The main objective of this study is to analyze which aspects between cultural budget or cultural activity (such as musical, theater, classic performance etc) will affect more to enhance the happiness of the local government residents. This study tries to analyze the effect of 'cultural aspect' on local residents' happiness because relatively there are not enough studies to analyze the relationship between culture and happiness. Especially, it is hard to find out studies focusing on both cultural budget and activities. According to the empirical results, the relationship between cultural budget and citizens happiness turns out to be statistically significant in the direction of the positive, while the relationship between cultural activities and citizens happiness does not turn out to be statistically significant. This finding can be justified for policy makers to increase cultural budget to make cultural city. In addition, the reason why cultural activities are not significant can be interpreted from the perspective of 'accessibility', 'degree of quality' and 'incompatibility of cultural demand of residents' and finally this study provides various policy implications.
While art and culture always actively intervene and send messages to social issues and issues, there are critics who say that the way they show them goes against environmental issues. Therefore, this study compared and analyzed the environment-friendly methods applied to four types of exhibitions held at existing domestic art museums in order to derive environmentally sustainable exhibition content planning and operation plans. By deriving the method commonly applied to the four exhibitions, the wooden temporary walls that are discarded through local remanufacturing, use of waste resources, and prefabricated module walls were minimized. In addition, when printing/publishing, there were methods such as grafting eco-friendly inks and materials or avoiding the production of unnecessary printed matter. Based on these common factors, a plan that can be applied to each stage of exhibition hall construction and construction, printing and publishing, and exhibition hall operation was derived. However, it is necessary to approach more diverse cases in the future, and it is necessary to supplement the points to enhance scientific explanatory power in quantitative terms.
The purpose of this study is to analyse the complexity of Vietnam's cultural policy in the socio-economic context of socialism-oriented reform with a focus on the case of 'socialization'(xa hoi hoa) cultural policy. The Vietnamese socialization policy has been adopted to mobilise resources and participation from 'the whole society' in order to promote the development of culture and arts. Although there remains the discourse of its definition, the socialization policy has showed its achievements in mobilizing financial resources, privatization, enhancing decentralization, and revitalizing the private investment, and thus help improve cultural services in both quantity and quality. The socialization policy illuminates the leadership of the state, yet gradually improved in promoting and practicing cultural policy. This study is expected to enhance understanding of Vietnam's cultural policy after reform to the Korean scholars, therefore it contributes to boosting the cooperation and cultural exchange between Vietnam and Korea.

Up until now, Korea has been recognized as one of the most severe and strict countries in terms of social regulation. As a result of that, it is generally accepted that economic activities in private sector have been contracted to some extent, weakening national competitiveness. Under this background, this paper examines the complex relationships among factors affecting national competitiveness and regulation and also seeks to discover feedback loops associated with its relationship. The research result shows that reinforcing feedback and balancing feedback loops are found in the system concerned with national competitiveness and regulation. Accordingly, it implies that we need to pay our attention to the management of those loops in order to discover the optimal point striking the balance between regulation and deregulation in terms of national competitiveness. It also implies that we need to conduct sensitivity analysis to forecast the potential results which the scenarios will bring about.

The purpose of this study was to identify differences of perceptions for gardens and parks between experts and the general public concerning several aspects including scope, scale, publicity, artistic and scientific nature, main materials, practicality and aesthetics, executive and management systems as well as legal understanding of garden and park. The properties of garden and park were derived through literature research, and the concept, similarity, and difference of gardens and the parks were recognized by the experts and the public viewpoint was clarified by questionnaire. As for the difference in the scope of the gardens and the parks, the expert group recognized it more widely than the general public. In general, the space recognized as a garden was the rooftop green space, and urban forests were recognized as a park. In addition, the general public recognized urban forests as gardens the same as they recognized parks, and the distinction was unclear. In the expert group, the perception that gardens were small and the parks were large was more prevalent. It was generally recognized that gardens were private spaces and the parks were public spaces. In the expert group, the gardens were more personal and the parks were more apparent to the public. Expert groups emphasized the aesthetics of the garden, and the parks were more practical, and the general population showed similar perceptions of utility and aesthetics when comparing gardens and parks. In addition, the utility of gardens in the general publics is more emphasized than the aesthetics of the park. Regarding the executive system the park was recognized as the public sector, and the difference was larger in the expert group. As for the management system, both experts and the general public perceive the management of the park or the garden to be carried out by the supporting organization, and it is necessary to discuss the diversification of the management subject. In addition, as a result of surveying domestic traditional gardens in folk houses, it was found that most of the garden owners had hardships in its management, and they were positive about systematic maintenance of gardens through park planning.
