like students, and young women was examined. As a results people needed to know the un-safety area in their usual life and their ways; school to home, work to home. While creating the Web DB for domestic life safety, user content according to different economic status and publicity for Web DB proved to be important factors.

  • Recently, the National Emergency Management Agency of Korea has been operating the National Disaster Management System. Nevertheless, there are numerous difficulties in systematic controlling the steep slope DB promptly, because the system's functions in input and control for steep slope information are merely simple. Futhermore, the hazard degrees of steep slope lands nowadays have risen suddenly in accordance with the increase rate of large scale landslides such as the landslide cases of Umyeonmountain, Chuncheon province and others or sever rain storm cases. these lead to rapid increases in frequencies of nature disasters nationally. therefore, it is needed to develop the GIS-based integrated management system for steep slope information in order to manage disasters in advance or high-degree control. This study shows the national GIS-based integrated management system to prevent the disasters that caused by steep slope lands. The integrated management system developed in this study consists of surface information input modules, realtime DB liaison modules of integrated underground information, V-world background map-based GIS, integrated management system for steep slope information user modules, realtime liaison interface modules designed for utilizing steep slope information. Also, tests about stability of data storage, system stability and consistency of processing speed were performed.

Reinforced Performance Evaluation of RC Slab Bridge Using Conclinic Advanced FiberWrep (유리섬유 복합재를 이용한 RC슬래브 교량의 보강성능평가)

  • The present study proposes the strengthening method to use Conclinic Advanced FiberWrep(CAF) so as to improve Load Carrying Capacity of the RC slab bridge. In order to evaluate the strengthening performance, we strengthen 50cm per unit-width of CAF to the slab's bottom of the test bridge that designed with DB 18, then perform Static and Dynamic Field Load Test. As a result of this, 14.7% of the maximum displacement, 5.0% of the strain and 33.7% of the impact factor are reduced after strengthening. At the middle of the test spans, nominal resisting ratio is increased by 27% and Service Load Carrying Capacity is increased by 44.6%, 48.9% of each span 1 and 2. In conclusion, this study indicates that the strengthening method using CAF is very effective to improve the deteriorated RC slab bridge designed with DB 18, to the DB 24 of the first class bridge design load.

  • 최근 국가적 차원에서 자연재해대책법에 근거한 여러 방재심의제도를 운영하고 있다. 그 중 최상위 계획인 풍수해저감종합계획을 통하여 저감대책을 마련하고, 위험지구에 대한 대책과 사업을 시행중에 있다. 그러나 방재업무를 진행하는 중앙부처와 지자체, 방재대행업체자 등에서는 심의보고서간의 자료공유와 접근성이 미약하고 잦은 담당자 변경으로 인한 심의보고서 보관과 관리가 힘든 실정이다. 또한 제도간의 연계와 환류기능이 미흡하여 제도별로 산재되어 있는 부분이 많으므로 통합적으로 관리할 수 있는 운영체계가 필요하다. 따라서 본 연구에서는 풍수해 방재심의제도를 통합적으로 운영하고 관리하기 위한 시스템을 구축하는 것이 최종 목표이며, 이를 위해 우선적으로 풍수해저감종합계획 수립제도를 시범적으로 적용하여 운영 관리할 수 있는 시스템 기반을 마련하였다. 또한, 향후에 있을 방재심의제도별 통합적인 운영을 위해 선제적으로 재해위험지구 정비사업과 구성항목의 데이터 연계성을 분석하였으며, 이를 바탕으로 제도별 연계 시스템을 설계하여 제시하였다.

  • Korea, old buildings do not currently have earth-resistant facilities, and disaster prevention facilities have some limitation in responding properly to damage arising from natural disaster as they do not reflect recently occurring climatic changes. Accordingly, it is necessary to select vulnerable districts by taking into consideration the possibility of disaster occurrence and the current situation of infrastructures for disaster prevention in order to responding efficiently to future unexpected disasters. For this purpose, national government has recently formed the DB linkage council for disaster prevention under the participation of related agencies and constructed integrated database. But local governments have not properly provided it with basic data necessary to construct database, resulting in the delay of the project. Therefore, it is thought that national government needs to provide them with manpower and financial support.
