공공도서관 민간위탁의 허와 실

  • 이 자료는 9월 25일 녹색소비자문제연구원(원장 김성희 · 광주시 소재 소비자운동단체)이 개최한 "광주광역시립도서관 민간위탁 관련 시민단체 토론회"에서 발표된 내용을 요약한 것으로, 이날 토론회에는 홍현진(전남대 문헌정보학과) 교수, 조수웅(광주광역시의회)의원, 박춘균(광주광역시무등도서관)사서과장, 이용훈(한국도서관협회) 기획부장 등이 참석, 8월 초 광주광역시가 현재 운영하고 있는 2개도서관과 앞으로 개관할 예정인 1개 도서관의 운영을 민간에 위탁하기로 신문지상에 신청자모집광고를 내면서 (관련기사 지난호 57쪽 참조) 중대한 사안으로 떠오른 「공공도서관의 민간위탁」에 대한 논의가 있었다. ■편집자주

  • UL(Underwriters Laboratories Inc)은 미국의 대표적인 비영리 민간 안전시험기관이다. UL마크는 세계적으로 권위가 있다. 특히 미국내에서 소비자인지도 및 주정부의 강제적용에 힘입어 UL인증없이는 시장 유통이 어려운 실정이다. 공산품에 대한 단체 임의 인증 마크로서 전기, 전자제품, 건축재료, 해양장비(선박)등을 대상으로 화재, 폭발관련 안전성 시험에 합격하고 공장심사 및 사후관리 협정을 맺은후 마크가 부여 된다.

Evaluation of counseling Services in Private Consumer Counseling Sites (민간 소비자상담 사이트의 상담서비스 평가)

  • The purpose of this study was to evaluate counseling services in consumer counseling sites. We analyzed the contents and services of consumer counseling from the following internet sites; http : //www . gcn. or. kr , http : //www. jubuclub. or. kr, http : //www. cacpk. erg, http : //www . tor. co. kr/~ consumer, http : //civ. miriman. co. kr, http ://my. netian .com/~rokmc9. The major findings were summarized as follows: (1) All sites provided both a lot of information on consumer affairs and services for consumer counseling. (2) Two out of six private consumer counseling sites were technically inappropriated. They are wow.gen.or.kr and cia.miriman.co.kr (3) Consumer counseling services with specialized information and laws on consumer affairs were more likely provided from sites of consumer organizations than personal sites. (4) Personal sites made more consumer friendly communication than organization sites.

  • The Purpose of this research is to perform survey on employees of Non-Government Consumer Organization and interview with ADR personnel from Korean Consumer Protection Board to have thorough grasp of problems among consumer ADR. Also come up with plan that will activate Non-Government Consumer organization ADR. Result of this research states following remarks as solution First, consumers from Seoul and Gyeonggi area is the only people who use ADR in Non-Government Consumer organization, so other local governments need to concentrate on consumers from rural area to take advantage of the service. Second, low activity of ADR and legal procedure support compare to other services provide from Non-Government Consumer organization. Third, statistic shows that employees from Non-Government Consumer organization recognize importance of consumer's ADR and government's support as well as enforcement of law. Forth, the preparation of Consumer ADR in Non-Government Consumer organization, selecting committee is the most important procedures are reinforce human resource, improvement of organization structure. Fifty, order to establish Consumer ADR in Non-Government Consumer organization, recruit professional manpower is the priority and financial support is also important. All these result would help improve the activity of ADR in Non-Government Consumer organization, which will lead the organization to be more professionalize, globalize and able to segment the market. Further more, Non-Government Consumer organization would develop better ways to take itself to another level to provide better service. Also, create an institution that will help consumer's dispute and legal procedure. It will prevent future victims and protect consumer's right.

  • This study is to examine the present and future development of the adult consumer education by private consumer organization. For this purpose the data of consumer education practiced during 1996, 1997 were gathered from 33 consumer organizations. From the survey we can find that the financial and human resources of consumer organization are too limited and the selection of education theme were made nonsystematically. Based on these results and literature survey the contents and strategies were suggested for the adult education of private consumer organizations.

  • The purpose of this study identify factors affecting the purchasing behavior of consumers flowering distribution only by spring flowers and distribution of sustainable growth strategy to provide the basic data for the purpose of the study. Thus, conclusions about the factors on the purchasing behavior of consumers flowering distribution only, and propose suggestions for the proper management of retail industry flowers.

  • In late 1980s, many suburban cities in Tokyo metropolitan area have tried to construct office parks, such as Makuhari New Town, Minato Mirai 21 to promote knowledge based economy. As the most important player of this mesa project, the local government mobilized local resources from various private sectors. The local government adopted place marketing strategy to attract companies and consumers with thick pocket. The composition of this strategy embraces publicity, uniqueness, centrality of function and information and comfortability for formation of the office park. Headquarters and producer service offices were relocated in the suburban office parks for the first time in the history of modem Tokyo since 1920s. Although it is the ongoing project that encounters some financial difficulties, the office park Project will be a sound foundation for future growth of knowledge-based economy.

Activating Local Society Resource Network of Social Business : Focusing on Kwangju and Jejudo (사회적기업의 지역사회 자원연계 활성화를 위한 사례연구 -광주광역시·제주특별자치도를 중심으로-)

  • In this study, we searched for ways of the demand, the building up of strategic, collaborative networks plan activation of the local area network status by the current social enterprise and the direction of the future resources rinks, conducted by a case study of the (preliminary) social enterprise network-building activities based in Gwangju Metropolitan City and Jeju Special Self-Governing Province. By the study findings, local resources that the two regions social enterprise wants to connect are the most numerous in enterprise, public agencies and local media, followed by professionals' pro bo no, private organizations, volunteer groups. Hope for Information in conjunction is revealed in order by purchasing items, labor and financial support, public relations, purchasing service, marketing and a joint venture. For the conjunction, participating related events, the assistance of government agencies and related organizations joined, the role of chief engineer are emerged in order while they are performing work. By the findings, for the activation of local resources links of the social enterprises, it is necessary to impelled cooperation system between activating local profit companies, universities and one company ; a social enterprise and to uncovered volunteer activities of the community. Also, sparking, solidarity and building trust for social enterprises are derived as a ethical and alternative consumer movement.

  • 1960년대 이후 경제규명의 괄목할 만한 성장과 생산규모가 확대되어 비용 최소화를 통한 물류분 야의 근대화가 핵심적인 문제로 대두됨에도 불구하고 체계적이며 효율적인 물류체계의 부재로 인한 물 류비의 상승은 산업경쟁력을 약화시켜 물가상승등의 경제불안을 초래하고 있다. 또 가중되는 도시내 교 통혼잡과 최근들어 시행되고 잇는 도시내 화물차량에 대한 각종 규제로 물류비중 수송비의 비증은 지속 적으로 증가되고 있는 실정이다. 이에 따라 사회적으로 물류비를 절감시킬수 있는 물류시설에 관한 관 심이 고조되고 있으며 국가나 지방자치 단체 차원에서도 지역간의 물류거점으로서의 유통단지나 복합화 물터미널 등에 대한 필요성이 강조되고 있는 실정이다. 그러나 이러한 지역간 물류거점으로서 체계뿐만 아니라 도시내에서의 물류활동 즉 도시내에 위치한 최종소비자를 대상으로한 수·배송은 도시교통문제 와 물류서비스를 최종적으로 실행과 직결되어 있다는 점에서 매우 중요한 의미를 갖는다. 따라서 본연 구에서는 도시내 물류거점 시설인 배송센타를 대상으로 배송센타 1일 가동시 총물류비용 모형을 도출하 여 1일 총물류비용을 최소화 할 수 있는 배송센터 최적수 결정 모의 실험 모형을 구성하였다. 이와 병 행하여 최근 들어 대형화물차량에 대한 도심진입규제 통행제한 등 각종 화물차량 규제로 인하여 배송행 태 변화에 따른 사례를 상정하여 민간 차원에서 규제후 변화된 물류비의 변화정도와 그비용을 감소시킬 수 있는 방안의 검토를 시행하였다.
