Exploring Welfare Discourse in Korea Based on M. Foucault's Power And Knowledge Relations (M. Foucault의 권력지식관계론에 기초한 한국의 복지담론 해석)

  • What is the role of welfare discourse? Michel Foucault suggests the power and knowledge relation that power in a particular society and period controls the society and members by creating knowledge affecting the formation of cognitive and normative systems. Having the formation of exclusions(constraint of cognition), and materiality and reality(normative system) as an analytical framework, this article attempts the exploration of welfare discourse analyses with public statements relating to welfare subjects of the four former Korean presidents. As a result, It is found that dominant epistemic system is formed by balancing welfare and growth and regarding jobs as the best welfare(the linkage of welfare-growth-employment), emphasizing individual economic responsibility and self-reliance, pursuing welfare selectivism, and excluding comprehensive welfare provisions. At the same time, it is observed that power is not always formulating systematic knowledge and that there is a gap between cognition and norm. While the Foucauldian discourse analysis provides a causal inference about low social welfare expenditure, excessive focus on the role of power as knowledge generator and infuser causes a question of how to accommodate contemporary changes into knowledge system.

"The Burning of Hospitals": Sade's Thoughts on Hospitals from the Ancien Regime to the End of the 18th Century (구빈원을 폐하라: 사드와 18세기 말 프랑스의 구빈원에 대한 연구)

  • The villainous characters of the Marquis de Sade do not regard pity and consternation that one usually feels at the sight of poor people as natural. Such feelings are simply rejected. Therefore, Sade's characters immediately suggest that the hospitals established by religious congregations under the Ancien Regime should disappear. However, it is important to note that enlightened thinkers are aware of the abuses caused by hospitals at that time, claiming that they are to be blamed for the worsening situation of the poor. Thus, the General Assembly of the Constituents tried to nationalize the possessions of the hospitals, going as far as abolishing every charity institution. This article aims at linking Sade's hatred for hospitals to the issues his contemporaries raise about charity institutions. More particularly, revolutionary thinkers want to replace the considerably rich hospitals with small hospices or domiciliary care. Such actions will help reduce national budget spending and simplify the administrative procedures. Sade's libertines view poverty issues in the society from different perspectives: philosophical, political and economic. Let us not forget that they insist on social assistance systems which would suit both the ideals and the circumstances of the new Republic. We understand that Sade took precautions against the impending return of religion and monarchy, which were expelled by the Revolution. Under the Ancien Regime, people tolerated hospitals on the pretext that they arouse natural feelings such as beneficence and compassion. Well, to say the least, Sade is not wrong in raising awareness on this issue.

  • This paper considers some possibilities of community archives by exploring the concepts ans meanings of archival description. The author deals with two interesting cases -Herstory Writers Workshop Collection of Stony Brook University in New York and Poolmoo Collection of Poomoo Agricultural School in Korea. The author argues that archivists should know the specifications of Community Archives related to National Archives when they organizing and preserving records and archives of community archives.

  • This study begins with the necessity of the concept of reincarnation of film media and the inclusion of specific tendencies of contemporary films as post - cinema comes. Variable movements around recent films Challenging and experimental films show aesthetics that are difficult to approach with the analysis of classical mise en scene and montage. In this way, I review the dispositif proposed by Martin in films that are puzzling to criticize with the classical conceptual framework. This is because the concept of dispositive is a conceptual pile that extends more than a mise en scene and a montage. Dispositif films tend to be non-reproducible and non-narrative, but not all non-narrativef tendencies are dispositif films. Only the dispositif film is included in the flow. Dispositif movement has increased dramatically in the modern environment on which digital technology is based, but it is not a tendency to be found in any particular age. The movement has been detected in classical films, and the dispositif tendency has continued to exist in avant-garde films in the 1920s and some modernist films. First, for clear conceptualization of cinematic dispositif, this study examines the sources of dispositif debates that are being introduced into film theory today. In this process, the theory of Jean Louis Baudry, Michel Foucault, Agamben, Flusser, and Deleuze will help. The concept of dispositif was discussed by several scholars, including Baudry and Foucault, and today the notion of dispositif is defined across all these definitions. However, these various discussions are distinctly different from the cinematic dispositif or dispositif films that Martin advocates. Martin's proposed concept reminds us of the fundamentals of cinematic aesthetics that have distinguished between the mise-en-scene and the montage. And it will be able to reconsider those concepts and make it possible to view a thing a new light or create new films. The basic implications of dispositif are apparatus as devices, disposition and arrangement, the combination of heterogeneity. Thus, if you define a dispositif film in a word, it is a new 'constraint' consisting of rearrangement and arrangement of the heterogeneous elements that make up the conditions of the classical film. Dispositif is difficult to elaborate the concept clearly, so it can be accessed from a wide range of dimensions and has theoretically infinite extensibility. At the beginning and end of the 21st century film, the concept of cinematic dispositif will become a decisive factor to dismantle old film aesthetics.
