While the ship finance industry has long been struggling with diminishing involvements from the private sector, government-run banks have consistently increased their presence in maritime finance. To address such concerns, this research conceptually explores the creation of blockchain technology-driven security token offering (STO) platforms. To suggest a sound platform model, this piece first examines key design principles. Based on the integral perspective on the digital platform, this paper exhibits three core design principles to create a virtuous platform ecosystem, then sets out STO platform design guidelines. This paper further explores an STO platform model by considering conventional ship finance systems and practices in Korea. The STO platform has three main effects; 1) the wider availability of STOs can enlarge both the scope and size of ship finance users, 2) the activation of security token transactions leads to an increase in participation, and 3) possibilities to create complementary innovative financial services can further encourage the participation of private investors. The STO ecosystem may contribute to the shipping, shipbuilding, and ship finance industries by enhancing its attractiveness to the general public and by creating positive externalities for Busan as a maritime finance center.

The recent revision of the Public Records Management Act provided a basis for the procurement of private records from local archives. Accordingly, some local governments are promptly trying to gather these private records through various ways, and a representative methodology of such is a contest for acquiring records. This study aims to analyze how much this contest contributes to the acquisition of private records and the current status of its operation. As an example of this study, Jeonju Citizens Archives, which conducted the contest more than ten times, was selected. Based on the analysis results, the operation status of the contest for acquiring records and improvement plans for activation were presented.

The purpose of this study is to research the importance of public-private partnerships in disaster management. This study was evaluated by experts specializing in the improvement of public-private partnerships for disaster management. The following items are needed to encourage corporate social contribution activities in the disaster security industry. The researchers first propose a solution by means of ensuring cooperation between government and business networks. Second, we propose for those entities to discover new means to support private companies' participation in social contribution activities. The researchers' third solution is to be utilized to secure funding for induction and to support public-private partnerships to participate in the social contribution activities of private companies. Our fourth solution is promoting a sustainable plan for raising public awareness of corporate social contribution. Finally, the social contribution of the participating companies enhance brand recognition and as well as incentives. This study may contribute to the current operating system to support relevant policies and measures to encourage the participation of enterprises in the field of disaster security. Future research will be to study (such as through questionnaires) ways to participate in disaster management companies in accordance with environmental changes.

The purpose of this study is to examine whether or not types of participation in the senior employment that greatly affect the level of life satisfaction is related to depression and to verify the relationship between life satisfaction and depression by using the correlation analysis. The findings of this study suggested that the effect of on the participation in the senior employment against the depression was positive(+) and the depression had a correlationship with life satisfaction. Therefore, the higher the number of participation in the senior employment for the public sector was, the lower the satisfaction of life, and the more time of participating in the senior employment for the private sector was, the higher the satisfaction of life. Based on the results of this study, in order to increase the satisfaction of senior life, the government, the local autonomous entity, and other companies should work together so that they can make a reasonable plan to create the employment of the private sector for jobs of the elderly.

항공산업의 도약을 위해서는 국내 군용기사업의 경우, 가능한한 국내 생산능력의 유지 측면과 건전한 항공산업체 구조조정도 함께 고려되어야 하며, 국방정책이 현재의 조달중심에서 개발중심으로 과감히 전환되어야 할 것이다. 또한 군용기사업과 같은 국방프로젝트에 민간부문의 연구기관 참여를 확대해야 할 것이며, 군/민 공용기술에 대해서는 과감히 민간에 문호를 개방해야 할 것이다

국가가 후천성면역결핍증예방법을 정한 지 이십 년이 넘었다. 주요 에이즈 민간단체의 하나인 대한에이즈예방협회도 설립된 지 만 십오 년이 되어간다. 수십 년 동안 국가와 민간단체들이 기울인 노력은 과연 소기의 성과를 거두었을까? 우리나라는 에이즈 유병률이 극히 낮은 나라지만, 이것이 효과적인 국가 정책과 민간단체 사업 때문이었는지는 확실치 않다. 그렇지만 어떤 경우든, 개선을 위한 평가는 불가피하다. 특히 평가 대상 사업이 정부 예산을 바탕으로 수행되는 경우에는 더욱 그러할 것이다. 이러한 배경에서 질병관리본부는 재작년 "국가 에이즈 관리 사업 평가 및 모니터링 연구"라는 제목의 연구 과제를 공모하여 에이즈 민간단체의 현황을 파악하고 효과적인 민간단체 사업 평가 방안을 마련하고자 하였다. 필자는 그 연구에 연구 책임자로 참여하였고, 이 글은 연구의 주요 내용을 요약한 것이다. 이 글이 언급하는 문제점이나 개선 방안 중 일부는 이미 개선되었거나 시행되고 있음을 밝혀둔다. 연구 보고서 전문이 필요한 분은 질병관리본부 에이즈 결핵관리 팀에 문의하거나 필자에게 연락하시기 바란다.

이 연구는 IPA 기법을 적용하여 민간경비원들의 여가활동 집중개선 종목을 도출하고, 나아가 여가제약이 참가지수에 미치는 영향을 규명하는데 주된 목적이 있다. 본 연구는 2010년 서울 소재 6개소 민간경비업체를 대상으로 판단표집법을 적용하여 최종분석에 사용된 사례 수는 총 267명이다. 결론은 다음과 같다. 첫째, 민간경비원들의 여가활동 참가 지수인 선호도와 참여도는 차이가 있다. 중점개선 여가활동은 헬스, 산책/조깅, 숙박관광, 당일여행 등이다. 둘째, 민간경비원들의 여가제약은 여가활동 참가지수에 영향을 미친다. 개인내적, 주변의식적, 대인적 제약이 클수록 선호하는 여가활동에 부적 영향을 미치는 반면, 구조적, 시간 경제적 제약을 극복하고 선호하는 여가활동에 정적 영향을 미쳤다. 본 연구결과를 토대로 민간경비원들의 복지적처우개선에 집중적인 투자가 이루어져야 할 것이다.

IMF체제 하의 우리 과학기술계는 기업의 연구비 조달이 어렵게 되어 기술개발을 위한 연구활동이 공동화 현상을 빚고 있다. 국가 기술개발 투자의 80% 이상을 담당해 왔던 민간부문의 투자 감소는 21세기 기술선진국 진입의 꿈을 깨는 가장 큰 장애요소가 되고 있다. 폭넓은 경험과 우수한 인적자원을 갖고 있는 기업들이 앞으로 기술개발에 적극 참여토록 유도하여 민간주도의 기술개발시대를 열어야 하겠다.
