For a long time, the basis of Korea Broadcasting law and regulation system has been center around television, This is not much different from other countries. This study is based on research of Korea Broadcasting law and regulation system. It precludes all doubts that freedom of broadcasting is one of those fundamental human rights that constitute the comer stones of democracy, just as is the case with the press. The objective of this study is to explore the practical meaning and the structure of regulations on the freedom of broadcasting under the Constitutional of the Republic of Korea, From the viewpoint of freedom of expression. For these purposes, this study inqures into the meaning and legal characters of freedom of Korean Constitutional Law, and the structure restricting freedom of broadcasting on the ground of functions and role of broadcasting in our contemporary society, comparing with those of the Unites states of America and the Federal Republic of Germany.

This paper purposes to identify who is/are in charge of KBS broadcasting programming in view of freedom of broadcasting and interest of audience under the circumstance that Blue House put pressure on KBS to refrain from reporting Sewol Ferry disaster. For this purpose this study has reviewed prior theses, books, journals, laws, and cases, etc. It is analyzed that principal agents in charge of freedom of broadcasting journalism and programming are KBS employees in charge of producing broadcasting programs and KBS chief programming officer, who is appointed by KBS CEO. KBS CEO, who can easily be influenced by governmental pressure in terms of KBS structure, should avoid interfering with programming and producing directly or indirectly for freedom of the press and public interests.

본 논문은 북미의 차세대 지상파 방송 표준인 ATSC 3.0에서 고려하고 있는 ROUTE(Real-time Object Delivery over Unidirectional Transport) 및 MPEG-DASH(Dynamic Adaptive Streaming over HTTP)를 기반으로 자유시점 방송 서비스를 송 수신하기 위한 SLS(Service Layer Signaling)을 제안한다. 특별히 ATSC 3.0과의 역호완성을 위하여 기존의 ROUTE/DASH의 SLS는 그대로 유지한 채 자유시점 방송을 위한 정보만 추가하여 기존의 SLS와 상호동작이 되도록 설계하였다. 따라서 본 논문에서 제안하는 내용은 향후 ATSC 3.0와 같이 IP(Internet Protocol)을 기반으로 SLS을 수행하는 표준규격과 역호환성을 유지한 채 자유시점 방송서비스를 할 수 있을 것으로 기대된다.

최근 영상처리 기술 및 방송통신의 발전으로 실감이 극대화되는 실감형 서비스에 대한 사용자 요구가 증가하였다. 이에 실감형 서비스로 자유선택시점 서비스에 대한 연구가 진행중이다. 자유선택시점 서비스는 사업자가 일반적으로 제공하는 뷰 외에 사용자가 원하는 뷰를 선택해 시청할 수 있는 서비스이다. 자유선택시점 서비스를 제공하기 위해서는 하나의 콘텐츠를 다양한 시점으로 취득해야하며, 사용자가 원하는 시점에 해당되는 영상을 실시간으로 반응해 제공해야한다. 본 논문에서는 자유선택시점 비디오의 실시간 시점 이동을 위한 수신 구조를 설계하고 제안한다. 제안하는 수신 구조는 시청자의 시점 이동에 맞춰 실시간으로 시점을 이동하여 사용자가 원하는 시점의 영상을 재생할 수 있다.

Recently, with the development of interactive communication system, demands for video live streaming service has increased. Live streamers generate revenues from donations, but existing laws are inadequate to handle these donations. Problems arise when minors donate because they have the right of revocation. In the case of donations that request benefits in return, legal characteristics and results are different from unilateral donations. If minors exercise their right of revocation, live streamers must pay back without getting proper compensation for their services. In this paper, we detect the characteristics of bilateral contract in live streaming donation, indicate the harms that live streamers can get, examine precedents and donation processes focusing on cases when minors can not exercise the right of revocation due to deception, and propose revisions that can protect the streamers without invading minors' rights. Through academically identifying ambiguous legal situations and presenting dispute prevention procedures, this paper can bring positive impacts on the online industry.

The industrialization and globalization in the field of broadcasting are rapidly proceeded by extension of multilateral agreement as GATT and WTO, and by expansion of bilateral FTA. The broadcasting gets important in the industries according to the change of broadcasting environment grounded on industrial logic. As the broadcasting products become an important article of trade, broadcasting industry is the best bet in the cultural industries. In the international trade, the USA and Japan will treat cultural products the same as common goods and keep in the frame of free trade. On the contrary, the EU nations and Canada take a position that the cultural products are common goods and also public goods at the same time, and that therefore the cultural products will be excepted from the free trade. But this so called cultural exception, which is formed in the multilateral free trade agreement, is merely a temporal countermeasure, not a fundamental alternative especially in the present circumstances of DDA negotiation of WTO and of enlargement of FTA by the USA. So a nation shall carry out policies for cultural identity and cultural autonomy by the guarantee of Cultural Diversity Agreement of UNESCO, and organize a new cultural exchange order which substitutes the trade order by trade agreements.

본 논문에서는 한 장의 영상을 가상 카메라와 깊이맵을 이용하여 영상 내부를 네비게이션하는 입체 자유시점 비디오를 제안한다. 이 분야는 한장 또는 여러장의 사진 내부를 탐험하면서 애니메이션으로 볼 수 있게 하는 기술이다. 제안 방법은 전처리과정으로 전경 마스크, 배경영상, 및 깊이맵을 자동 및 수동 방법으로 구한다. 다음에는 영상 내부를 항해하면서 투영 영상들을 획득한다. 배경영상과 전객객체의 3D 모델링 데이터를 기반으로 가상 카메라의 3차원 공간 이동, yaw, pitch, rolling의 회전, look-around effect, 줌인 등의 다양한 카메라 기능을 활용하여 자유시점 비디오를 구현한다. 소프트웨어는 OpenGL 및 MFC Visual C++ 기반으로 구축되었으며, 실험영상으로 조선시대의 작품인 김홍도의 무이귀도를 사용하였고, 입체영상으로 제작되어 보다 실감있는 자유시점 콘텐츠를 제공한다.

사용자에게 본인이 원하는 시점과 시각을 선택할 수 있도록 하는 자유시점 (Free Viewpoint) MPEG-I 과제를 통하여 3DOF, 3DOF+, 6DOF의 표준을 개발 중이다. 실사 영상의 자유시점 영상을 구현하는 방법으로는 깊이정보를 사용한 렌더링 기법을 사용하는데, 이를 실시간 재생할 수 있는 시스템은 개발되지 않았다. 본 논문에서는 PC 사양에서 NVIDIA 영상 코덱과 OpenGL사용하는 rtRVSlibrary를 바탕으로, 최대 8개의 HD급 다중 뷰 영상 입력 (컬러+깊이)을 자유 시점을 실시간 생성하여 디스플레이하는 재생기를 설계 및 개발하였다. 사용자는 원하는 시점으로 상하좌우앞뒤(회전)로 자유롭게 이동할 수 있으며, 계산양과 화질 효율성을 고려하여 디코딩한 입력영상 중에 두 개의 시점을 선별하는 알고리즘을 개발하여 실시간 동작 (25fps)을 검증하였다.

차세대 방송은 시청자에게 고품질의 멀티미디어 서비스는 물론 다양한 상호작용 기능도 제공해야 한다. 사용자 상호작용은 시청자의 행동이 방송콘텐츠에 영향을 주거나 방송콘텐츠가 의도한 상황으로 시청자가 방송을 즐길 수 있게 한다. 차세대 방송은 이러한 사용자 상호작용 서비스를 통해서 보다 실감나는 방송을 시청자에게 제공할 수 있다. 요즘 관심을 끌고 있는 3차원 방송은 주로 자유시점 영상서비스에만 초점을 맞추고 있어서, 넓은 의미의 사용자 상호작용 서비스를 지원하기에는 부족하다. 본 논문에서는 방송기술의 발전 추세를 살펴보고, 사용자 상호작용 기술에 대한 국내외 상황을 분석해 본다.
