This study presents the results from an investigation into ABS to revitalize small and medium construction enterprises, and to analyze merits and demerits of ABS introduction using sensitivity analysis some realistic cases. According to some available procedures, this study suggests ABS introduction structure of new education facilities construction in BTL projects of two different types. In order to analyze the effectiveness of introduction, a model was built as new education facilities construction in this paper. In addition, this study tried to put a figure on finance interest changes by analyzing changes for earning rates and money that payed by the government. Moreover, this study also presents merits and demerits of ABS introduction.

안전관리는 건설사업의 시공과정 중에 발생 가능한 유해, 위험으로부터 인명을 보호하는 것이며, 건설사업의 주제는 발주자로서 발주자 역할의 극대화는 효과적인 건설재해 방지의 관건이다. 건설프로젝트의 발주자, 설계자, 감리자, 시공자, 협력업자 등 다수 참여자의 장기간에 걸친 공동작업으로 이루어지는 건설공사의 특성을 고려할 때, 기존의 건설안전관리체제로는 건설공사에 수반되는 이와 다양한 유형의 사고를 방지하기 위한 근본적인 처방으로는 미흡하며, 건설산업의 총체적인 안전수준의 향상을 통한 시설품의 생애주기 전반에 걸쳐 안전성을 확보할 수 있는 근원적인 안전관리제도의 구축이 요구되고 있다. 실태조사 결과 공공발주자와 민간발주자의 안전의식 및 안전관리실태에는 격차가 크며, 대다수 발주자의 안전관리에 대한 책임의식이 미흡하며, 민간발주자의 경우가 훨씬 열악한 것으로 나타났다. 정부 감독기관의 발주자에 대한 안전책임 부여도 소극적이다. 발주자 안전관리가 미흡한 원인과 이의 촉진 방안에 대한 도출이 필요하다. 발주자에 대한 접근 방법의 홍보를 통한 책임의식의 고취, 발주자를 위한 안전관리매뉴얼 등 안전관리 도구의 제공, 법령을 동한 명확한 책임의 부여, 발주자가 책임을 이행할 수 있는 자질있는 안전전문가의 활용이 긴요한 것으로 사료된다.

A highly sophisticated expertise and systematic and integrated management of security operation are essential for a crowded stadium. a special object of security guarding. Nonetheless, the recent incident in a singing concert hall reveals the overall problem like the lacking safety management system. lacking deployment of professional security personnel, absence of safety manuals and safety measures, as well as the lack of professionalism of private sector security companies. In this study, we presented three categories that needed improvement, like the legal and institutional improvement, improvement of policy and improvement of operation which are required to set up the model to operate the optimal private sector security duties. For the revision of law and institution for a better and more desirable method, we discussed the revision of related laws and regulations pursuant to the security operation at places where events are held, including the revision of law on security guarding work, regulation on common housing management, uniformity of security guarding, and law on performance. For the improvement of policies, we discussed the introduction of security consultants, strengthening the security instructor system, expansion of relevant organizations, establishment of mutual cooperation, privatization of profitable events, improvement of awareness about the security activities provided by private sector, policy for the professionalism of private security operation, expansion of security exhibition and seminar. For the improvement of operation. we discussed professional security techniques. such as the technique of security consulting, the application of CPTED technique, the technique for the integration of system, the method of operation, the establishment of a system to support public security operations and volunteers, establishment of a manual for security guarding performance, modernization and high tech-oriented equipment, organization of security guarding entity in which the industry, academic society and government participates together.

물류 서비스는 경제 주체간의 원활한 상품 수송을 도모하여 구매 소비를 뒷받침하는 효율적 경제 및 시장의 필수조건이다. 한국의 물류산업의 경쟁력은 선진국에 비해 낮아 국내 물류활동 현황을 살펴보고 선진국의 물류 효율화 전략을 점검하여 물류 효율화 방안을 모색하여야 한다. 한국의 국가물류비와 기업물류비는 선진국에 비해 높은 수준이나, 비금속 등 일부 제조업의 기업물류비가 과도하게 높은 것으로 분석된다. 국내 물류산업의 문제점을 살펴보면 수요 측면에서는 2PL 의존도가 높은 것이 문제가 된다. 그룹 소속의 2PL 업체로 인해 물류 비효율이 발생하고 물류업계의 대형화, 전문화 실현에 어려움을 야기하고 있다. 공급측면에서는 물류전문기업이 부족하다. 영세기업 저부가가치 사업 위주의 산업구조로 인해 물류전문기업이 부족하여 물류 효율화 효과가 미미하다. 또한, 인프라 측면에서도 국내 물류 인프라가 미비한 현실이다. 높은 도로의존도로 과중한 수송비 부담 및 낮은 물류분야 표준화 수준으로 물류 효율저하가 우려된다. 한편 법제도 측면에서도 물류산업 관련 제도 개선이 미흡하다. 물류산업 관련 제도가 현장을 반영하지 못하고 있으며, 정부기업의 민간 참여 등의 불공정 물류 정책으로 국내 물류산업의 발전이 제한적이다. 다음은 현대경제연구원 이장균 수석연구위원이 발표한 "국내 물류산업의 문제점과 물류효율화 방안"의 주요 내용을 요약 정리한 것이다.

Community recently pays attention to participation, network, and partnership of local residents and community stakeholders for the purpose of solving community problems and issues. This is the typical characteristics of local governance as an institutional setting to solve the problems which communities face with. The aim of this study is to attempt an analysis of local governance from the perspective of community welfare. To do that, it especially focuses on 'Gwangju Greenway' as a case. Participation of and communications among local residents strengthen their community's capabilities to deal with problems and seek better solutions. Above all, networking and cooperation between local government and local residents are required to improve the quality of local residents' participation at the process of planning and policy-making in the area of community welfare. 'Gwangju Greenway' is a good example of community welfare in that local residents actively seek to solve their own problems and realize common good within their local community through the improvement of social interaction and solidarity among local residents, thus resulting in good quality of life.

최근 사용자들의 참여, 개방, 공유가 주요 이슈로 떠오르면서 전문적이고 정확한 정보를 웹에서 찾고자 하는 사용자의 요구가 증가하고 있다. 그러나 정보의 범람으로 사용자가 원하는 정보를 찾기 어려우며, 찾는다 해도 그 정보에 대한 신뢰성을 판단하기가 어렵다. 본 논문에서는 신뢰성이 결여되기 쉬운 정보원에서 특정 정보에 대한 신뢰성과 검색의 효율성을 높이기 위해 새로운 랭크 매트릭을 제안하고, 이러한 제안에 기반을 두고 민간의학 정보에 대한 웹 사이트를 구현하였다. 제안하는 매트릭은 사용자 레벨에 기반하여, 레벨에 따른 평가 가중치(weight)를 차등화하여 글의 점수를 부여하는 방법이다. 이러한 방법은 참여자의 심리적 요소를 반영하여 글의 신뢰도를 높이는 방법으로 신뢰성이 결여되기 쉬운 정보의 신뢰도를 높일 수 있는 방안으로 사용될 수 있다.

The purpose of this study is to find ways to utilize public-private partnerships from the perspective of governance in order to effectively promote urban regeneration projects and establish a business structure. The results of the study are summarized as follows. First, from the perspective of governance, the types of public-private partnerships in urban regeneration projects can be classified into central government-led, local government-led, private business-led, and local residents and community organizations-led. Second, it is confirmed through overseas case analysis that developed countries are effectively promoting urban regeneration projects through the formation of various public-private partnerships. Third, as a way to utilize public-private partnerships in Korean urban regeneration projects, it was proposed to diversify the types and size of urban regeneration projects, design a system to utilize various public-private partnerships, use cross-assistance methods, and form social capital necessary for transparent and effective private partnerships.

The purpose of this study was to explore the status of development, dissemination, and usage of web courseware for elementary school. Also, this study investigated the problems and improvement strategies. The subjects were 52 researchers from Offices of Education and private companies and 528 teachers and 527 students from elementary schools. Questionnaires were used to collect the data. The study results indicated as follows: First, web courseware are insufficient. It is necessary to provide sufficient budgetary support for development of web courseware. Second, many of web courseware are inconsistent with the curriculum and class environment. To resolve this problem, more teachers should be involved in web courseware development. Third, web courseware usage level was very low because of the lack of information and training. In-service training program should be changed from computer literacy oriented to teaching method with web courseware.

Once a production focused on primary industry, Food, agriculture, forestry and fisheries industry is now trying to shed away and plans to totally transform the paradigm of agricultural R&D with a leaping goal towards being a new growth engine. Promoting the bioindustry through utilizing agricultural bioresources was selected as the primary task and also made all efforts to support by all government department and ministry. In this study, we are raised problems and planned the improvements by the empirical analysis of national R&D policy, investment strategy, the recent progress of R&D program, and the performance of R&D investment to achieve early commercialization in fields of agricultural bioresources utilizing. We also propose the R&D role sharing and cooperations of public/private sector to commercialize the agricultural bioresources from the comprehensive empirical analysis results. It will eventually strengthen the national R&D investment strategy and efficiency and then will contribute towards a successful early commercialization performance in bioindustry through utilizing agricultural bioresources.

The Private Security Industry of Korea began after served security service for the United States army of 8 division. The industry grew up after establish private security regulation on December 31th of 1976. Early 1980's the industry was accelerated from bringing technical knowledge of developed nations rapidly. Also, private security was gotten into the spotlight by one of futurity industry instead public security after companies performed 86 Asian game and 88 Seoul Olympic successfully. Therefore, the industry became to increase qualitatively and quantitatively. From late 1990's the private security regulations were revised fifteen times and created about education system, bodyguard, and leader of security. 3,836 private companies and 150,030 private guards had operated until 2012. However, some of companies received administrative measure, because of the companies ran immorally. The minor companies are continuously closed down from the leader's inefficient operation. Approval standard of establishment has imperfect law. Solutions of problems are to provide high quality service, to expand company affairs, to attract specific customers through efficiency expert, to change standard of leader of security guards, to establish security education institution through the government and to intensify requirements to establish the company.
