The Korea Communication Commission(KCC) measures communication qualities of mobile phones' voice calls, mobile internet, and broadband internet to provide quality communication services. It particularly focuses on measuring qualities of mobile internet data that is on the rise in terms of usage. However, existing quality measurement simply measures the speed of mobile communication through data without providing much information to users and does not disclose measured data, making it hard for individuals to objectively determine their communication quality. Thus, to improve such problems, the author suggests a system that measures qualities of mobile communication through Android. The method guarantees user convenience and reliability and improved mobile communication by making it easy for users to select the quantity of data to be used. It also saves the current GPS obtained through GPS module or mobile communication network and transfers measured data to servers so that the data can be processed into new information and be reinterpreted.

COMS (Communication, Ocean and Meteorological Satellite) is the multi-purposed Korean geostationary satellite funded by four Korean government ministries, and is to supply communication services, ocean and weather observation for 7 years. As part of COMS, development of Ka band communication payload composed of microwave switching transponder and multi-horn antenna is sponsored by KCC (Korea Communications Commission) and developed by ETRI (Electronics and Telecommunications Research Institute). The purpose of Ka Payload development is to acquire space proven technology of Ka payload and to exploit advanced multimedia communication services. This paper aims to study development technology of Ka payload system through whole process of ETRI project. Also application of Ka payload will be dealt in this paper.

The Personal Information Protection Commission was launched in August 2020 as an integrated control tower for personal information protection, but several problems have been pointed out in the personal information protection operation system. First, despite the fact that Korea's personal information protection system has an integrated legal system that regulates both the public and private sectors, it has been pointed out that it is difficult to carry out smooth personal information protection functions due to incomplete integration of protection functions, such as the Financial Services Commission being in charge of personal credit information protection and the Korea Communications Commission being in charge of personal location information protection. Next, despite the increasing number of public sector personal information leakage incidents, there is a lack of personnel with expertise and specialized support organizations to efficiently investigate them, and there is a concern that the lack of an efficient response system to personal information infringement by global IT companies in Korea in the era of digital commerce may weaken the protection of citizens' personal information. In order to solve these problems, I reviewed overseas cases and literature and proposed the following measures. First, it is necessary to centralize the personal information protection supervision function for credit information and location information to the Personal Information Protection Commission. Second, it is necessary to secure expertise by securing specialized personnel and establishing specialized institutions to respond to public sector personal information leakage incidents. Third, it is necessary to revitalize the domestic agency designation system and establish an international cooperation system to protect people's personal information in the digital commerce era. I believe that these measures to develop the personal information protection system will lead to more systematic personal information protection.

최근 초고속인터넷과 다채널 방송, VOD(Video on Demand), HDTV 등의 광대역 통합 서비스와 음성, 음악, 원격강시, 화상전화/회의 등의 부가기능을 제공하는 통신 서비스를 동시에 수용하기 위해 VDSL(Very high speed Digital Subscriber Loop)에 대한 연구가 진행중이다. 본 논문에서는 DSL 포럼 및 FS-VDSL 위원회의 기고서와 규격를 바탕으로 ATM과 IP 기반의 VDSL물 이용한 디지털 방송 서비스를 제공하기 위한 종단간 ATM 모델과 ATM-IP 연동 모델에 대한 망의 구성 및 프로토콜 스택을 제시하고 비교 분석한다. 그리고 ATM/VDSL 기반에서 DSM-CC(Digital Storage Media Command and Control)와 IGMP(Internet Group Management Protocol) 프로토콜을 이용한 디지털 방송 서비스 제공 절차를 제안한다.

The case of 'Paik Jong-moon's Taped Conversation,' has presented "an important and serious challenge to the freedom of the press and democracy" in South Korea. Nevertheless, this case has not been reported by the mainstream news media. It has also been forgotten without a proper fact-finding or investigation by regulatory agencies, like The Foundation for Broadcast Culture, The Korea Communications Commission, or The National Assembly. This study aims to examine why the above has happened through in-depth interviews of reporters and TV producers, senior journalists, former and incumbent commissioners of the broadcasting regulatory agencies, and experts of the industry, as well as literature research. Here, I present three answers. First, I found two reasons the mainstream press has ignored this incident. 1) It serves for political interests instead of reporting truth. 2) Public broadcasters' watchdog role has been neutralized. Second, regulatory agencies like The Foundation for Broadcast Culture, The Korea Communications Commission and The National Assembly are ruled by political tribalism. The ruling party's members of the National Assembly and these agencies were reluctant to investigate allegations surrounding Paik Jong-moon, such as illegal dismissals, illegal intervention in programming or production, illegal recruitment and illegal business deals. That's because they considered CEO Paik an ally. Using their majority power, they have rejected the request from opposition-affiliated commissioners or from opposition lawmakers to investigate the allegations. Third, there were no alternative forces within the public broadcasters to unveil the truth. In conclusion, the legal and institutional shake-up of corporate governance is urgently needed for public broadcasters and broadcasting regulatory agencies.

Since domestic terrestrial DTV transition introduces the need for a multi-channel service as raised again to multi-channel service is being promoted. Current terrestrial broadcasters to realize multi-channel services are provided jointly countermeasures. Multi-channel services also active in policy-making of Korea Communications Commission. Therefore, in this article, terrestrial technical issues that arise in multi-channel services and services for the implementation of policy measures were proposed. Performance requirements of a system are usually closely related to the quality of service provided by the system. The call success rate of a mobile communication system is, for example, directly linked with the quality of call service. Therefore, meeting the performance requirements is one of the critical issues during the operation of services as well as in system development. In this paper, we present a testing method for evaluating the call success rate of a mobile communication system by using interval estimation. Also we analyze the criterion used in the evaluation of the quality of 3G mobile communication services which was recently performed by Korea Communications Commission and then discuss the problems.

Various opinions are expressed about the Internet Regulation. Some people argue that it is impossible to control because of the technical characteristics of Internet, while other people argue that it is easy to control. Recently in Korea, a move to reinforce the Internet Regulation through the extension of cyber real-name system is emerging, whereas the concern for its excessive infringement of the Freedom of Expression is increasing. This paper was intended to draw a reasonable direction for Internet Regulation in our society. And accordingly this paper tried to suggest a desirable direction of Internet Control in the future and to draw a criterion for domestic court judgement by analyzing cases of cyber defamation so far. The result of this study proposed that the Freedom for Expression be widely secured in the case of cyber defamation of criticism and political comments upon public officials and that the legitimacy and effectiveness of Internet Regulation be ensured. This result of study is expected to help establish the direction and principle of Internet Regulation in the future around Korea Communications Commission and Korea Communications Standards Commission.

EU가 채택한 "전자통신 규제 패키지"는 종래의 정보통신 산업구조가 수직통합형에서 인터넷 기술발전에 따라 물리적인 네트워크, 전송서비스, 콘텐츠로 층별로 세분화되어 가고 있는 현실을 반영한 새로운 규제체계로 평가할 수 있다. EU는 가맹 국가에대해 이 법령을 2003년 7월까지 국내법에 적용하도록 권고하였으나, 15개 회원국 가운데 이 기한까지 국내법화를 실시한 나라는 5개국에 불과한 실정으로, 여기에 대한유럽 위원회의 대응이 주목된다. 우리나라도 이 법령의 문제점을 감안하면서 현실에맞는 통신. 방송 융합을 위한 규제 법령을 조속히 정비해야 할 것으로 기대한다.

국회 문화체육관광방송통신위원회(위원장 정병국 의원 한나라당)와 출판인쇄 단체장 정책간담회가 지난 9월 2일 오전 10시부터 오후 2시까지 파주출판도시재단 컨퍼런스룸에서 개최됐다. 정병국 위원장은 인사말을 통해 "출판인쇄계가 어려움을 겪고 있는데 우리가 현장의 목소리를 청취하여 국회차원의 지원 방안을 마련하기 위해 이 자리를 마련했다"고 밝혔다. 이날 간담회에서는 각 단체장들이 당면과제와 발전방안을 발표했다.
