Review for the Enactment of Anti-Terrorism Law in China: Comparing it to those in the USA, Britain and Germany (중국의 반(反)테러리즘법 제정을 위한 검토: 미국.영국.독일과 비교하여)

  • China has vast land, variety of people, religions and cultures. China has faced terrorism threat from the struggles of people, religions and resources. The 11thStanding Committee of the National People's Congress of China decided to strengthen the anti-terrorism action on October 29, 2011. This study compared, analyzed and estimated the counter-terrorism laws of the USA, Britain and Germany thinking about the China's anti-terrorism decision. The counter-terrorism laws of the USA, Britain and Germany are largely composed of previous prevention of terror and oppression of it later. They enacted the laws both for people and property. They also rearranged the power and role of governmental institutes on counter-terrorism. The contents of the counter-terrorism laws are specific, detailed and systematic. But the anti-terrorism law of China has restriction on the power and roles for previous prevention and oppression of terrorism, handling of people and property. This study reviewed the foreign countries' counter-terrorism laws and the way to connect the regulations on terrorism crimes of the revised Chinese criminal law and the anti-terrorism decision, when they enact the anti-terrorism laws in China in the future.

Counterterrorism in the Lake Chad Basin Commission and Its Effects on Tenure

  • This essay examines the relationship between counterterrorism within the Lake Chad Basin Commission hereinafter referred to as LCBC and its effects on leaders' tenure in office. The countries of the LCBC, an intergovernmental institution promoting regional integration in the sub-region, established the Multinational Joint Task Force (MNJTF) primarily to maintain peace and security. In April 2012 the mandate of this structure was reinvigorated and broadened to manage the ongoing menace perpetrated by the Islamist terrorist group, Boko Haram in the sub-region. The political consequences, however, has not been identical for leaders of the member states of the LCBC participating in this counterterrorism operation. This essay primarily relies on secondary data derived from available public data sets in explaining this phenomenon. The phenomenon of leaders in Nigeria, Cameroon, Niger and Chad between 2010 and 2018 is used to examine the relationship between counterterrorism in the Lake Chad Basin Commission and its effects on political survival. Results suggest that leaders of highly democratic countries are more likely to lose office and held accountable for either perceived inaction or failure in the counterterrorism operation than their counterparts in autocratic states.

A quantitative study on patterns of terrorist bombing incidents (계량분석을 통한 폭탄테러사건의 패턴분석)

  • This study focuses on the characteristics of terrorist bombing incidents and causal factors on terrorist bombing incidents and number of casualty per incident in Afghanistan though statistical quantitative analysis. For doing so, the bombing data from GTD(Global Terrorism Database) of START program occurred from January 1st 2002 until December 31st 2011 was used. By using descriptive analysis, chi-square, and logistic regression analysis, characteristics of bombing incidents and causal factors on the frequency of incidents and the number of casualty were identified. According to the analysis results, a clear pattern was appeared in terrorist bombing incidents. This result suggests that terrorists rationally and strategically calculate bombing operations and therefore terrorist bombing incidents and number of casualty per incident are conditioned or affected by time, season, Pashtun tribal entity, production level of drugs, the characteristics of targets.
