미 육군은 21세기 미국의 국가 안보와 관련된다면 FCS에 대한 도박외는 다른 선택이 없다는 것을 알고 있다. 만일 성공한다면, FCS는 역사상 미 육군에 의해 취해진 가장 혁명적인 변형(transformation)의 산물이 될 것이다. FCS가 프로그램상 요구의 절반만을 충족시킨다고 할지라도, 빠르게 기동시키고, 결정적으로 싸울 수 있도록 미 육군의 능력을 현저히 향상시킬 것이다. 결론적으로 미 육군 지휘부 구조조정과 더불어 대대적인 Army Transformation을 추진하는데 핵심적인 요소 중의 하나인 미래전투체계(Future Combat System)의 성공적인 시행을 위한 시험 및 평가계획이 완성된 것으로 생각된다.

미 육군 개혁(Army Transformation)을 이끌어 나가고 있는 육군의 리더십이 개혁의 목표를 명확하게 제시하고, 이 목표달성을 위하여 예비역을 포함한 육군의 전 역량이 집중되어 한 방향을 향해 힘차게 나아가는 모습을 보면서 깊은 감명을 받지 않을 수 없었다. 그러한 개혁의 목표가 우연히 일시에 만들어진 것이 아니라, 개혁의 목표가 제시되기 전까지 육군 내에서 오랜 시간 동안 각 분야에서 연구되어 왔고, 공론화 되어 왔던 것이 새로운 리더십을 맞이하면서 매우 구체적으로 명확하게 제시되었던 것이다.

US Army Found Five Lessons For the Urban Operations After Implemented Offensive Operations in Mosul, Iraq for the First time in the 21st Century. Based on these lessons the US Army Adds Spur Preparing For Future Megacity Operations Such as Weapon System, Warfighting Concept, Structure and etc. Korean peninsula experiences rapid Urbanization, so the Megacities are also Expected to Increase by this trend. So the ROK army also need to Benchmark the US Counterpart, so that the Organization needs to prepare following Elements. First, Establishing Collective Intelligence Platform for uture Megacity ops. Second, force Builing Optimized for the Megacity Operations(Warfighting Concept, Weapon System, Structures), Lastly, Establishing Megacity Synthetic Training field. By Preparing so, ROKA can Assure its Success in Future Warfare.

This thesis is the study of the analysis about Direction of Promote and Acquisition Program of Human Strength. Now we have question 'How we should develop the human resources program to gain human strength in the strategic environment of the future?' We know that if we don't estimate our project precisely, then we can't get good human resources. The purpose of this study is to find the way that how to gain excellent human resources now and in the future. The Ministry of National Defense to study US military Acquisition system. Korean military strategy in the situation of the confrontation between South and North Korea and in the situation of the international relationship and the way of constructing the military strength for the future. To improve Acquisition Program of Human Strength, we must develope and assess the future strategic environment of the Korean Peninsula especially Acquisition Program of Human Strength.

This study draws out the implications based on the analysis of the U.S. Army's practices(Army Military Human Resource Record(AMHRR) and interactive Personnel Electronic Records Management System(iPERMS), Archival Information Service) and applies it to our military by paying attention to the importance of military personnel records and the thorough records management that are the foundation for promoting the welfare service projects of those who have committed to the nation. Through these, it is expected to contribute to the smooth promotion of veteran welfare projects and to create a climate that honors the military at the bottom of society in the future.
