Expanding User Types for Utilizing Certified e-Document Authorities (공인전자문서보관소의 이용 활성화를 위한 사용자 유형 확대방안)

  • Electronic records are generated not only in public sector but also in private sector. Records will be used across the public-private boundary. The Certified e-Document Authorities(CeDAs) may keep electronic documents in private sector for preservation and evidence, like the official Record Management Systems for Public sector. A CeDA is the Trusted Third Party (TTP) as a business to be entrusted and proof interchanging documents between parties. This CeDA system could be sustainable only if the CeDA earn the enough sales through enough uses. And yet, all the eight CeDA companies have not had enough users. How to utilize CeDAs is one of the hot issues in this area. In this paper, We analyze the threat to trustworthiness of CeDA due to payment of only one party among others, and describe the difficulty in use of CeDA for an individual user. These things make CeDAs cannot have enough users. To do address these, We expand the boundary of relevant parties for a document, present a delegate-establishing option under a joint name, show the needs of identifying and notifying minimum relevant parties, and suggest the proxy parties to help the individual users.

Analysis on the Welfare Effect of the PPP Implementation (민간투자사업의 후생효과 분석)

  • This study investigates the welfare implications of BTL projects using a general equilibrium model with the public sector and public-private partnerships. We show that when the government is not allowed to run budget deficits but private firms is able to overcome the financial constraint, BTL projects performed by public-private partnerships (PPPs) could be a good alternative and improve the welfare of the model economy. This paper quantitatively investigates excessive expansion of PPP projects and several alternatives to retrieve welfare losses caused by such an expansion. Assuming that future rents of BTL projects are not taken into account, we find the welfare losses up to 20 percent relative to conventional government projects. Finally, we show that it would be possible to reduce the losses by transforming the fully depreciated capital stock of the government projects into much smaller new PPP projects.

A Study on the Fair Returns of Private Participants' Investments on BTO PPI Projects (BTO 민간투자사업 적정수익률에 관한 연구)

  • This study will estimate the fair return on private participants' investments on BTO type PPI (Private Public Infrastructure) projects using the data from past BTO projects in Korea. In the past, the real returns of $6%\sim9%$ were provided to private participants. The results of this study show that those returns were too high compared with the estimated fair returns, especially for projects with the minimum revenue guarantee (MRG) by the government. Moreover, the excess portion of the return over the fair return becomes even larger when there is a demand forecast bias. In reality, most of the BTO projects have far lower actual revenues than the initial forecasted revenue in concession agreements. This phenomenon implies that BTO projects have a tendency of overly forecasting revenues. If so, the value of the minimum revenue guarantee becomes larger, and therefore, the fair return to private participants should decrease. It is hoped that this study helps future BTO projects' concession agreements between the government and private participants to become more fair from the perspectives of risk and return profiles.

  • 교육인정자원부가 부족한 교육재원 확보를 이유로 이미 위헌판결이 내려진 학교 시설 용지부담금 대신 아파트 사업자들에게 학교 시설 비용 일체를 부담하라는 새로운 해석으로 민간 건설사들의 강한 반발을 사고 있다. 기존의 대단지 아파트 입주민들에게 부담금을 전가하는 것은 위헌이라는 판결을 받은 바 있는 학교용지부담금이 다시금 쟁점화됐다.

Private Finance under the Port Authority System in Korea (항만공사체제하의 민간자본 활용방식)

  • Korean port developments have been mostly made by the central government. With the introduction of the Port Authority system, however, roles and function assignments of the central government in port development have been in change and the Port Authority has to find a solution for inducement of private investment in port development. This paper has examined the current legal system of port developments and then sought the way for inducement of private capital to improve specialty and efficiency of harbor facilities management and development under Port Authority. As the Ministry of Maritime Affairs and fisheries(MMAF) has two types of legal system for inducement of private investment on port developments, the Port Authorities can also have two types of private finance. Private finances by the Port Authorities has some more critical advantages than the one by the central government. It is also required to change the the administrative permissions and concession agreements which MMAF conveyed to private participants in port developments into the concession agreements between Port Authorities and private participants.

  • Present private infrastructure investment in SOC investment has increased up to $11\%$ compared to the year 2003 and it is expected to increase in the future. In spite of its rapid increasement we don't have definite standard or system on distinctly presented rate of return for domestic private infrastructure investment yet, and practical and scientific research is not sufficient, compared to its necessity and importance. Hence, in this study we tried to build theories systematically, which are related to rate of return of private infrastructure investment to promote SOC private infrastructure investment to last successfully and present the proper level of rate of return of private infrastructure we investment appropriate in domestic situations through diverse analysis. Therefore, to present reasonable rate of return, we used 5 methods: existing research analysis, case study, financial index analysis, analysis of investors rate of return, and analysis of rate of return in a real estate market. After comparing and analyzing these methods, Ive presented in the end the appropriate level of rate of return of private infrastructure investment, which can be applied in a domestic market.

Obligatory Renewable Service Supply Ratio for Promotion of Independent Power Projects (민간발전사업 촉진을 위한 신재생에너지 의무공급량의 비율)

  • 본 논문에서는 2012년 시행된 신재생에너지공급의무화제도(RPS)에 따른 민간발전사들의 RPS 의무이행 현황을 알아보고 신재생에너지 공급인증서의 발급량 부족 및 거래시장에서의 심한 가격변동을 발전사업자들의 RPS 이행시 장애요인으로 분석하였다. RPS시행 이전에 추진하여 최근 준공한 동두천복합발전소에 대한 RPS이행방안 구성결과 연평균 약 334억원의 의무이행비용이 산출되었으며, 해당비용을 당초 사업타당성 검토 기초자료에 반영한 결과 내부수익률이 계획대비 31.8% 저하됨을 알 수 있었다. 신재생에너지 의무공급량의 비율이 해마다 증가하여 2024년부터는 전년도 발전량의 10%를 신재생에너지로 공급해야 하는데 RPS 의무공급 대상자로의 편입 초기부터 10%의 의무공급량을 이행해야 하는 신규 발전소의 경우 의무이행비용 과다로 사업성은 더욱 낮아지므로 의무공급량의 비율을 기존의 12단계에서 17단계로 완화하는 방안을 제시하였다. 즉, 동두천복합발전소의 이행비용을 기준으로 최초 2%부터 매년 0.5%씩 점진적으로 10%까지 높였을 때 내부수익률은 6.23%로써 처음부터 10%의 비율로 공급할 경우 산출한 내부수익률 4.18%보다 약 49%의 사업성 향상 효과를 얻을 수 있어 제도개선이 민간발전사업 촉진에 기여할 것으로 판단된다.

  • Private companies will get back their investment by leasing facilities to the government, Since act on private participation in infrastructure were changed in January 2005, BTL(Build Transfer Lease) project of introduced in the domestic construction market for the purpose of providing public facilities with the public. BTL projects is for with approximately project life cycle form plan to maintenance the success of the project totally depends on the capability and role of concessionaire. Accordingly, this study is aimed to improve in order to proceed with BTL project efficiently, a clear standard for the item of evaluation was presented.

  • 전력산업의 환경변화에 따라 단일 공급자였던 한전을 비롯하여 전력판매사업자, 민간부하사업자, 에너지컨설팅사업자 등 에너지관련 서비스를 제공하는 주체자(이하 ESP : Energy Service Provider)의 참여로 전력시장이 경쟁체제로의 변화가 예상된다. 이러한 주체는 전력에너지 관리 최적화를 위한 수요측의 전력자원과 정보의 통합관리가 필요하다. 또한 수요측 서비스 개선과 동시에 수익을 창출할 수 있는 부가 서비스의 개발이 또한 요구될 것이다. 최근 석유가격의 지속적인 상승으로 도매시장가격은 더욱 증가할 것으로 예상된다. 현재 우리나라는 CBP 형태의 전력시장에서 시간대별로 변하는 전력가격(SMP)에 의하여 시장가격이 정해진다. 따라서 시장가격이 높아지면 높아질수록 전력을 구입하고 있는 전력사업자의 경우 구입비의 증가로 재무 건전성 확보에 악영향을 초래한다. 따라서 효율적인 전력 수요절감을 통해 구입전력비를 절감할 수 있는 신수요관리 기법이 필요하다. 이러한 신수요관리 기법은 국가적으로는 하계수급비상 해소와 신규 건설비용 및 혼잡비용을 회피하고, 전력사업자는 구입전력비의 절감을 통해 전력도매시장가격의 안정을 도모할 수 있다. 이러한 수요절감 기법 중 수요측의 자율적인 참여 및 반응을 기반으로 하는 수요반응(Demand Response, 이하 DR)이 있으며, 이는 전력사업자와 수요 측 전력부하설비와의 양방향 통신 및 제어 인프라 구축이 필요하다. 본 논문은 이러한 DR운영에서 반드시 필요한 수요측 전력부하설비와의 양방향 통신 및 제어 인프라구축에 대한 방법 및 결과를 제시하고자 한다.
