본 논문에서는 경찰청에서 제공하는 2019년 민간경비업체와 민간경비원의 현황을 통해서 민간경비의 다양한 해석과 사각으로 이론적 기반을 마련하는 것을 목적으로 한다. 민간경비업체와 경비원 수는 총 5356개와 16만 3177명으로 나타났다. 현황으로 살펴본 민간경비업의 특징은 크게 4가지가 나타났다. 첫 번째 민간경비업체 수와 경비원의 수가 수도권으로 집중되었다. 기계경비원을 제외하고 53%~89%가 수도권(서울·경기·인천)에 집중되었다. 두 번째, 시설경비에 대한 집중이다. 시설경비가 민간경비업체와 경비원 수에 차지하는 비율은 각각 83%와 86%를 차지함으로써 경비업법에 의한 구분이 아닌 경비원은 곧 시설경비원을 뜻하는 것처럼 느껴지게 되었다. 세 번째, 비정상적인 신변보호 업체 수와 경비원 수이다. 2019년 기준으로 신변보호 업체의 수보다 신변보호원이 없는 상황이 발생하고 있고, 이는 허가만 유지, 시설경비업무와 경계모호, 신고 누락, 자체경비 전환으로 인한 것으로 보인다. 네 번째, 특수경비업의 특수성이다. 국가중요시설에서 일하는 특수경비원은 국가의 정책에 따라서 한국공항공사의 한공보안파트너스, 인천공항공사의 인천공항경비를 자회사로 하고 정규직 전환을 진행 중에 있기 때문에 특수경비업체 수와 경비원 수의 변화는 불가피한 것으로 보인다.

이 연구의 목적은 민간경비원들의 조직문화와 임파워먼트 및 조직애착도의 관계를 규명하는데 있다. 이 연구는 2012년 수도권소재(서울) 민간경비회사에서 재직하고 있는 민간경비원들을 모집단으로 설정한 후 유의표집법을 이용하여 최종분석에 이용된 사례수는 총 280명이다. 분석방법은 SPSSWIN 18.0을 이용하여 빈도분석, 요인분석, 신뢰도분석, 다중회귀분석, 경로분석 등을 실시하였다. 설문지의 신뢰도는 Cronbach's ${\alpha}$값이 .690이상으로 나타났다. 결론은 다음과 같다. 첫째, 민간경비원들의 조직문화는 임파워먼트에 영향을 미친다. 둘째, 민간경비원들의 조직문화는 조직애착도에 영향을 미친다. 셋째, 민간경비원들의 임파워먼트는 조직애착도에 영향을 미친다.

2023년 8월 3일 다중이용시설과 운송시설이 맞닿아 있는 서현역 부근의 다중이 밀집한 장소에서 차량돌진 및 흉기난동의 묻지마 범죄가 발생하였다. 차량을 인도로 몰아 보행자를 들이받은 뒤 백화점 내부로 들어가 흉기를 휘둘러 차량돌진으로 5명, 흉기난동으로 9명의 피해자가 발생하였다(리차드김, 2023). 서현역의 묻지마 범죄 이후, '살인예고 지도' 서비스의 등장하면서 많은 이용객이 상시 붐비는 번화가 및 백화점 등의 다중이용시설을 이용하는 시민들의 불안감이 전국적으로 크게 확산하고 있다(김잔디 & 최윤선, 2023). 급격히 늘어나는 국민의 불안감으로 정부에서는 '묻지마 범죄'를 '이상동기범죄'로 명명하고 근절을 위해, 사실상 테러와 비슷한 수준의 강력한 대책을 추진하고 있다(강은민, 2023). 이상동기범죄에 따른 강력한 대책으로 국무조정실(대테러센터), 경찰청 등 관계부처의 다중이용시설 대한 안전대책들이 강구되어지고 실정에서 「경비업법」에 따라 시설의 위험발생을 방지하는 업무를 담당하고 있는 민간 경비원에게 이용객의 안전을 보호하고 피해를 최소화하기 위한 일선 역할이 중요해졌다. 하지만, 이상동기범죄에 대한 일선의 초동대응이 인력과 장비, 정당방위에 대한 법제도의 뒷받침 미흡 등으로 인해 민간 경비원의 실질적인 대응이 어려운 실정이다. 많은 사람의 왕래가 있는 다중이용시설에서의 민간 경비원 최소 경력배치 기준, 현행범 제압을 위한 무기사용 기준, 이용객 보호를 위한 경비원 위력 사용 기준 등의 제도적으로 마련되어 있지 않아 민간 경비원이 범죄로부터 시설 이용객을 보호하는 것은 쉽지 않은 것이 현실이다. 따라서 본 연구에서는 다중이용시설 묻지마 범죄 등의 위험성과 민간 경비원의 무기사용과 관련한 법제도적 한계점을 고찰하여, 이에 대한 개선방안을 제시하고자 한다.

본 논문에서는 시큐리티 민간경호경비 현장의 현실적인 문제점을 도출하고 개선방안을 찾아내기 위한 조사를 위해 민간경호경비의 개념과 특성, 다양한 경비원의 고용형태를 알아보고, 경비업법상 민간경호경비현장의 효율적인 운영과 경비산업의 질적 향상을 위해서 민간경호 경비현장과 가장 직접적인 법률인 경비업법 내에서 정의하는 경비업, 집단민원현장의 개념, 경비업의 개정이유, 경비업허가, 배치 및 폐지신고, 경비원 교육의 내용을 연구할 것이다. 또한 현장에서의 기준성의 법적, 절차적 문제점 등을 관할하는 관할 경찰관의 경우 개인의 법적 해석 기준과 실정법에서 정하는 처벌의 해당요건에 따라 업무를 처리하고 있어 유관기관 협력체계가이루어지기 어려운 상황에 처해있다. 또한 관련된 선행연구를 통하여 각 학자들이 제시하고 있는 문제점과 이유, 개선방안의 타당성 등을 검토 하고, 나타난 문제점과 개선방안들이 현실성을 반영하고 있는지 기관, 학계, 협회 등 다양한 관점에서 이를 연구할 것이다.

이 연구는 IPA 기법을 적용하여 민간경비원들의 여가활동 집중개선 종목을 도출하고, 나아가 여가제약이 참가지수에 미치는 영향을 규명하는데 주된 목적이 있다. 본 연구는 2010년 서울 소재 6개소 민간경비업체를 대상으로 판단표집법을 적용하여 최종분석에 사용된 사례 수는 총 267명이다. 결론은 다음과 같다. 첫째, 민간경비원들의 여가활동 참가 지수인 선호도와 참여도는 차이가 있다. 중점개선 여가활동은 헬스, 산책/조깅, 숙박관광, 당일여행 등이다. 둘째, 민간경비원들의 여가제약은 여가활동 참가지수에 영향을 미친다. 개인내적, 주변의식적, 대인적 제약이 클수록 선호하는 여가활동에 부적 영향을 미치는 반면, 구조적, 시간 경제적 제약을 극복하고 선호하는 여가활동에 정적 영향을 미쳤다. 본 연구결과를 토대로 민간경비원들의 복지적처우개선에 집중적인 투자가 이루어져야 할 것이다.

This study discusses some topics of Security License System and Security Training System in Japan. Especially, the Security License must be very influence that the growth of security industry. And it's true that a few enlightened approach to cooperation between police and private security has already begun to take place in some divisions. The most important thing of the License Test System in Japan is the method of test rule and test section. Then the training systems of the security agent have been very impressive rule and the system for security agent. Today, the market of the security industry in Korea have been going to develop and extend to the future industry. The assignments that are leaved to security industry in Korea must be that the improvement of the License & Training System of Security Agent in Korea should be made effort by the security industry and the public section that looks like the police.

The private security industry in Korea has developed considerably with the development of economic growth and IT technology. The purpose of this study is to explore the development method of the freelance system for private security work based on the problems of the freelance system that CEO of the security company in the private security work field recognize. To accomplish the purpose of this study, we interviewed 3 professors and 6 CEO of the security company to analyze the data. They suggested the development of the freelance system of private security work as follows. First, the systematic management of freelance security guards is needed. Secondly, the training for the manager of the freelance security guards should be done. Third, a minimum wage compliance check is required. Fourth, the contents of freelance system should be added to the reality in accordance with the security law. Fifth, the social security system of freelance security guards should be improved. Sixth, the establishment of a freelance security guard cooperative is necessary.

본 연구는 민간경비원의 갈등관리방식이 조직유효성에 미치는 영향을 규명하는데 목적이 있다. 연구대상은 2010년 서울소재 민간경비업체를 대상으로 판단표집법을 이용하여 286부의 표본을 회수 최종분석에 사용된 사례는 279명이다. 연구에 사용된 설문지의 신뢰도는 Cronbach's ${\alpha}$ 값이 .642 이상으로 나타났다. 수집된 자료는 SPSSWIN 17.0을 이용하여 요인분석, 신뢰도분석, t검증 및 F검증, 다중회귀분석 등의 방법을 활용하였다. 결론은 다음과 같다. 첫째, 민간경비원들의 사회인구학적 특성에 따라 갈등관리방식은 차이가 있다. 둘째, 민간경비원들의 사회인구학적 특성에 따라 조직유효성은 차이가 있다. 셋째, 민간경비원들의 갈등관리방식은 조직유효성에 영향을 미친다. 즉, 조직내의 갈등관리방식에 따라 조직유효성에 영향을 미친다.

When the primary function of private security is to protect lives and property of clients, emergency management should be included in the security service and many countermeasure services should be carried out for that purpose. In theses contexts, private security should develop and maintain a educational program to meet their responsibilities to provide the protection and safety of the clients. Conclusionally, private security industry employers in Korea has not concerned with the importance of training and education by lack of recognition and has been passive about qualified guards. And the authorities supervising and the administrating the guards has not recognized the importance of private security and has neglected the training of the guards. In theses contexts, private security should develop and maintain a educational program of emergency management to meet their responsibilities to provide the protection and safety of the clients.

Private security guards are not given special legal privileges to the general public, and holds the same legal status. However, the private security industry has been the expansion of business areas, but some legal rights to bring a limited time you can claim that. In this study, major countries such as Japan, the United States and comparative analysis of the legal status of the security guards and private security guards in Korea about the legal status of the current law on the guards private security law Korea by analyzing the legal status of private security guards to the issue of the legal status and thereby derive an alternative proposes a purpose.
