2013년 방송통신 정책방향

  • 모바일 혁명으로 대변되는 제2의 인터넷혁명시대의 도래에 따라 방송통신산업에도 큰 변화가 나타나고 있다. 구글, 애플 등 플랫폼 사업자를 중심으로 생태계 경쟁이 심화되면서, SW 콘텐츠 개발자 등에게 새로운 성장기회가 형성되고 있고 정보의 생성 및 유통속도가 가속화되면서 클라우드, 빅데이터 등 신산업이 부상하고 있다. 또한, 인터넷 중심으로 방송통신망이 융합되면서 스마트TV 등 인터넷 동영상서비스가 확산되고, 방송시장 내에서도 유료방송서비스간 경쟁이 심화되고 있다. 스마트 생태계 구축경쟁과 인터넷 중심 융합으로 특징지워지는 새로운 방송통신 패러다임은 기존 방송통신산업구조와 규제체계의 전환을 촉구하고 있으며, 방송통신 융합을 촉진하고 방송통신산업을 육성하기 위해서는 C(콘텐츠)-P(플랫폼)-N(네트워크)-T(기기)를 아우르는 종합적인 접근이 요구되고 있다. 본 고에서는 우선 방송통신 분야의 정책환경 변화를 살펴본 후 네트워크 고도화, 방송통신 R&D, ICT 중소 벤처기업 육성, 방송통신콘텐츠산업 경쟁력 제고 등 방송통신 산업이 한 단계 더 도약하기 위해 필요한 주요 정책과제들을 살펴본다.

The Change of Industrial Structure and Public Interest as to the Convergence of Broadcasting and Telecommunications (방송통신 융합에 따른 산업구조의 변화와 공익성)

  • It is difficult to found the concept of public interest properly, being ambiguous to distinguish media and service as to the convergence of broadcasting and telecommunications. Accordingly, it is necessary to found the concept of public interest not related to the character of media and service in the age of digital convergence. Therefore this study intended to re-found the concept of public interest, as to industrial changes in the age of convergence of broadcasting and telecommunications. The convergence of broadcasting and telecommunications causes the changes of value chain, which includes contents, platform, network, terminal. It could not help avoiding modifying the industrial structure of broadcasting and telecommunications, because of the changes of value chain. The changes of industrial structure needs the changes of ideology, regulatory policy, regulatory system, and it creates the foundation of new regulatory idea. The purpose of regulatory idea in the age of digital convergence is to practice public interest, and it is an ultimate purpose to increase consumers' welfare. Consequently, for increasing comsumer' welfare, it is necessary to achieve diversity, fairness, objectivity, the preservation of social value in the aspect of contents. Also in the aspect of platform, it is necessary to achieve the protection of privacy, consumer protection, harmful information blocking, and in the aspect of network, it is necessary to achieve the maintenance of secure network, fair competition. Finally, in the aspect of terminal, it is necessary to achieve the maintenance of compatibility, the solution for digital divide. Then regulatory policy of each value chain from a legal and institutional perspective, should be promoted to provide public interest, step by step.

Problems and Improvement of Restrictions of Ad for Pay TV Market (유료방송시장의 광고규제 정체 원인과 규제완화 방안)

  • As contents go digital and networks go broadband, there are a lot of changes made to Ad market caused by multimedia and multichannel environment. While platforms as the contents distribution window are increasing, the reality is that additional Ad revenue through platforms is concentrated on mammoth exclusive media because there are small number of the media that has control over platforms is able to create production and provide capital. In addition, as Media rep laws is passed at the Assembly plenary session, tipping effect in Ad market concentrated to some media. In this reality, pay TV market is expected to be within its direct orbit as it is predicted to produce new contents and distribution growth thanks to a wide variety of genres and experimental challenge. Thus, this study is to propose the methodology and an alternative for pay Ad market expansion. As the result of this research, an improvement scheme of indirect advertisement, virtual advertisement, and prohibited advertising item is suggested, and methodology for advertising market expansion is suggested through enterprise and government.

  • After analog broadcast changed to digital, the dynamic range of the broadcast audio became wider. As there are no regulation for digital broadcast audio level, the audio level of digital TV is gradually increasing, and this phenomenon is getting more serious. because of competition between broadcasters and programmes. To solve this problem, ITU-R legislated technical recommendations for digital TV audio level. In this paper, the audio levels of domestic TV channels are measured according to the algorithm of the ITU-R, and analyzed management method is suggested.

Public Interest and Ownership Regulations in the Media Industry in the Era of Convergence Focused on Domestic Daily Newspapers' Ownership of Broadcasting Station (융합시대 미디어산업의 공익성과 소유규제 국내 종합일간지와 방송의 교차소유 문제를 중심으로)

  • Media-related regulations can be classified into two categories; regulations of individual media contents and regulations regarding the entry to and withdrawal from a certain field. In this dissertation, ownership regulations are regarded as legal and political measures so as to prevent the monopoly and oligopoly of public opinion, and to secure its diversity. Every country has its own regulation model according to its particular media environment. Korea too is obliged to actively respond to its environmental changes, at the same time vitalizing the media industry and protecting consumers' rights and interests. Strong political intentions to protect the public interest is necessary when it comes to media regulation policies, especially in the circumstances that public interest is an industrial priority. As the convergence of broadcasting and telecommunications is leading to a major shift in the media industry, the regulation of cross-media ownership is an issue involving potential conflicts among media-owners, non-governmental organizations and the authorities concerned, depending on their various viewpoints regarding the media industry. In this paper, an attempt was made to search necessity of redefining 'public interest', which is the logic behind the restriction of cross-media ownership, and to reconceptualize issues on the centralization and diversity of media. First, an examination of the actual conditions of newspaper companies was carried out in order to reinvestigate domestic cross-media ownership issues, which is represented by the cross-ownership issue of newspapers and broadcasting stations. Next, the dilemma of policies stimulated by the fusion of media was discussed based on cross-media ownership restrictions, and the need for efficient conflict control was suggested. Finally, proposals on the independency and public confidence of media-related policy-making authorities, the rationalization of regulation models, an itemized discussion on cross-media ownership regulation issues, the elaboration of measures for a balanced development among media were made. It could be found that a number of foreign countries were still facing challenges to prevent monopoly and oligopoly of the public opinion and the industry. A solution to settle disagreements about the dilemma of the media industry, including the cross-media ownership regulation issues, must be arranged on the grounds of 'mutual respect of public interest and industrial interest', In Korea, an ease on the ownership regulations adapting to the change in the media industry may be considered, however the softening of the cross-media ownership regulations must be approached with the utmost care. Paradoxically Relieving cross-media ownership regulations may be considered the foundation of a richer field of journalism, where there is no need for concern over the monopoly and oligopoly of public opinion.

  • KT는 디지털 홈네트워크 사업의 일환으로 2004년 셋탑 기반의 홈엔VOD서비스를 제공한 바 있으며, IP망을 통한 방송서비스의 기반을 마련하기 위해 가입자단까지 IP-멀티캐스팅이 가능한 장비로 교체하여 BcN시범사업의 일환으로 KT CAST 서비스를 제공한 바 있다. 그리고 2006년에는 IPTV사업자로 선정되어 2007년 7월 VOD및 양방향 데이타 서비스만을 포함한 iCOD 서비스를 서울 지역을 시작으로 전국으로 확대 제공하였으며 실시간 방송에 대한 KT의 다각적인 노력의 결실로 지상파 방송서비스에 대한 정부 규제가 풀려 2008년 11월부터 지상파 실시간 방송을 포함하여 다양한 채널 방송이 가능해졌다. 본 논문에서는 일련의 KT가 준비하고 제공하였던 여러 형태의 디지털 영상서비스의 발전 단계를 소개하고 앞으로 메가TV가 나아가야 할 방향에 대하여 기술하고자 한다.

  • TV advertising(TV ad.) to children consumers is a useful method for both business and consumer socialization of children. The object of this study was to see if children could put TV ad. to practical use as a tool for purchasing information and as a learning method. For these purposes, the contents of TV ad. to children consumers were analyzed and their influence on children researched. Based on the findings of this study, it is suggested that TV ad. toward children consumers should be regulated and regulatory guidelines for children's ad. developed to create a better environment for children consumers.
