Deliberative democracy places its great importance on the theory that the citizens should fill the role of conducting the principles of democratic society. This is divided into two main theoretical trends in modern political theories, a liberal theory advocated by J. Rawls and a critical one emphasized by J. Habermas. Mutual understanding between two scholars focuses on the responsibility of citizens; citizens should be the reflective persons who can accept the terms of just communication going beyond the preference of individual belief. It is not denied that the discussions of deliberative democracy guided by both Rawls and Habermas do not place emphasis upon mass media. Even though they seldom regard the argument how the current media can be a essential factor in encouraging deliberative democracy, they never close the eyes to the significance of communication. Rawls stresses the political freedom of speech as the very condition which leads to the citizens' autonomous participation in politics, while Habermas places his hope on the role of mass media that would amplify the citizens' will gushed out in public sphere.
This paper studies and evaluates the present situation of three decades of 'Minjoonojoundong' in Korea with a long-term perspectives. It had grown up during 1987 labour regime era and has declined abruptly since 1998. The backdrop of this decline was the transformation of labour regime from the 1987 regime to the dependent neoliberal one. The Korean labour movement did not respond to the changed structural conditions as it sustained its old strategies, militant unionism. Now the 'Minjoonojoundong' in Korea has met three difficult problems that are connected with each others. They are militant economism, political economism and formal industrial unionism. However the 'Candlelight Revolution' occurred in 2016 winter has opened a chance of regime change that could strengthen the 'Minjoonojoundong'. The revolution was primarily a political one. But it also created a dramatic situation change in labour politics. The candle-citizen demanded radical change of the polarized Korean society and overflown contingent workers. So it is a time of radical and overall innovation for the 'Minjoonojoundong' and KCTU. And they have to keep the long-term strategical vision of labour regime change.
This paper analyzed experientially political conducts of the political players on privitization of healthcare service and public healthcare sercive aftrer the democratization in order to determine the influence of democracy on the development of a welfare state. For this purpose, the contents of the major daily newspaper reports from 1993 to 2012 were analyzed. As a result of such analysis, it was found that the political parties did not drive the policy even after the democratization reflecting the demands of the people, political parties had a strong conservative stance and did not show a consistent ideological inclination in their policies. Second, even though the role of the civic movement in the public healthcare service issue became larger after the democratization, policy decisions were driven by the government in an authoritative manner. In addition, the degree of contribution by the civic movements to the development of public healthcare service did not offset the influence of the president and the finance ministry on the development of privatization. Third, both the development of public healthcare service and privatization progressed simultaneously under the Kim Dae Jung, Rho Mu Hyun and Lee Myung Bak administrations after the democratization and it is thus difficult to argue that the qualitative nature as a welfare state was changed after the democratization. However, the degree of development as a welfare state differed depending on the ideological inclination of the presidents, the capacity of the welfare ministry and the ministry that drove the privatization.
This article deals with the problem, of wether the change of party discourse influences the change of the political finance system and the change of political finance system again effects the political discourse. This study analyzes the relationship since 1988 between National Assembly, president and political parties in Korea, and to find critical conditions for developing a mutually beneficial relationship among them. It argues that the levels of both internal power concentration and cohesiveness(or discipline) of political parties matter greatly, and applies them as theoretical framework for the historical review. By 2002, major political parties were highly concentrated in power and their discipline was strong. Consequently parties fought collectively with each other and Assemblies repeatedly saw standoffs and deadlocks. Reforms of 2002-04 that sought higher degree of party democracy and more autonomy among members of National Assembly have not been able to bring in a productive legislative-president relationship. A cohesive faction politics under the leadership of (potential) presidential candidates keeps it from growing. This study suggests further democratization of party power and more autonomy to individual Assembly members.

This article dealing with the political participation of Argentine Conservative Protestants tried to examine the effect of such political participation on democratic values and order. To this end, it focused on the subject of religious equality and freedom, and issues of same-sex marriage and sex education. These theocratic views and exclusivist attitudes can seriously infringe on the human rights or freedoms of people of different religions, or different choices about marriage or sexuality, among other things. It can be a serious threat to democratic order and values.
This study investigates the nature of the welfare state under the Kim Dae Jung and Roh Moo Hyun regime focusing on participatory democracy in the policy decision making procedure for the National Health Insurance. Participatory democracy was introduced not for the qualitative development of Korean democracy but for securing political legitimacy to change the Korean economic structure after the IMF financial crisis. Although participatory democracy played the positive role in winning higher benefit level in National Health Insurance. an index for the development of the welfare state, in 2007 A policy of higher benefit level ended in failure because of the pursuit of the neoliberal ideology, lack of government's responsibility for public finance, and thwarting policy holders' substantial participation in the decision-making process. Like those of past welfare systems, participatory democracy under the Kim Dae Jung and Roh Moo Hyun regime was introduced for securing political legitimacy. But it was managed under restrictions imposed by pro-economic-growth ideology. Nevertheless, the Kim Dae Jung and Roh Moo Hyun governments are different from the former welfare states because of the fact that participatory democracy system is not 'service' system but 'political structure' and the fact that the grant of powers by participatory democracy played positive roles in the development of welfare state through request of higher benefit level policy.
The major purpose of this paper is to analyze the evolution of the presidential system in South Korea during the past three decades ever since the country's democratization in 1987 from the comparative institutional perspective. As imperial presidentialism during the so-called three Kim's era(1987-2003) disappeared right after the political retirement of the three Kims in 2003, then president-centered presidentialism emerged during the post-three Kim's era, since the country's recent three presidents possessed their relatively low-level of partisan power in terms of their control of National Assemblies and their respective presidents' parties during their presidencies. South Korea has now a strong possibility to transform the current president-centered presidentialism into the American-style separatist presidential system in the near future, since the country's National Assembly has continuously been making its efforts to function as an effective governing body being compatible with the American Congress. In addition, the country's judiciary branch has effectively been playing a political role like the US supreme court ever since the country's democratization in 1987. It is also emphasized that South Korea's civic society is currently playing as a guardian of democracy through its effective and responsive political participations in many public sectors for promoting civic liberties, public welfare, and other democratic values. South Korea now needs to carry out constitutional revisions, political reforms of legislative system, party system, and electoral system as well as correct some contradictory political understandings and habits in a way to transform the current president-centered presidentialism into American-style separatist presidential system in the near future.
