민간용 여객기 제작사로 미국에서 쌍벽을 이루던 맥도널 더글러스사가 보잉사에 합병되어 작년 8월부터 새 보잉사가 발족하여 미국에서 민간여객기 제작은 드디어 보잉사에 의해 독점되었다. 한편 유럽에서는 지금까지 에어버스사의 경쟁력을 키우기 위해 여러가지를 보완하여 명실공히 유럽의 유일한 여객기 및 수송기 제작사로 자리를 굳혔다. 따라서 100석급 이상의 여객기 제작사는 세계적으로 미국의 보잉사와 유럽의 에어버스사라는 양체제로 집약되었다.

Safety Management System is the aviation industry policy for while operating the aircraft, to ensure the safety crew, aircraft and passengers. For operating a safe aircraft, in order to establish the international technical standards, the International Civil Aviation Organization has established the Annex 19 of the Convention on International Civil Aviation. As a result, member country was supposed to be in accordance with the policy of the International Civil Aviation Organization, to accept the international standard of domestic air law. The South Korean government announced that it would promote active safety management strategy in primary aviation policy master plan of 2012. And, by integrating and state safety programmes(ssp) and safety management system(sms) for the safe management of Annex 19 is to enforce the policy on aviation safety standards. State safety programmes(ssp) is a system of activities for the aim of strengthening the safety and integrated management of the activities of government. State safety programmes(ssp) is important on the basis of the data of the risk information. Collecting aviation hazard information is necessary for efficient operation of the state safety programmes(ssp) Korean government must implement the strategy required to comply with aviation methods and standards of the International Civil Aviation Organization. Airlines, must strive to safety features for safety culture construction and improvement of safety management is realized. It is necessary to make regulations on the basis of the aviation practice, for aviation safety regulatory requirements, aviation safety should reflect the opinion of the aviation industry.

민간 무인기의 용도는 수색 및 구조, 환경 및 공해감시, 기상 측정, 화재 및 재난의 조기감지, 국경 및 해양정찰, 항공촬영과 지도제작, 농약살포 그리고 교통감시 등 사람이 수행하기 힘든 3D 임무 및 우리의 실생활에 도움을 줄 수 있는 새로운 용도로 개발되고 있다. 그러나 향후 무인항공기의 상업적 성공 여부는 민간 공역으로의 진입 여부에 달려 있으며, 공역 내에서의 자유로운 임무수행을 위해서는 안전성 확보를 위한 감항당국의 인증이 필수요소이다. 이에 항공선진국 들은 민간 무인기의 신뢰성 누적과 인증을 위한 실현 가능한 방법부터 법제도 정비에까지 많은 연구를 수행 중에 있다. 본 글에서는 최근 항공선진국들의 무인항공시스템의 신뢰성 추세와 인증동향 그리고 향후 발전 방향에 대하여 제시한다.

민간 항공기용 통합항전시스템의 개발은 현재까지 국내에서는 거의 경험이 없는 분야이다. 국내에서는 군수용 항공기의 항법전자장치의 국산화 개발은 일부 추진되었으나, 민수용 항공기 분야에서는 전무하다. 세계 시장에서 민간 항공기의 수요는 증대되고 있으며, 이에 따라 민간 항공기용 통합항전시스템을 국내에서 개발하고 시험, 인증할 수 있는 능력이 요구되고 있다. 따라서 본 논문에서는 항공기의 비행/항법 등의 계기를 통합하는 항공전자 연구개발의 필요성, 세계적인 흐름과 핵심기술력의 확보를 위하여 민간 항공기용 통합항전시스템 개발에 관련한 국내/국외 기술수준 및 산업 동향, 국내에서 개발한 통합항전시스템 인증의 필요성에 따른 문제점 및 해결방안을 제시하고 있다.

Inter-Korean exchanges using civil aviation has been continuing since the temporary direct air route from Pyongyang to Seoul was opened on June 15th, 2000 for the summit meeting with North Korea. In this paper, I analyze the North Korea Aviation law by focusing on the differences with South Korean Aviation law. While South Korean Aviation law is modeled on the Pandect system, North Korean Aviation law can only be understood by looking at North Korea's socialist ideology. Therefore, North Korean Aviation law has some expressions which can hardly be understood. With respect to the source of aviation law, both South and North Korea are in compliance with the Convention on International Civil Aviation (Signed at Chicago, on 7 December, 1944). Thus, they established the aviation law based on the standards and recommendations provided by ICAO. For this reason, they have similar legal systems and composition. From this analysis, a few differences are also derived regarding aircraft ownership, airports, airline liability, aircraft accident investigation organization and aviation insurance. It is important to note that this paper has a particular limitation. Not only is the information about North Korean law very limited, but North Korea also does not provide easy access to its national legal codes. This paper describes the legal comparison of South and North Korea by focusing on the formation and framework of North Korean aviation law.

항공산업의 도약을 위해서는 국내 군용기사업의 경우, 가능한한 국내 생산능력의 유지 측면과 건전한 항공산업체 구조조정도 함께 고려되어야 하며, 국방정책이 현재의 조달중심에서 개발중심으로 과감히 전환되어야 할 것이다. 또한 군용기사업과 같은 국방프로젝트에 민간부문의 연구기관 참여를 확대해야 할 것이며, 군/민 공용기술에 대해서는 과감히 민간에 문호를 개방해야 할 것이다

공용어로 스페인어를 사용하며 통화는 미국 달러를 사용하는 에콰도르 공화국(Republic del Ecuador)은 남아메리카 북서부에 위치한 중소국가다. 미주 기구(OAS), 석유수출국 기구(OPEC), 남아메리카 국가 연합(UNASUR), 라틴어 연합(Latin Union) 등에 가입되어 있고 활발한 대외활동을 펼치고 있다. 그럼에도 불구하고 사실 에콰도르의 대외 위상은 그리 높지 않다. 생태학적으로 중요한 갈라파고스 제도가 에콰도르의 영토라는 사실을 아는 사람이 극히 적을 정도로 에콰도르는 우리에게 먼 나라다. 그러나 최근 에콰도르는 항공우주분야에서 급격한 두각을 나타내고 있다. 2007년 11월 설립된 에콰도르 민간 우주기구(La Agencia Espacial Civil Ecuatoriana)를 중심으로 우주개발에 적극 뛰어들고 있기 때문이다. 에콰도르 최초의 우주인을 배출하고 주요 항공우주 선진국과 협력을 강화해 나가고 있는 에콰도르 민간 우주기구의 활약을 소개한다.
