  • 최근 공간정보에 대한 수요가 급증하고, 짧은 갱신주기를 요구하는 경우가 증가함에 따라 상업적인 목적으로 모바일매핑시스템이 자체개발 과정을 거쳐 실용화 서비스를 적용하고 있는 추세이다. 해외에서는 공공 및 민간부문으로 나뉘어 활발히 개발 및 운용되고 있는 실정이다. 본 연구는 모바일매핑시스템의 국내 외 동향 분석과 도로 및 주변 시설물의 파손과 변화에 따른 도로시설물모니터링에 모바일매핑시스템의 활용성을 분석하였다.

  • A research project titled as Development of Comprehensive Land Management Technology using Satellite Image Information, funded by the Ministry of Land and Transportation, is being conducted to improve the efficiency of land management and to boost satellite image utilization in the private sector. This editorial describes the introduction of the project and papers presented in this special edition.

Inward Foreign Direct Investment and Working Conditions in Cambodia (캄보디아 외국인직접투자와 노동환경)

  • The main aim of this paper is to contribute to building some strategic foundations for future Korean foreign investors in Cambodia by investigating trends and institutional changes in inward foreign direct investment and working conditions in Cambodia. Rapid increase in labor costs, and investment incentives centering on high-tech industries in China and Vietnam has led to the relocation of labor-intensive industries into low wage countries since the early 2000. As a result, Cambodia has emerged as a new alternative investment region in which enable to off-set existing locational and institutional advantages, so that it has implicated in changes in Asian economic geographies. In addition, the Cambodian government has operated two labor relations projects - Better Factory Cambodia and Labor Dispute Resolution Project - with ILO to improve the working conditions of foreign investment firms. These projects could provide an insight into constructing strategies for foreign investment, and also imply institutional embeddedness in Cambodia.

Policies to Manage Drug Shortages in Selected Countries: A Review and Implications (주요국의 수급불안정 의약품 관리제도에 관한 고찰과 한국에의 시사점)

  • Drug shortage is a persistent phenomenon that poses a public health risk worldwide and occurs due to a range of causes. The purpose of this study is to review key policies to prepare for and respond to drug shortages in selected countries, such as the United States, Canada, and some European countries in order to draw implications. This study reviewed the reports and articles derived from search engines and Google Scholar by using keywords such as drug shortage and stock-out. Over the last decade or so, the United States have strengthened requirements on advance notification for disruption and interruption of drug manufacturing, established the Inter-agency Drug Shortages Task Force to promote the communication and coordination of responses, and expedited drug regulatory processes. Similarly, Canada established the Multi-Stakeholder Steering Committee on drug shortages by involving representatives from central and local governments and private sectors. Canada also adopted a tiered approach to the communication of drug shortages based on the assessment of the severity of the shortage problem and released a detailed information guide on communication. In 2019, the joint task force between the European Medicines Agency and the Heads of Medicines Agencies issued guidelines on drug shortage communication in the European Economic Area. The countries reviewed in this paper focus on communication across different stakeholders for the monitoring of and timely response to drug shortages. The efforts to protect public health from the negative impact of the drug shortage crisis would require multi-sectorial and multi-governmental coordination and development of guidelines.

  • The study Development of the Agricultural Cooperative in Cambodia seek to explore the progress of agricultural cooperative( AC) development in Cambodia and South Korea. The experiences of Korea AC development are used to improve the Cambodian ACs. The results of study gave a lessons that the Korea ACs, which were multipurpose cooperatives were formed and owned by the government and had been considered as a successful development strategy for rural and agricultural development. As the government directly managed the businesses and other operations, available budgets, close with monitoring, and active member's participation the AC in Korea progressed rapidly for both the members and business scopes and it hugely contributed to rural development of Korea. For the future development of AC in Cambodia recommendations based on lessons from Korea AC will give a message to government and NGO. Rural Development always related with farmer's life. To live well in rural area provide effective mechanism to income increase. To development of AC in Cambodia is future of rural development.

Conservation value assessment of newly discovered seven forest wetlands in the western part of the Korean Demilitarized Zone Ecoregion (서부 비무장지대 일원 미보고 산림습원의 특성 및 보전 가치 평가)

  • This study reports newly discovered seven forest wetlands in the western part of the Korean Demilitarized Zone-Civilian Control Zone ecoregion. The wetland assessment criteria proposed by National Arboretum were adopted to evaluate four fields: vegetation and landscape, biogeochemical cycle, hydraulics and hydrology, and social-cultural-historical landscape and disturbances. Among seven wetlands located in Gimpo and Paju, five were of the fallow field type and two were of the natural type. A total of 474 plant species were recorded, including nine rare plants, such as the Carex capricornis Meinsh. ex Maxim. Three forest wetlands were sorted into A-grade, three into B-grade, and one into C-grade. Monitoring forest wetlands scattered across the border area ruled by military regulations can be challenging; still, as forest wetlands with high conservation value turned out, further investigations through remote sensing and cooperation by the relevant agencies will be required.

The Implications and Characteristics of the Policies for Park and Green Spaces in England (영국 공원녹지 정책의 최근 경향과 특성)

  • Recently parks and green spaces contribute not only as a place of leisure but also for environmental welfare, social education, new jobs and $CO_2$ Emissions Reduction. Parks and green spaces are understood as urban infrastructures like roads and rivers. They are also included in social infrastructures like education, culture, and welfare facilities. These changes are applied to policies for parks and green spaces, many governments and local authorities make investments on them. The modification of policies for parks and green spaces in England is a good example about this trend From this view point, this study now deals with the changing process of policies, results, and evaluation. Some implications have been deducted. The first is the inducement in participation in policies and implementation of practices through policy papers. They are more practical than written laws which are composed of abstract sentences and generalizations. Secondly, the status of parks and green spaces is highly raised with the establishment of CABE Space and so on. This organization controls many different policies and programs related to parks and green spaces. Third is the funding for the improvement of parks and green spaces. Fourth, are the short-term measures, such as funding and management, and the long-term measures such as pursuing building of partnership and training. Fifth, the government strives to establish its partnership with the local authorities and communities through a spectrum of support in terms of information, monitoring, and developing good practices among networks. Finally, parks and green spaces are being addressed from multiple directions through the participation of numerous agents like voluntary groups, development companies, communities and so on. Recently, in Korea, the influences of the Sunset Law for Park Site, Landscape Architecture Law, Urban Forest Law, and other related ordinances have encouraged the review on the policies on parks and green spaces needed. However, there are not many studies about them. Owing to these reasons, the cases of England will he helpful.
