However, despite the fact that not only security industries have been considerably expanded in quantity, but also plenty of scholars published diverse papers relating to security problems, qualitative growths of private securities have not accomplished fully. Especially, securing the President would not be guaranteed only by PSS(Presidential Security Service). • The occurrence of complicating, multilateral social condition demands the strategy for facing many social state and consolidating public security against criminal loss. The lacking ability of local police for preventing crime can't satisfy the demand of security and can't get rid of fear of crime. At last, it brings a distrust of public confidence and became a factor of serious social crisis. We have problems - not only making an alternative plan for preventing crime, but also introducing CPTED(Crime Prevention Through Environmental Design) by environmental design, to expect crime prevention and to select systemic crime prevention system and the most suitable model. And we have a goal - to recognize the importance of guard activity for local crime, analyse public safety activity in community & focusing guard activity as a strategy for them, apply CPTED in police and private security company as a local crime prevention & setting effective model, and, make it as an index for preventing & dealing with intellectual, brutal crime. The rapid growth in the guarding-activity field lighten the burden of police for crime-prevention. But the misjudgement of some people blocks it to be settled institutionally. It needs to reconsider what is the effective crime-prevention method, at this point of time when the all parts of a nation changing into unlimited competitive, private self-control system.

Second, the case study of the USA regarding park safety confirmed that major parks in the USA have rigorous and detailed park regulations. It also showed that those parks take not only preventing measures, but also follow-up measures against crimes. Third, the results suggest creating human resources by contracting out Park Managers and Private Security Sector that have specialized experiences and techniques to prevent crimes and public disorders. Overall in this study, increased citizen's satisfaction level, control of continuous and systematic crimes, the spread of joint-production of public safety, and increased fields of the Private Security Sector are expected from the findings.

  • Thus in order to have a better understanding about the KSA(Korean Security association) and to express opinions on its role and security, this paper introduces and discusses about All Japan Security Service Association(AJSSA), which is the prototype of the KSA. There are several positive aspects to consider the introduction of, when these two associations are compared: the traffic security, a supporting member, ex-high-ranking police executive directors practically run AJSSA. These are to enhance financial ability and to promote better relationship with police. KSA needs to improve such relationship and to diversify activities as well. In addition, not just dismissing their duty by giving them the license, AJSSA provides several educations to revitalize the related people so that they can deal in effective and productive services. In another words, JSA perceives it is indispensable to educate the relevant people in the business. In contrast, it is reality that KSA has not put much emphasis on educations. Concisely, the most prompt issue is it should be more beneficial to its members by strengthening itself. Not simply following the example of foreign cases, but putting diverse efforts, KSA can make it substantial and stabilize future private security market in a long term.

  • Nowadays, national criminal policy focuses on "specialization", "advancement", and "choice and concentration" to enhance the efficiency and effectiveness of public peace services. Consequently, the space that a nation manages diminishes and there appears vacant space of security. For that reason, in most developed countries including South Korea, there has been a significant expansion in the size and role of Private Security(PS). From this point of view, the Japanese government has adopted the PFI(Private Finance Initiative) system in private prisons. These cases clearly show the role and significance of "PS". By applying know-how of the private sector, these PFI prisons make efficient use of installation by the united efforts of government and people. Criteria such as solution for risk baring, regional coexistence, preservation of public security, response management and operating skills are considered important particularly in Kitsuregawa and Harima prisons. Thus, this study examines the implications and applicability for the expansion of PS in South Korea.

  • A larceny means stealing others' properties, as one of crime types most closely connected with common people. Along with fraud, it is the mostly common property crime; in particular, the largest number of people are exposed to a burglary. This study aims to find the schemes to utilize private guards according to the characteristics of burglary. To do so, a questionnaire survey was conducted into an actual condition of official statistics of burglary and into the criminals of burglary, with a view to understanding the behavioral characteristics of burglary and suggesting defense mechanisms to prevent the crime. Burglary is not just a major crime to be dealt with by public guards like the police but also one to be handled increasingly more by private guards. It is why this study intends to identify how to utilize private guards in preventing the crime. Investigations were made into 208 burglars, who were inmates of 10 correctional institutions (prisons or detention houses) across the country. It is found that only about 24% of burglars committed the crime through rational choice, about 60.7% were feared of their arrest at the time of their crime, and a very high percentage (69.9%) of them were assured of their successful crime. Burglaries usually happened at night, mostly in a summer day when everybody goes away from home for vacation. Primarily, the crimes took place in a private house of urban residential quarters. What burglars considered mostly for target selection includes 'profitability,' followed by 'surveillance' and 'risk.' Most (42%) of them committed the crime for the first time ever. Generally, they were not inclined to commit the crime while under the influence of alcohol or drug, which might prevent them from making reasonable decisions. 73.9% of the criminals said that they committed the crime singly without any accomplices.
